HomeMy WebLinkAboutE&R 1988-06-20 I I I 4,- ~ 3 MINUTES OF CONTINUED MEETING OF THE 1988 BOARD OF EQUALIZATION AND REVIEW, JUNE 20, 1988 ASSEMBLY A Continued Meeting of the 1988 Board of Equalization and Review was held on Monday, June 20, 1988, at 11:26 o'clock A.M. in the Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. Members present were: Commissioner Jonathan Barfield, Sr. Commissioner W. Albert Corbett, Jr. Commissioner Fred Retchin Chairman Nolan O'Neal Members absent were: Commissioner John M. Dolan Chairman O'Neal called the meeting to order. CONTINUATION OF REVIEW HEARING FOR COUNTRY CLUB APARTMENTS Tax Administrator, Roland Register, gave background information on the continued hearing stating after review of the taxpayer's income statements, problems with revenue seem to be related to personnel and management costs; therefore, he recommends upholding the tax values of $15,366 per unit as previously recommended. Mr. Gene McLeod, Vice-President of the Southmark and Wilmington Properties, commented on the current tax value requesting a reduction from $15,366 per unit to $12,000 per unit. He commented on a high turnover rate and destruction of property by college students which has created a loss of eight units, and requested the Board of E & R to take into consideration this loss when assessing the value of the property. Tax Administrator Register stated no information has been received by the Tax Department that would allow the Tax Appraiser to substantiate that eight (8) units were not usable as of January 1, 1988; therefore, this should not be considered when determining the tax value. After a lengthy discussion by Appraisal Supervisor, Jim Bethune, on the approach to value with no evidence to prove that the appraised value is unreasonable, Commissioner Barfield MOVED, SECONDED by Commissioner Corbett to uphold the tax values as recommended by the Tax Department and instruct the Tax Administrator to further review the information presented with reference to the eight units.
