BOE Meeting-May 3, 2012 FinalNEW HANOVER COUNTY BOARD OF EQUALIZATION AND REVIEW, May 3, 2012 ASSEMBLY BOOK PAGE The 2012 New Hanover County Board of Equalization and Review met on Thursday, May 3, 2012, at 9:00 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2012 tax value assessments. Members present were: Interim Chairman Joe Miller (morning session, departed at 12:43 p.m.), Interim Chairman William O'Shea (afternoon session), John R. Babb, and Linda Woods. Staff members present were: Tax Administrator Roger Kelley; Appraisers Chris Boney, James Paulk, Jim Hardin, and Scott Saunders; and, Appraisal Administrative Support Technician Macio Carlton. Interim Chairman Joe Miller called the meeting to order at 9:04 a.m. AGENDA ITEM # 1: Tax Appeal Presentations The Board heard appeal presentations from the following individuals regarding the 2012 tax assessment of real property. Each appellant was informed that the Board would make decisions following the hearings and they would be notified by mail of the Board's decision in ten days. 1. Karen Allison, property owner of1970 Deep Creek Run, Wilmington, NC; Parcel ID R04500- 004 - 007 -000 2. Karen Allison, property owner of 1970 Deep Creek Run, Wilmington, NC; Parcel ID R04500- 004 - 018 -000 3. James Paulk, New Hanover County Appraiser, spoke on behalf of Scott and Valencia Anderson, property owners of 2402 Gillette Dr., Wilmington, NC; Parcel ID R06008- 011 - 001 -000 4. Michael and Johanna Breslin, property owners of 1043 Fort Fisher Blvd., Kure Beach, NC; Parcel ID R09312- 003 - 001 -003 In deliberations after hearing the appeals, the Board affirmed the assessed values as follows: Parcel ID Owner Appealed Value Affirmed Value R04500- 004 - 007 -000 William and Karen Allison $1,187,600 $1,106,200 Motion: John Babb MOVED, SECONDED by William O'Shea, to accept the appraiser's recommended value of $1,106,200. Upon vote, the motion carried 3 to 1. R04500- 004 - 018 -000 William and Karen Allison $191,400 $191,400 Motion: John Babb MOVED, SECONDED by William O'Shea, to uphold assessed value of $191,400. Upon vote, the motion carried 4 to 0. R06008- 011 - 001 -000 Scott and Valencia Anderson $446,900 Tabled Motion: Joe Miller MOVED, SECONDED by William O'Shea, to table the appeal until the County Appraiser can relook at and apply values and analysis to adjust land value with others in neighborhood. Upon vote, the motion carried 4 to 0. R09312- 003 - 001 -003 Michael Breslin $1,084,900 $911,200 Motion: Linda Woods MOVED, SECONDED by William O'Shea, to reduce the assessed value to $911,200. NEW HANOVER COUNTY BOARD OF EQUALIZATION AND REVIEW, May 3, 2012 BOOK PAGE AGENDA ITEM # 2: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed to Appear Tax Administrator Roger Kelley reported that all appellants that were scheduled to appear had their hearings before the Board and that there were no other appellants present. The Board considered one parcel under this agenda item and proposed a reduction to its assessed value based on the appraiser's recommended value. Motion: Joe Miller MOVED, SECONDED by William O'Shea, to accept appraiser's recommended value of $589,900. Board members agreed to enclose a copy of the previous letter of value change notice with the 10- day letter notice of the Board's decision. Upon vote, the motion carried 3 to 1. Tab #7 Revaluation of 2- bedroom Condos in the Oleander Court complex Motion: William O'Shea MOVED, SECONDED by Linda Woods, to table consideration of this agenda item until the next Board meeting.
