positions have been programmed into CETA "Project" activities such as
Beautification, Recreation, Public Safety, and Human Services

areas and the intended utilization of the positions in those areas

BEAUTIFICATION
The Beautification Project is to aid in the beautification of all areas of
New Hanover County which presently cannot be accomplished with the existing
number of personnel This project is intended to create a Project-Up Coordinator
to organize and administer a county wide beautification program by contacting
various civic organizations, community groups, and educational institutions to
coordinate programs such as litter pick-up, flower planting, and landscape
revitalization Several Groundskeepers and General Utility men will assist in
the r e~italization of landscaped areas at the Municipal Golf Course, Carolina
Beach State Park, and the County Airport by using hand tools and power tools
to trim shrubbery, cut grass, plant flowers, and remove trash and refuse that
accumulates Several other laborers will be responsible for mowing grass,
trimming hedges, edging sidewalks, and assisting in the fertilization and
planting of flowers on public properties A light equipment operator will be
responsible for the operation of equipment to clean drainage ditches, thereby
controlling the rodent and mosquito population in New Hanover County

PUBLIC SAFETY
Public safety to I~ew Hanover County citizens and visitors is a very high priority
area During the summer months, the tourist travel is on the increase such that
all services provided by the City, County, and the 3eaches must be upgraded.
The use of these CETA positions to further insure the public's safety is crucial
due to the fact that we are unable to upgrade the present publi~ safety programs
with existing personnel Due to the increased amount of information incoming to
the City of Wilmington Police Department and the New Hanover County Sheriff's
Department, two clerical positions will be utilized in the records division to
assist in the acquisition and retention of information to and from the Police
Information Network, transcribing court disposition information onto permanent
criminal history cards, preparing monthly criminal activity reports for the SBI
and FBI, and other activities related to the records/inf ormation divisions of
our public safety departments Kure Beach has requested a Lifeguard position
to be used during the summer months, due to the increase number of citizens
and visitors utilizing the beaches for recreational activities The I~Jilmington-
New Hanover Housing Authority will utilize the Housing Inspector to be responsible
for the supervision and coordination of compliance to minimum housing standards
for all public housing This is to include all renovation to upgrade public
housing to minimum standards The City of 4Jalmington has become concerned about
the condition of the streets -•ahich directly affects the safety of the public
Therefore, one position will be used to survey the conditions of the streets
to determine their condition, as related to the public saf ety factor, and
determine a cost to alleviate any unsafe conditions present

This project has~the objective of expanding the community awareness of recreational
facilities and activities that are available to all citizens and visitors in New
Hanover County This task shall be accomplished through the creation of new
activities in low income areas and intensifying the existing activities to include
new programs of instruction, demonstration, and participation Recreational
Specialist and Supervisors will be responsible for organizing and implementing
recreational activities for senior citizens and an organized softball league
in low income disadvantaged neighborhoods in the County Program supervisors will
be utilized in the Community Soys Club and Community Girds Club to conduct games
room and outdoors activities in areas of low income and disadvantaged young people
The New Hanover County prison unit will utilize a Recreation Supervisor to
establish a recreation program for the incarcerated individual at that unit
The City of Wilmington Parks and Recreation Department will also utilize a
Photographic Specialist to instruct classes in photography to disadvantaged
and low income citizens, make presentations to various civic organizations
to futher the community acceptance of recreational programs in New Hanover County,
and to photograph current ongoing recreational activities for future documentation
and study To further expand the interest in Marine Pesources, in New Hanover
County, six positions are being requested to work at the State's Marine
Resources Lab at Fort Fisher This facility was developed and built ~o research
and display marine artifacts pertinent to the coastal area in New Hanover County
These positions will be utilized in the research and development of these marine
exhibits to further the interest and education in marine resources to citizens
and visitors to New Hanover County

