BOE Meeting-July 19, 2012 FinalNEW HANOVER COUNTY BOARD OF EQUALIZATION AND REVIEW, July 19, 2012 ASSEMBLY BOOK PAGE The 2012 New Hanover County Board of Equalization and Review met on Thursday, July 19, 2012, at 9:00 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2012 tax value assessments. Members present were: Don Harris (Chairman), Linda Woods, John Babb, and Joe Miller. Staff members present were: Tax Administrator Roger Kelley; Assistant Tax Administrator Jeff Niebauer (arrived at 9:58am); Appraisers Stephen Walker and Tom Harris; and, Appraisal Administrative Support Technician Cassandra Fowler. Chairman Don Harris called the meeting to order at 9:00 a.m. AGENDA ITEM # 1: Approval of Minutes Chairman Don Harris confirmed that the minutes will now be sent, via email, to only the parties present for electronic approval. AGENDA ITEM # 2: Affirmation of the Following Signed and Agreed Values Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the value recommended by the appraisers and agreed to withdraw their appeals. AGENDA ITEM # 4: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed to Appear Tax Administrator Roger Kelley reported that all appellants that were scheduled to appear had their hearings before the Board and that there were no other appellants present. The Board considered the following parcels under this agenda item. Upon vote, the motion carried 4 to 0. The Board reconsidered the appeal of parcel R06108- 004 - 037 -000, 5063 Peachtree Ave., which was tabled by the Board on the original hearing date of 6/14/2012. Tax Administrator, Roger Kelley, advised that the Appraiser, Tom Harris, revisited the parcel to confirm the square footage of the dwelling, and that the data on record was correct. The appellant was informed, via email conversation with Mr. Pete Richardson, that he was rescheduled to be before the Board again for today under the Old Business Agenda Item. Upon consideration of the appraiser's findings and the information already submitted by the appellant, the Board decided to reduce the value to $110,000. AGENDA ITEM # 6: New Business Tax Administrator, Roger Kelley, introduced one appeal for consideration by the Board under his agenda item, covering the Wilmington Korean Presbyterian Church, parcel R06205- 015 - 005 -000, 231 Englewood Dr, Wilmington, NC. In Woo Ryoo, pastor of the Church, appealed the Tax Administrator's decision to deny the Church's application for Property Tax Exclusion for 2012. After hearing the appellant and reviewing the information provided the Board made the following decision: R06205- 015 - 005 -000 Wilm Korean Presb. Church 231 Englewood Dr Denial for Exemption Motion: Joe Miller MOVED, SECONDED by John Babb, to uphold the Tax Administrator's decision to deny the application for exemption for 2012, based on the date of the filing. Upon vote, the motion carried 2 to 1 (Linda Woods abstained). AGENDA ITEM # 7: Schedule Future Meetings The Board confirmed that Appraisal Administrative Support Technician Cassandra Fowler would be sending a finalized 2012 BOE Member Schedule Availability document to all members. It was noted that the remainder of July and August shaded areas are "the quorum" and that quorum members are personally responsible for finding their own replacements should they be unable to attend. It was also noted that all members who scheduled a "Y" are still expected to attend. An updated document containing "the quorum" members will be resent when complete information for September and October becomes available. AGENDA ITEM # 8: Adjournment There being no further business to consider, Chairman Don Harris recessed the 2012 Board of Equalization and Review at 11:56 a.m. until the next hearing date scheduled for Tuesday, July 24, 2012.
