Balch, Assistant Clerk of Court of New Hanover County, administered the sworn oath to the members of the 1983 Board of Equalization and Review. ELECTION OF CHAIRMAN On MOTION by Commissioner Blake, SECONDED by Commissioner Barfield, Commissioner Karen E. Gottovi was elected Chairman of the 1983 Board of Equalization and Review. Upon vote, the MOTION CARRIED UNANIMOUSLY. ASSEMBLY Chairman Gottovi called the meeting to order at 9:00 o'clock a.m. The following members were present: Commissioner Jonathan Barfield, Sr. Commissioner Donald P. Blake Chairman Karen E. Gottovi Commissioner Nolan O'Neal Commissioner Claud O'Shie1ds, Jr. I PUBLIC HEARING Notice has been given that a Public Hearing will be held by the Board of Equalization and Review on Monday, April 25, 1983, at 9:00 a.m. in the Second Floor Tax Conference Room located in the County Administration Building, 320 Chestnut Street, Wilmington, North Carolina, to consider the following appeals: PUBLIC HEARING TO CONSIDER REQUEST TO APPEAL THE 1983 TAX APPRAISAL VALUE OF LOT 20, SECTION 3, FIGURE EIGHT ISLAND Acting Appraisal Supervisor Bethune gave background information on the 1983 appraisal value of Lot 20, Section 3, Figure Eight Island, stating that the appraised value of $80,000 was a fair market value for this lot, and he recommended no change in this appraisal. Ms. Rae Bradshaw, the appellant, appeared before the Board stating that she felt the appraisal was too high due to the fact that her lot was located on the canal and was not as valuable as other comparable lots. She requested the Board to consider reduction of the appraised value to $65,000. I After discussion by the Board, Commissioner O'Shields MOVED, SECONDED by Commissioner Barfield that the appraised value of $80,000 for this lot remain unchanged. He recommended no change in the appraised values. Mr. Meredith Senter, the appellant, appeared before the Board stating that he felt the appraised value of these lots was too high and requested a reduction. After discussion, Commissioner O'Shields MOVED, SECONDED by Chairman Gottovi that the appraised values were in line with other lots and the appraisal of $70,000 for Lot 9, Section 13 and the appraisal of $80,000 for Lot 22, Section 3 were to remain unchanged. Upon vote, the MOTION CARRIED UNANIMOUSLY. PUBLIC HEARING TO CONSIDER A REQUEST TO APPEAL THE 1983 TAX APPRAISAL VALUE OF 1.30 ACRES PT GORE HIGHWAY 132 (5034 MARKET STREET, WILMINGTON, NC) Acting Appraisal Supervisor Bethune gave background information on the 1983 appraisal value of this commercial property located at 5034 Market Street. He recommended no change in the appraisal value. Ms. Mary Katherine Vasiliou was not present. After discussion, Commissioner O'Shields MOVED, SECONDED by Commissioner Blake to reduce the value of the house by 25% decreasing the original appraisal value from $96,370 to $86,254. Upon vote, the MOTION CARRIED UNANIMOUSLY. PUBLIC HEARING TO CONSIDER A REQUEST TO APPEAL THE 1983 TAX APPRAISAL VALUE OF PROPERTY LOCATED AT 114 SOUTH THIRD STREET (E 1/2 4 NE 5, WiLmington Block) Acting Appraisal Supervisor Bethune gave background information on the 1983 appraisal value of this property stating that he felt this was a fair market value and recommended no change in the appraisal. He also stated that the appellant would not allow the appraiser to enter her home. Ms. Mankie Hodges, the appellant, appeared before the Board stating that the appraisal was too high especially for the condition of the house located on this lot. After discussion by the Board with Ms. Hodges, Commissioner Barfield MOVED, SECONDED by Chairman Gottovi to reduce the appraisal by $10,000 for the house and reduce the garage appraisal from $840 to zero decreasing the original appraisal value from $80,260 to $69,420. PUBLIC HEARING TO CONSIDER A REQUEST TO APPEAL THE 1983 TAX APPRAISAL VALUE OF PROPERTY LOCATED AT 2505 SHIRLEY ROAD (LOT 9, BLOCK 25, BELVEDERE) Acting Appraisal Supervisor Bethune gave the background information stating that the defect in the house had been taken into consideration when establishing the tax value and he recommended no change in the appraisal value of $34,918. Mr. Omar G. Stein, the appellant, appeared before the Board stating that he felt the appraisal was too high considering the defect in the house. I After diicussion, Commissioner O'Shields MOVED, SECONDED by Commissioner O'Neal to leave the appraisal value at $34,918. Upon vote, the MOTION CARRIED UNANIMOUSLY. BREAK Chairman Gottovi recessed the meeting at 12:40 o'clock p.m. to 1:00 o'clock p.m. PUBLIC HEARING TO CONSIDER A REQUEST TO APPEAL THE 1983 TAX APPRAISAL VALUE OF LOTS 38, 39, AND 40, WRIGHTSBORO ACRES, CASTLE HAYNE, NORTH CAROLINA Mr. Adley Bass, Appraiser, gave the bakground information on this appeal. He recommended adjusting the classification of the house from B-4 to C-6 thereby decreasing the appraisal value by 5%. Mr. Charles B. King, the appellant, was not present. After discussion, Chairman Gottovi MOVED, SECONDED by Commissioner O'Shields to change the classification of the house reducing the tax appraisal value from $81,334 to $72,150. Upon vote, the MOTION CARRIED UNANIMOUSLY. I ADJOURNMENT Commissioner Barfield MOVED, SECONDED by Commissioner O'Shie1ds to c19~e the Public Hearing and adjourn the meeting.