HUMAN SERVICES
Human Services in New Hanover County is continually in need of improving
With the unemployment situation, the number of citizens increasingly requesting
human services aid, this project will assist in alleviating the pressure on
existing programs, and provide new programs and assistance which could not be
possible with existing personnel With the increase in CETA funds coming into
New Hanover County, the Employment Security Commission will utilize two positions
to assist in the determination of eligibility for CETA participation (disadvantaged,
low income groups ~ counsel applicants concerning employment problems, and conduct
classes and lead discussions designed to improve employability of disadvantaged
citizens The State Department of Pre-Release and After Care will utilize a
position to develop a comprehensive job bank for inmates about to be release d
from prison This positron will also be utilized to counsel the "new citizen"
in areas of career development, family counseling, and vocational rehabilitation
Tabb Mansion is a home for mentally retarded adults Tabb will utilize a
program specialist to work directly with these live in clients to develop the
skills necessary for community living One specific task will be the responsibility
of planning, developing, and implementing a Progress Assessment Program for each
adult to aid that person in his or her personal and social adjustments One
area of major concern in New Hanover County is the Services for the Aging
One position will work out of the New Hanover County Services for the Aging Office
and counsel senior citizens in services available, assist in housekeeping, running
errands, purchasing and preparing food, and transportation

The New Hanover County Department of Social Services will utilize an Eligibility
Specialist to determine or re-determine eligibility of applicants or recipients
requesting financial, medical, or food assistance This position is needed to give
assistance the target groups of low income, disadvantaged citizens Another
area in the Human Services project is the medical services provided by the County
Health Department Two positions in this area will provide these medical services
above and beyond the present level due to the needed assistance in the medical
laboratory and in the x-ray room A medical lab assistant will assist lab
personnel in performing standard test in serology, bacteriology, and hematology,
while the x-ray operator will allow the Health Department to provide free x-ray
services to target groups of citizens (senior citizens, low income, handicapped,
and disadvantaged) As an added service to areas of low income, the Community
Development office will utilize a Tool librarian to be responsible for developing
and implementing a tool loan program This program will loan hand and power
tools free of charge to citizens in low income areas in order that these citizens
may make home repairs, where otherwise they would not be able to do so

DIVISIONS OF NORTH CAROLINA MAKING APPLICATION FOR COVERAGE OF
POSITIONS OF MEMBERS OF GOVERNING BOARDS, AND MEMBERS OF OTHER
BOARDS, COMNBSSIONS, COUNCILS, AND COMMIT~ES, WHOSE DUTIES RE-
QUIRE NOT MORE THAN 1000 HOURS OF SERVICE PER YEAR, UNDER THE
OLD-AGE, SURVIVORS AND DISABILITY INSURANCE PROVISIONS OF TITLE II
OF THE FEDERAL SOCIAL SECURITY ACT
WHEREAS, the basic protection of Title II of the Federal Social
Security Act has been extended to eligible employees in the absolute coverage
group of employees of this political subdivision of the State of North Carolina,
including the services of members of boards, commissions, councils and committees,
the duties of whose positions require more than one thousand (1000) hours of
service per year, and
WHEREAS, this basic protection was extended to employees in the
absolute coverage group, as follows (check appropriate box)

of members of all other boards, commissions, councils and committees, whose
duties require not mere than one thousand (1000) hours of service per year
NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of the
Countv of New Hanover in regular meeting, a quorum being present
1. That the governing authority of this political subdivision of
the State to the extent of its lawful authority and power, ¢~oes hereby extend to
services in part-time positions of elective officials comprising members of the
governing board, whose duties require not more than one thousand (1000) hours
of service per year, and of members of all other boards, commissions, councils

and committees whether such positions are filled by the Governor, the General
Assembly, a board or committee or any combination thereof, or by the qualified
electorate of this particular 3urisdiction, whose duties require not more
than one thousand (1000) hours of service per year, the benefits authorized
by Title II of the Federal Social Security Act, as amended, and as authorized
by Article 2 of Chapter 135 of the General Statutes of North Carolina, as
amended. Such coverage will be effective July 1 ~ 19 77 .

ployees the benefits mentioned in Paragraph 1 and the preamble of this
Resolution.
