R E S O L U T I O N
Traditionally, The Democratic Party has been the party
of the people It has been the party of the farmers, labor,
small businessmen, minorities, women, the rich and the poor
There are many areas, state and national, that have
significant parts of their population both unrepresented and
underrepresented in local governments To enable The Democratic
Party to live up to its reputation as being the party of the
people, serious consideration must be given to bringing about
changes in local governments that will allow all persons to be
represented, regardless of their race, creed, color, sex, national
organ or financial status
District representation is one form of government .that
allows all areas of cities and other political subdivisions and
all classes of people, regardless of their status, to be repre-
sented in their governing bodies Today, it is probably the
fairest of all systems of representation It is the system
through which The Democratic Party can achieve its ideal and
be the party of the people
Now, therefore, be it resolved, by The Democratic Party
of the State of North Carolina, that we hereby adopt, as a part
of the party's platform, the implementation of district repre-
sentation system throughout North Carolina, that we might achieve
the true ideal of government, "full political participation of
all of our citizens"

The Democratic Party has historically been the Party concerned
about the well being of the poor, the minorities, the elderly,
the small businessman and the small farmer
The Democratic Party has historically been the Party concerned
about responsive government and responsibility in government
In other planks and sections of this platform, we recognize
the problem of the low income level of the elderly, we recog-
nize the adverse effect of inflation on the small businessman
and the minority businessman, and, we speak repeatedly about
responsible government
The one thing for certain that would have a devastating
affect on the poor, the elderly, the minority acid small
businessman is an extended and uncontrolled high rate of
inflation
Therefore, we propose to add under the economy plank the
following
While we recognize the need for continued balanced economic
growth in North Carolina, the Democratic Party urges all
local and State governmental officials, members of the Legis-
lature, and those elements of the private sector, both labor
and management, to take whatever steps necessary to bring the
rate of inflation under control in order for the elderly and
the poor to survive and for the small and minority businessman
to remain solvent

AN ORDINANCE OF THE COUNTY OF NEW
HANOVER AMENDING THE SUBDIVISION REGULATIONS
OF NEW HANOVER COUNTY NORTH CAROLINA
ADOPTED FEBRUARY 17, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN
Section 1 That the Subdivision Regulations of the County of New Hanover adopted
February 17, 1969, be amended as follows
1 Amend Article I, Section 1 to read as follows
Section 1 Authority
The provisions of this ordinance are adopted under authority granted
by the General Assembly of the State of North Carolina in Article 18,
Chapter 153A of the North Carolina General Statutes
2 Amend Article II, Section 1, Subsection (15) to read as follows
(15) Planning Commission The Wilmington-New Hanover Planning Com-
mission, or a committee formed by the Planning Commission under
its Rules of Procedures for the purpose of plat review as pre-
scribed by this ordinance
3 Amend Article III, Section 3 1 to read as follows
3 1 The subdivider shall submit one (1) sepia print of the preliminary
plat to the Wilmington-New Hanover Planning Department at least
ten (10) working days prior to the fourth Monday of the month to be
reviewed by the Planning Commission on that date The preliminary
plat shall be prepared by a registered land surveyor
4 Amend Article III, Section 3 3, Subsection (3) to read as follows
(3) Upon approval of the preliminary plat, the subdivider may proceed
in accordance with the preliminary plat as approved and the re-
quirements of this ordinance as follows
(a) Preparation of the final plat, and,
(b) The installation of the required improvements, or
(c) Submit a final plat concurrently with the preliminary plat
accompanied by the guarantee of improvements as prescribed
in Article V, Section 2 of this ordinance
5 Amend Article III, Section 4 1 to read as follows
4 1 The Subdivider shall submit four (4) copies of the final plat [one
(1) drawn in ink on film or linen not more than 21 x 30 inches nor
less than 8-1/2 x 11 inches for recording in the Register of Deeds
Office and three (3) additional copies] to the Planning Department
not less than ten (10) working days prior to the fourth Monday of
the month to be reviewed by the Planning Commission on that date
Section 2 Any ordinance or part of any ordinance in conflict with this ordinance,
to the extent of such conflict, is hereby repealed

This ordinance is adopted in the interest of public health, safety,
morals and general welfare of the inhabitants of the County of New Hanover, North
Carolina, and shall be in full force and effect from and after its adoption
