The 2012 New Hanover County Board of Equalization and Review met on Tuesday, May 8, 2012, at 9:00
a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government
Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners
regarding their 2012 tax value assessments.
Members present were: Chairman Donald E. Harris, Linda Woods, William O'Shea, Ryan Rhodenhiser
(present until 9:45am), and John Babb.
Staff members present were: Tax Administrator Roger Kelley; Appraiser Thomas Harris; Appraisal
Administrative Support Technicians Joann Davenport and Cassandra Fowler.
Chairman Donald E. Harris called the meeting to order at 9:06 a.m.
AGENDA ITEM # 1: Approval of Minutes
The Board considered and gave a consensus of approval for the minutes from their meeting on April 26, 2012.
AGENDA ITEM # 2: Tax Appeal Presentations
The Board heard appeal presentations from the following individuals regarding the 2012 tax assessment
of real property. Each appellant was informed that the Board would make decisions following the hearings and
they would be notified by mail of the Board's decision in ten days.

Tax Administrator Roger Kelley reported that all appellants that were scheduled to appear had
their hearings before the Board and that there were no other appellants present.
AGENDA ITEM # 4: Old Business (Originally considered by Board on 4/26/12)
In reconsideration of the tabled appeals for the Oleander Court condo complex from its April 26, 2012
hearings, the Board members who participated in the hearings on April 26, 2012 (Mr. O'Shea, Ms. Woods, Mr.
Babb, and Mr. Rhodenhiser) considered the spreadsheet of adjusted values as proposed by the County appraiser
(Agenda Item #4 — Old Business: Revaluation of 2- Bedroom Condos in Oleander Court, spreadsheet
attached to these minutes.)
Motion: Linda Woods MOVED, SECONDED Ryan Rhodenhiser, to change the assessed value for parcels
R05416- 011 - 001 -005, R05416- 011 - 001 -006, and R05416- 011 - 002 -005 to $81,000. Upon vote, the motion
carried 4 to 0.
Motion: Ryan Rhodenhiser MOVED, SECONDED John Babb, to change the assessed values for the remaining
parcels in the Oleander Court condo complex to the values as recommended by the Tax Department appraiser in
the attached spreadsheet. Upon vote, the motion carried 4 to 0.
AGENDA ITEM # 5: Affirmation of the Following Signed and Agreed Values
Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the value
recommended by the appraisers and agreed to withdraw their appeals.

For future meetings, the Board agreed to maintain the schedule as proposed by the Tax Administrator and
make adjustments as needed.

There being no further business to consider, Chairman Don Harris recessed the 2012 Board of
Equalization and Review at 12:55 p.m. until the next hearing date scheduled for Thursday, May 10, 2012.
