LITERACY AWARENESS MONTH AND INTERNATIONAL LITERACY DAY PROCLAMATION WHEREAS, Cape Fear Literacy Council, in conjunction with ProLiteracy, UNESCO (United Nations Educational, Scientific, and Cultural Organization), and thousands of community-based literacy organizations, is celebrating September as "Literacy Awareness Month" and September 8t" as "International Literacy Day"; and WHEREAS, since 1985, Cape Fear Literacy Council has provided reading, writing, spelling, math and English literacy tutoring and classes to thousands of New Hanover County adults, and will launch a new family literacy initiative in September; and WHEREAS, the National Adult Literacy Survey indicates that over 19,000 adults in New Hanover County are functionally illiterate and at the lowest levels of literacy, and another 36,000 adults achieve only basic literacy skill levels and struggle to use printed and written information to function in society, achieve their goals, and develop their potential; and WHEREAS, these adults have difficulty securing jobs and a livable wage for themselves and their families, do not have access to adequate health care because they lack necessary reading and life skills, struggle to be effectively involved in their children's education, and have difficulty becoming fully engaged in their communities; and WHEREAS, the best indicator of a child's success in school is whether the child's parent reads, children whose parents have higher literacy skills do better in school, and the future of our community depends in great part on the literacy levels of our adults and children; and WHEREAS, Cape Fear Literacy Council helps hundreds of adult learners improve their literacy skills each year, and thereby improve their job potential and performance, their community involvement, their families' quality of life, and their own ability to reach their goals and potential. Schult, Clerk to the Board ~1 ~~ NEW HANOVER COUNTY BOARD OF COMMISSIONERS NATIONAL ALCOHOL AND DRUG ADDICTION RECOVERY MONTH 2008 PROCLAMATION WHEREAS, treatment and long-term recovery from substance use disorders can offer a renewed outlook on life for those who are addicted and their family members; and WHEREAS, substance use disorders impact 22.b million people aged 12 or older in the United States (or 9.2 percent of the population), which is more than the number of people living with coronary heart disease, cancer, or Alzheimer's disease combined; and WHEREAS, people who receive treatment for substance use disorders can lead more productive and fulfilling lives, personally and professionally; and WHEREAS, studies have consistently found that individualized treatment is essential for people to be successful in their path of recovery; and WHEREAS, real stories of long-term recovery can inspire others to ask for help and improve their own lives, the lives of their families, and the entire community; and WHEREAS, it is critical that we educate our community members that substance use disorders are treatable, yet serious health care problems, and by treating them like other chronic diseases, we can improve the quality of life for the entire community; and WHEREAS, to help achieve this goal, the U.S. Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, the White House Office of National Drug Control Policy, and Cape Fear Recovery Month Committee, Coastal Horizons, and Wilmington Treatment Center invite all residents of New Hanover County to participate in National Alcohol and Drug Addiction Recovery Month. Schuh, Clerk to the Board "~ u c~ ~ . a , cx,., L(,~~ NEW HANOVER COUNTY BOARD OF COMMISSIONERS FALL LITTER SWEEP 2008 PROCLAMATION WHEREAS, the North Carolina Department of Transportation organizes an annual fall statewide roadside cleanup to ensure clean and beautiful roads in North Carolina; and WHEREAS, the fall 2008 LITTER SWEEP roadside cleanup will take place September 20 through October 4, 2008, and encourages local governments and communities, civic and professional groups, businesses, churches, schools, families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups; and WHEREAS, Adopt-A-Highway volunteers, Department of Transportation employees, Department of Correction inmates and community service workers, local government agencies, community leaders, civic and community organizations, businesses, churches, schools, and environmentally concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation; and WHEREAS, the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians, attracting tourists and aiding in recruiting new industries; and WHEREAS, the cleanup will increase awareness of the need for cleaner roadsides, emphasize the importance of not littering, and encourage recycling of sold wastes; and WHEREAS, the 2008 fall cleanup will celebrate the 20~' anniversary of the North Carolina Adopt- A-Highway program and its 6,000 volunteer groups that donate their labor and time year round to keep our roadsides clean; and WHEREAS, the LITTER SWEEP cleanup will be a part of educating the children of this great state regarding the importance of a clean environment to the quality of life in North Carolina. A violation of this ordinance shall subject the offender to the penalties set forth in Section 41- 5(a) of the County Code. "BOND ORDER AUTHORIZING THE ISSUANCE OF X164,000,000 GENERAL OBLIGATION COMMUNITY COLLEGE BONDS OF THE COUNTY OF NEW HANOVER" WHEREAS, the Board of Commissioners of the County of New Hanover has received and considered a resolution from the Board of Trustees of Cape Fear Community College including a request that the Board of Commissioners provide community college facilities at Cape Fear Community College; and WHEREAS, the Board of Commissioners of the County of New Hanover deems it advisable to make the improvements hereinafter described; and WHEREAS, the Board has caused to be filed with the Secretary of the Local Government Commission of North Carolina an application for Commission approval of the bonds hereinafter described as required by The Local Government Finance .Act, and the Secretary of the Local Government Commission has notified the Board that the application has been filed and accepted for submission to the Local Government Commission; NOW, THEREFORE, BE IT ORDERED by the Commissioners of the County of New Hanover, as follows: Section 1. The Board of Commissioners of the County of New Hanover has ascertained and hereby determines that it is necessary to provide facilities for Cape Fear Community College, including the construction and renovation of buildings for classrooms, laboratories, training facilities and administrative offices and the provision of related parking facilities, and including the acquisition and installation of furnishings and equipment and the acquisition of land or rights-in-land required therefor, and to pay capital costs of such improvements. Section 2. In order to raise the money required to pay capital costs of providing the improvements as set forth above, in addition to any funds which may be made available for such purpose from any other sources, bonds of the County of New Hanover are hereby authorized and shall be issued pursuant to The Local Government Finance Act of North Carolina. The maximum aggregate principal amount of said bonds authorized by this bond order shall be $164,000,000. Section 3. A tax sufficient to pay the principal of and interest on said bonds when due shall be annually levied and collected. Section 4. A sworn statement of the County's debt has been filed with the Clerk to the Board of Commissioners and is open to public inspection. Section 5. This bond order shall take effect when approved by the voters of the County at a referendum. The foregoing order was adopted on the 2"d day of September, 2008 and is hereby published this 3`d day of September, 2008. Voters may submit completed application forms to the Board of Elections in person or by mail. The last day of registration for Election Day (November 4, 2008) shall be October 10, 2008. In order to be valid for the bond election the completed form, if mailed, must be postmarked by October 10, 2008.
