HomeMy WebLinkAbout1975-06-09 SpM ExhibitsMEMORIAL RESOLUTION in HONOR OF JAMES MALCOLM "MIKE" HALL, JR. 1906 - 1975 WHEREAS, the New Hanover County Airport Commission does hereby present to the New Hanover County Board of Commissioners the following resolution to be adopted by the Board of Commissioners in memory of the outstanding services rendered by JAMES MALCOLM "MIKE" HALL, JR. to the growth and development of the New Hanover County Airport, and WHEREAS, while serving as ex-officio member of the Airport Commission from July, 1970 to July, 1973 "Mike" Hall performed efficiently and effectively as the personal liason between the Airport Commission, a non-political body, and the New Hanover County Board of Commissioners, a body politic During his tenure on the Airport Commission "Mike" Hall was instrumental in the strengthening of the prime instrument runway, the construction of a terminal concourse with three gates and holding room and the erection of the weather canopy in front of the terminal; and WHEREAS, J "Mike" Hall, Jr in 1961 while serving as Chairman of the New Hanover County Board of Commissioners successfully promoted the installation of the instrument landing system with an approach lighting system and weather radar facility enabling the New Hanover County Airport to land aircraft in inclement weather, thus becoming a major step in the development of the New Hanover County Airport; and WHEREAS, J "Mike" Hall, Jr wisely and courageously used his influence as a member of the Board of Commissioners of New Hanover County to further develop New Hanover County Airport into a vital and up-to-date airport facility During the last six years J "Mike" Hall, Jr enjoyed witnessing the growth in air traffic at New Hanover County Airport averaging 13~ per year; and WHEREAS, approximately 100 flowering plum and crabapple trees have been planted at New Hanover County Airport outlining Hall Drive, named in memory of "Mike" Hall's father who was instrumental in the initial development of the airport, and Trask Drive; said trees have been planted by the New Hanover County Airport Commission in memory of J. "Mike" Hall, Jr.'s devotion to the continuing improved development of this airport; and WHEREAS, J. "Mike" Hall, Jr was himself a licensed private pilot since 1929. NOW, THERFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners does hereby highly and sincerely commend the memory of James Malcolm "Mike" Hall, Jr. for his unselfish and devoted service to the New Hanover County Airport Commission as a member of the New Hanover County Board of Commissioners for 20 years and especially herein for the faithful discharge of his duties as ex-officio member to the New Hanover County Airport Commission from July, 1970 to July, 1973, this ~ day of June, 1975 BE IT FURTHER RESOLVED that a copy of this resolution be presented to the widow of J. "Mike" Hall, Jr., Edith M. Hall. IN WITNESS WHEREOF, NEW HANOVER COUNTY has caused this Resolution to be adopted in its behalf by its Board of County Commissioners through its Chairman, Peter R. WITNESS my hand and notarial seal this the ~~ day of June, 1975 ~_ otary PubliJc My commission expires `~I a~,-~,.,.~,~~,~ 1 7 c ~i Z9 RESOLUTION COUNTY OF NEW HANOVER STATE OF NORTH CAROLINA r7 r~ ~~G •~ I WHEREAS the United States Army Corps of Engineers has previously been charged with responsibility for controlling dredge and fill operations in "navigable waters" in the United States, and WHEREAS the Federal Register of May 6, 1975, contains proposed regulations which would greatly expand the federal government's authority over dredge and fill permits to include practically all lakes, streams, rivers and tidal wetlands in the United States which would drastically increase said federal authority, and WHEREAS, the United States Army Corps of Engineers has issued proposed revised regulations which would extend their authority to regulate disposal of all dredged or filled material in virtually every wetland adjacent to coastal waters, rivers, estuaries, lakes, streams and artificial waters regard- less of whether these wetlands are regularly or only periodi- cally covered by salt water, brackish water or fresh water NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners does protest the encroachment of Corps of Engineers' permit-letting authority into areas of activity previously regulated by competent State and Local governments in the United States, and BE IT FURTHER RESOLVED that the United States Army Corps of Engineers be restricted to its current role of permit- letting authority in matters involving navigable waters of the United States This resolution adopted by the New Hanover County Board of Commissioners meeting in special session on June 9, 1975 ATTEST Clerk i/' NEW HANOVER COUNTY BOARD OF COMMISSIONERS `~l~i~,, ~ . ` Chairman
