HOYLEB Secretary ALBEMARLE BUILDING ~ 325 N SALISBURY STREET ~ RALEIGH, N C. 27611 ~ AC 919 A29-3064 November 27, 1974 Mr Dan W Eller New Hanover County Manager 14 N Third Street Wilmington North Carolina 28441 Dear Dan Thank you for your letter dated November 19th concerning the County's recent sale of $3,675,000 Technical Institute Bonds In regards to your question concerning this sale, we are of the opinion that New Hanover County received a very favorable rate The Bond Buyer's Index (which is an index of national averages) was 6 48% on the date the County's bonds were sold Your bonds were purchased by North Carolina National Bank and Associates at a net rate of 5 76%, which you can readily see is 72 points under the national average There were four bids received for the Bonds and they included sixteen different banks or broker firms across the country We had good North Carolina participation in these bids as well as other states such as Florida, Illinois, New York, and Virginia In regards to your question concerning your improved rating, we would like to say that this definately contributed to the success of this sale In good times, people do not pay as much attention to bond ratings as they do when things start tightening up Therefore, today the investor is more interested in security than yield and is investing mostly in prime securities We in North Carolina have been very fortunate in the past months in that we have a definite market for our bonds In fact, we have had requests for North Carolina bonds from different security dealers and bankers We are happy to say that the market is not flooded with North Carolina bonds However, we understand that in some states there is a larger bond supply than demand Let me take this opportunity to thank you for your cooperation If we may be of additional assistance, please call upon us -Sincerely yours, I •~... 1_~ c. -. __• Harlan E Boyles Secretary HEB pf Uep uty Src re to ries F DtCIN T BARNES .1(1}IN M BARNES, JR.
