BOE Meeting-August 16, 2012 FinalNEW HANOVER COUNTY BOARD OF EQUALIZATION AND REVIEW, August 16, 2012 ASSEMBLY BOOK PAGE The 2012 New Hanover County Board of Equalization and Review met on Thursday, August 16, 2012, at 9:00 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2012 tax value assessments. Members present were: Don Harris (Chairman), John Babb, Joe Miller, and a short appearance by Bob Drach for Agenda Item #5. Staff members present were: Tax Administrator Roger Kelley; Assistant Tax Administrator Jeff Niebauer; Appraisers Larry Bolick, Chris Boney, Jim Hardin, James Paulk, and Scott Saunders; and, Administrative Support Technician Cassandra Fowler. Chairman Don Harris called the meeting to order at 9 a.m. AGENDA ITEM # 1: Approval of Minutes There were no minutes available for consideration or approval. AGENDA ITEM # 2: Affirmation of the Following Signed and Agreed Values Assistant Tax Administrator Jeff Niebauer presented a list of appellants who, in writing, have agreed to the value recommended by the appraisers and agreed to withdraw their appeals. AGENDA ITEM # 4: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed to Appear Tax Administrator Roger Kelley reported that all appellants that were scheduled to appear had their hearings before the Board and that there were no other appellants present. AGENDA ITEM # 5: Old Business On August 7, 2012, the Board was scheduled to hear the following appellant, Charles Avera, property owner of 304 Causeway Dr., Wrightsville Beach, NC; Parcel ID R05719- 003 - 028 -002. During appellant testimony, a disagreement in heated square footage was noted. The Board tabled the appeal until Thursday, August 9, 2012 when Appraiser Chris Boney will return with his findings from a scheduled visit. The appellant stated that he will agree if his value is commensurate with his neighbors'. Due to scheduling conflicts, the Board was unable to reconsider this appeal until August 16, 2012. Based on his scheduled visit to the parcel, the County appraiser, Chris Boney, reported to the Board the following finding: the heated square footage data as shown in the County's database was correct. The Appraiser noted, however, that the data for the condos with lower values was incorrectly stated and this will be corrected next year. Taking this information into consideration, the Board made the following decision: R05719- 003 - 028 -002 Charles Allen Avera Trust $327,000 $327,000 Motion: John Babb MOVED, SECONDED by Bob Drach, to uphold the appealed value of $327,000.
