Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2012 tax value assessments. Members present for the 9 AM Session were: Don Harris (Chairman), John Babb, and Joe Miller. Members present for the 1 PM Session were: John Babb (Interim Chairman), Bob Drach, and Linda Woods. Staff members present were: Tax Administrator Roger Kelley (9 AM Session); Assistant Tax Administrator Jeff Niebauer (1 PM Session); Appraisers Chris Boney and Jim Paulk; and, Appraisal Administrative Support Technician Cassandra Fowler. Chairman Don Harris called the meeting to order at 9:10 a.m. AGENDA ITEM # 1: Approval of Minutes The following minutes were approved electronically and via signature by all members present: Tuesday, October 9, 2012, 9 AM Session Tuesday, October 9, 2012, 1 PM Session Friday, October 12, 2012, 9 AM Session Friday, October 19, 2012, 9 AM Session AGENDA ITEM # 2: Old Business Wednesday, October 24, 2012, 9 AM Session Thursday, October 25, 2012, 9 AM Session Thursday, October 25, 2012, 1 PM Session On 11/1/2012, the Board tabled the appeal for Lynwood Grissom, Parcel ID R05407- 032 - 006 -000, to allow the appellant sufficient time to provide the Tax Department with documentation, from the City of Wilmington, regarding parking restrictions for this parcel. The Board (members: John Babb, Bob Drach, and Joe Miller) was presented with the documentation, provided by the appellant. Upon vote, the motion carried 2 to 0. On 11/5/2012, the Board tabled the appeal for Arthur Bullock, Parcel ID R06511- 001 - 001 -000, to allow the Board to consult with the New Hanover County Attorney for a legal opinion on the Property Tax Commission's previous decision and it's applicability to the property for 2012. The Board (members: Don Harris, Joe Miller, and William O'Shea) consulted with the attorney and made the following decision: Parcel ID Owner Appealed Value Affirmed Value R06511- 001 - 001 -000 Arthur R Bullock $293,100 $138,300 Motion: Don Harris MOVED, SECONDED by William O'Shea, to accept the appraiser's recommended value of $138,300. Upon vote, the motion carried 2 to 0 (Joe Miller abstained from voting.).
