for the individuals listed as items #1 through #6, therefore,
request penalty on personal property taxes be released as these
personal taxes were charged in October Individuals listed under
items #7 through #12 certify that they mailed their listings during
the month of January 1979 Mr Holland. listed as item #13 requests
the release of penalty due to illness See attached letters for

Dear Mr Powell
After receiving your tax notice, receipt ~~ 19281, I found two
items incorrect, they are
(1) Personal property tax value, and,
(2) Listing penalty.
I made a telephone call to the tax office and talked with Mrs Mintz
on Tuesday, September 4 We got the property tax value straightened out
but she said that I would have to write you a letter concerning the penalty
I do not know why you did not receive this abstract as this was mailed
prior to January 31 She says it was stamped February 26 The only
explanation I have is that it could have been Lost in the mail I have
never been late on listing groperty tax
I would appreciate your help in correcting this situation

you have resolved this matter with bTrs Mintz
I regret to advise that I am unable to recommend the release
of the listing penalty as the envelope in which we received your
1979 listing was postmarked February 23, 1979, a copy is IZerewith
attached The North Carolina laws require that we recognize the
postmark date as the date received Further, the laws require
that we charge a 10% listing penalty on any listing not made during
the month of January each year

for which we have been billed by your tax office
We moved to New Hampshire in mid-November,. 1978, leav:~.ng
our house at 3901 Evergreen, Wilmington, NC., empty arad
for sale.
Mr. and Mrs. J. T. Stewart bought the WiLnington. property,
closing on February 2, 1979•
Now we are told that we should have listed at the tax office
in January, and further, that we were sent a notice to do
so. We never received such a notice. If we had been aware
of this responsibility, we would have been glad to list,
and in time to avoid a fee for being late.
We would appreciate your waiving this penalty, in view of
the circumstances. We look forward to hearing from you
soon, in order that we can avoid incurring any further late
fees.
