The 2012 New Hanover County Board of Equalization and Review met on Tuesday, June 12, at 9:00 a.m.
in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding
their 2012 tax value assessments.
Members present were: John Babb (Interim Chairman for morning session), Don Harris (Chairman for
afternoon session), Joe Miller (AM only), William O'Shea, Ryan Rhodenhiser (AM only), and Bob Drach (PM only).
Staff members present were: Tax Administrator Roger Kelley; Assistant Tax Administrator Jeff Niebauer;
Appraisers Chris Boney, Charles Davis and Jim Paulk and, Appraisal Administrative Support Technicians Joann
Davenport and Cassandra Fowler.
Interim Chairman John Babb called the meeting to order at 9:05 a.m.
AGENDA ITEM # 1: Approval of Minutes from 6/7/12 Session of the Board of Equalization & Review
The Board considered and gave a consensus of approval for the morning session minutes from the
June 7, 2012 session of the Board of Equalization and Review. Joe Miller MOVED, SECONDED by William
O'Shea, to approve the morning session minutes from the June 7, 2012 session. Upon vote, the motion
carried 3 -0.
The Board considered and gave a consensus of approval for the afternoon session minutes from
the June 7, 2012 session of the Board of Equalization and Review. William O'Shea MOVED, SECONDED
by Bob Drach, to approve the afternoon session minutes from the June 7, 2012 session. Upon vote, the
motion carried 3 -0.
AGENDA ITEM # 2: Affirmation of the Following Signed and Agreed Values
Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the value
recommended by the appraisers and agreed to withdraw their appeals.
Motion: Joe Miller MOVED, SECONDED by Ryan Rhodenhiser, to affirm the assessed values of the appeals
listed below as withdrawn or agreed upon by appellants. Upon vote, the motion carried 4 to 0.

Tax Administrator Roger Kelley advised the Board that the appellant listed under Tab #20, Mr.
Robert DeHaas, owner of 306 Stonewall Jackson Dr., R06605- 001 - 001- 000,had a medical emergency and
would be rescheduled for a hearing before the Board at a future date.
Tax Administrator Roger Kelley advised the Board that the appellant listed under Tab #22, Mr.
David Atwater, owner of 463 Robert E Lee Dr., R06606- 002 - 009- 000,as confirmed by a letter from Wake
Med North Hospital dated June 15, 2012, had a medical emergency to attend to on June 12, 2012, and
would be rescheduled for a hearing before the Board at a future date.
In deliberations after hearing the appeals during the AM session, the Board affirmed the assessed

Don Harris was concerned about the situs address & Mr. Kelly said that he would bring it to the attention of
the appropriate departments. Mr. Harris noted for the record that he has a personal relationship with Mr.
Chadwick, but not a business relationship with him.
Motion: John Babb MOVED, SECONDED by Bob Drach, to table the appeal until the County Appraiser can
revisit the parcel to confirm that the data is correct and allow the Board to consider all appeals on golf
courses at the same time. Upon vote, the motion carried 4 to 0. George Chadwick granted permission for
the County staff to follow up with Mr. David Pope, with Hotel & Club Assoc, with any questions.
