NEW HANOVER COUNTY BOARD OF COMMISSIONERS
OREGON INLET AND W A TERW A YS COMMISSION RESOLUTION
WHEREAS, Oregon Inlet acts as a "flushing" mechanism for the Albemarle, Currituck, Croatan, Roanoke, and
Pamlico Sound systems and all tributaries of these systems, allowing these bodies of water and rIvers to properly
flush, thus enSUrIng regional water quality; and
WHEREAS, Oregon Inlet is vital to the economy of Dare County and the surrounding region with an annual
documented economic impact of over $682 million, and
WHEREAS, in May 2003 the Bush Administration's US Council on Environmental Quality, the US Department of
the InterIor the US Army Corps of Engineers, and the National Oceanographic and AtmospherIc AdIllllllstratlOn
Issued a decision not to move forward on the construction of the Manteo (Shallowbag) Bay project (jetties) but did
promise to "improve navigation of the channel," and "to contmue workmg wIth the local elected leaders on other
actions that can be taken toward these goals," and
WHEREAS, the US Army Corps of Engineers, whose duty it is to maintain the Oregon Inlet channel,
acknowledges that as much as $20 million per year is needed to properly dredge these channels to ensure
dependable navigatlOn through the inlet and provide for the safety of fishermen and boaters, and
WHEREAS, federal budgets have continued to provide madequate budget levels for Oregon Inlet mamtenance
dredging, including a proposal of only $4 I million for fiscal year 2009 and
WHEREAS, it is acknowledged that the US Army Corps of Engineers have re-Iocated a permanent survey team in
Dare County which enables daily and weekly surveys of the Oregon Inlet channels, the Bar channel and the internal
channels that provide a route for the commercial and recreational fishermen of this region, and
WHEREAS, it is acknowledged that the United States Coast Guard Aids to Navigational Team has established new
residency in Wanchese, NC to assist m monitoring and locating navigational aids on a daily and weekly schedule as
conditions require these actions, and
WHEREAS, the only United States Coast Guard response team located wlthm 70 miles of either direction is
situated at Oregon Inlet. They too depend on this navigable channel In and across the bar and channels at Oregon
Inlet to respond to emergency needs of boaters, and fishermen, and
WHEREAS, it requires a balance of all three ofthese maintenance options to maintain safe passage through Oregon
Inlet as has been confirmed and attested to
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners calls on the
federal government and Congress to keep its promise and follow through with ItS commitment to make Oregon Inlet
safer We are requesting that the federal government establIsh a continuing resolutlOn for annual fundmg of
dredging costs for Oregon Inlet that will include a mmlmum amount of $ I 2 millIon annually
AND BE IT FURTHER RESOLVED, that the New Hanover County Board of Commissioners supports mcreased
federal funding to at least $ I 2 - $ I 4 million for the dredging of Oregon Inlet in fiscal year 2009

Section 2 Explanation
To budget 2007 State Criminal Alien Assistance Program (SCAAP) funds. The SCAAP program provides
federal payments for incurred costs for incarcerating certain undocumented CrIminal aliens. SCAAP
payments are calculated simultaneously with applicants receiving a prorated payment based on the
appropriation, costs submitted, and inmates as determined by the Department of Homeland Security
Section 3 Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County North Carolina, that the Ordinance for Budget Amendment 08-274 amending the annual
budget ordinance for the fiscal year en~' June 30 2008, is adopted.

ELDER ABUSE AWARENESS MONTH
PROCLAMATION
WHEREAS, elder abuse IS the broad term used to IdentIfy mIstreatment of elderly and dIsabled
adults, and
WHEREAS, abuse and neglect of elderly and dIsabled adults IS one of the most under-
recogmzed and under-reported socIal problems In thIS country; and
WHEREAS, the magmtude of the problem IS likely to Increase for several reasons, espeCIally
WIth the antIcIpated rIse In the number of elderly populatIOn, and
WHEREAS, mIstreatment can take many forms phYSIcal abuse, emotIOnal abuse, sexual abuse,
neglect by a caregiver, self-neglect, explOItatIOn, and financIal explOItatIOn, and
WHEREAS, between 500,000 to five millIon people suffer elder abuse every year; and
WHEREAS, It IS estImated that approxImately one out of every fourteen cases of elder abuse IS
reported, and
WHEREAS, abuse of the elderly IS preventable
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
CommISSIOners that June 2008 be recogmzed as "Elder Abuse Awareness Month" In New
Hanover County and that all resIdents and other JUrISdIctIOns are encouraged to become more
aware of thIS problem and JOIn In the preventIOn of elder abuse

DARDEN ROAD AND MIDDLE SOUND LOOP ROAD ROUNDABOUT
RESOLUTION
WHEREAS, New Hanover County IS dedIcated to promotl11g safe and effiCIent travel throughout the
commu11lty and
WHEREAS, eastbound traffic on Middle Sound Loop Road IS approachl11g level of serVIce F whIch
means that the l11tersectIOn IS functI011lng at or above capacIty; and
WHEREAS, comfort and convemence levels are extremely poor and drIver frustratIOn IS generally hIgh,
and
WHEREAS, the North Caroll11a Department of TransportatIOn has determined that ll1stallll1g a
roundabout WIll help traffic move more safely and freely through thIS congested area, and
WHEREAS, the ll1tersectlOn of MIddle Sound Loop Road at Ogden Elementary School and the
ll1tersectIOn of Middle Sound Loop Road and Darden Road have a hIgh frequency of aCCIdents, and
WHEREAS, the above mtersectIons are used by school buses, emergency vehIcles and numerous other
publIc and prIvate velucles.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of CommISSIoners
supports and encourages the North CarolIna Department of TransportatIon to purchase the rIght-of-way
and construct a roundabout at the ll1tersectIOn of Darden Road and Middle Sound Loop Road.
