ASSEMBLY
The 2007 New Hanover County Board of Equalization and Review met in Regular Session on
Monday, May 7, 2007, at 5:53 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North
Third Street, Wilmington, North Carolina.
Members present were: Chairman William A. Caster; Commissioner Ted Davis, Jr.; Commissioner
William A. Kopp, Jr.; Commissioner Nancy H. Pritchett; County Manager Bruce Shell; County Attorney
Wanda M. Copley and Deputy Clerk to the Board Teresa P. Elmore.
Vice-Chairman Robert G. Greer was absent.
ELECTION OF CHAIRMAN OF THE 2007 BOARD OF EQUALIZATION AND REVIEW
Tax Administrator Robert Glasgow requested the Board appoint a Chairman of the 2007 Board of
Equalization and Review.
Motion: Commissioner Kopp MOVED, SECONDED by Commissioner Pritchett, to appoint William A.
Caster to serve as Chairman of the 2007 Board of Equalization and Review. Upon vote, the MOTION
CARRIED 4 TO O.
ENTRY OF TAX APPEALS INTO THE RECORD
Tax Administrator Robert Glasgow presented the list of approximately 8,000 property owners who
have submitted written appeals to be heard by the Board of Equalization and Review. He anticipated the
Board would hear approximately 150 of the 8,000 appeals with the others being settled with the appraisal staff.
Tax Administrator Glasgow reported that pursuant to State Statutes, appeals shall be received until
5:30 p.m. on this date, May 7, 2007, at 230 Government Center Drive. He requested thatthose in the audience
who wanted to make an appeal should meet him at the desk outside the meeting room.
A copy of the list of appellants is hereby incorporated as a part of the minutes and is contained in
Exhibit Book XXX, Page 22.
SCHEDULE OF HEARING DATES FOR BOARD OF EQUALIZATION AND REVIEW
Chairman Caster reported that Tax Administrator Glasgow has suggested tax appeals be heard on dates
other than regularly scheduled board meetings in June and July. He requested staff in the Commissioners
Office check the Commissioners' calendars to determine available dates. It is the intention of the Tax
Department to have all appeals heard in sufficient time to be reflected on tax statements mailed by the last
week in August.
Mr. Glasgow reported that of the 3,500 appeals already reviewed, roughly 1,800 property values were
reduced while 1,700 were increased. An error was found in the new software program that incorrectly
calculated the value of condominiums below market value. Subsequently, the Tax Office will mail 1,500
revised statements next week. The main issue for most of the property owners is that current values are lower
than the established value as ofJanuary 1,2006.

There being no further business, Chairman Caster called for a motion to adjourn the meeting.
Motion: Commissioner Pritchett MOVED, SECONDED by Commissioner Kopp, to adjourn. Upon
vote, the MOTION CARRIED 4 TO O.
Chairman Caster adjourned the meeting at 6:03 p.m.
