C. Coastal Management Act 1. It provides an opportunity for state and local interests to manage economically and recreationally valuable coastal land resources. There appears to be little doubt in the minds of most knowledgeable observers that the federal government will intercede in the manage- ment of coastal lands in North Carolina if state and local govern- ments do not follow through with the current program. This could mean serious problems for the local real estate industry, local economic development interests, and local governments who would then have to look to Washington for development permits. Our problems with the 201 wastewater project are an example of the lack of knowledge and respect federal agencies have for local conditions. 2. North Carolina's continued participation in the Coastal Zone Management Program would undoubtedly have a positive influence on the state's coastal economies. The federal coastal zone management program is under the direction of the Department of Commerce. As such, it is considered as much an economic development program as an environmental protection program. It is safe to assume that more economic development assistance in the form of grants, loans, and technical assistance would flow into North Carolina and IVew Hanover County as a result of the coastal management program. Harbor projects, marinas, water systems and sewage systems are examples of activities which may take place as a result of CAMA. These projects would mean more jobs, higher incomes, and an improved quality of life for New Hanover County residents. 3. While encouraging economic development, the Coastal Area Manage- ment Act will also protect our unique coastal resources--our marshes, sounds, beaches, etc. In this manner, our citizens, their children and grandchildren can be prosperous and still enjoy the unique resources found in the county and throughout the coastal area. r 4. A tremendous amount of tax money has been expended in order to bring the Coastal Area Management Act to this point--probably $2-3 million. To repeal the act and not take advantage of its useful provisions would be a waste of tax payers' money. 6. Finally, the coastal management effort has given New Hanover County a solid, workable plan for growth which has broad citizen support.
