1976-11-15 RM Exhibitsr For Submission To THE LEGISLATIVE CONFERENCE OF fJORTH CAROLINA COUNTY COMMISSIONERS Whereas, our rural areas have a higher proportion of elderly than our urban and suburban communities, and Whereas, the elderly population of our rural areas, like the elderly generally, need health care, and Whereas, distribution patterns of physicians makes access to care for our rural areas increasingly difficult, and Whereas, the State of North Carolina, at its own expense, has established a network of primary care centers manned by family nurse practitioners and physician assistants certified by the Board of P1edical Examiners of that State, and Whereas, these non-profit extender clinics offer access to the elderly to quality primary care, and bJhereas, the Social Security Administration denies reimbursement to these non-profit rural clinics (because the supervising physician is not physically present), and Whereas, larger urban practices utilizing physician extenders with physicians are receiving reimbursement, and Whereas, continued failure to reimburse such rural non-profit primary care operations will, with the ending of state support, cause the failure of these sources of access, Be it therefore resolved That the Congress of the United States rectify this injustice and legislate the requirement that the Social Security Administration, or such other agency as may be designated, reimburse non-profit rural primary care centers on the basis of reasonable cost for the services of duly ]icensed or certified physician extenders properly
