Road(s) Description: Putnam Drive, Ottawa Court, Ragland Court, Robmar Court,
Centallion Court, Medallion Drive, and Saginaw Court located within
the Planters Walk Subdivision in New Hanover County (Division File
No. 1092-N)
WHEREAS, a petition has been filed with the Board of County Commissioners of the County of New
Hanover requesting that the above described road(s), the location of which has been indicated on a map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above described road(s)
should be added to the SecondaryRoad System, if the road(s) meets minimum standards and criteria established
by the Division of Highways of the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of NewHanoverthat
the Division of Highways is hereby requested to review the above described road(s), and to take over the road(s)
for maintenance if they meet established standards and criteria.

FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CHILDREN
PROCLAMATION
WHEREAS, the use of illegal and prescription drugs and the abuse of alcohol and nicotine
constitute the greatest threats to the well-being of America's children; and
WHEREAS, thirteen years of surveys conducted by The National Center on Addiction and
Substance Abuse (CASA) at Columbia University have consistently found that the more often
children and teenagers eat dinner with their families the less likely they are to smoke, drink, use
illegal drugs, and abuse prescription drugs; and
WHEREAS, the correlation between frequent family dinners and reduced risk for teen substance
abuse is well documented; and
WHEREAS, parents who are engaged in their children's lives, through such activities as
frequent family dinners, are less likely to have children who abuse substances; and
WHEREAS, family dinners have long constituted a substantial pillar of family life in America.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 22, 2008 be recognized as "Family Day - A Day to Eat Dinner
with Your Children" in New Hanover County.

LITERACY AWARENESS MONTH AND INTERNATIONAL LITERACY DAY
PROCLAMATION
WHEREAS, Cape Fear Literacy Council, in conjunction with ProLiteracy, UNESCO (United
Nations Educational, Scientific, and Cultural Organization), and thousands of community-based
literacy organizations, is celebrating September as "Literacy Awareness Month" and September 8t" as
"International Literacy Day"; and
WHEREAS, since 1985, Cape Fear Literacy Council has provided reading, writing, spelling, math
and English literacy tutoring and classes to thousands of New Hanover County adults, and will
launch a new family literacy initiative in September; and
WHEREAS, the National Adult Literacy Survey indicates that over 19,000 adults in New Hanover
County are functionally illiterate and at the lowest levels of literacy, and another 36,000 adults
achieve only basic literacy skill levels and struggle to use printed and written information to function
in society, achieve their goals, and develop their potential; and
WHEREAS, these adults have difficulty securing jobs and a livable wage for themselves and their
families, do not have access to adequate health care because they lack necessary reading and life
skills, struggle to be effectively involved in their children's education, and have difficulty becoming
fully engaged in their communities; and
WHEREAS, the best indicator of a child's success in school is whether the child's parent reads,
children whose parents have higher literacy skills do better in school, and the future of our
community depends in great part on the literacy levels of our adults and children; and
WHEREAS, Cape Fear Literacy Council helps hundreds of adult learners improve their literacy
skills each year, and thereby improve their job potential and performance, their community
involvement, their families' quality of life, and their own ability to reach their goals and potential.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 2008 be recognized as "Literacy Awareness Month" and September
8, 2008 be recognized as "International Literacy Day" in New Hanover County; and
BE IT FURTHER PROCLAIMED that the Board of Commissioners pledge themselves and
challenge their fellow citizens to work to eliminate illiteracy in New Hanover County.

CONSTITUTION WEEK
PROCLAMATION
WHEREAS, September 17, 2008 marks the two hundred twenty-first anniversary of the drafting
of the Constitution of the United States of America by the Constitutional Convention; and
WHEREAS, it is fitting and proper to accord official recognition to this magnificent document
and its memorable anniversary, and to the patriotic celebrations which will commemorate the
occasion; and
WHEREAS, Public Law 915 guarantees the issuing of a proclamation each year by the
President of the United States of America designating September 17 through 23 as Constitution
Week.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that the week of September 17-23, 2008 be recognized as "Constitution Week"
in New Hanover County and ask our citizens to reaffirm the ideals the Framers of the
Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this
guardian of our liberties, remembering that lost rights may never be regained.

NATIONAL ALCOHOL AND DRUG ADDICTION RECOVERY MONTH 2008
PROCLAMATION
WHEREAS, treatment and long-term recovery from substance use disorders can offer a renewed
outlook on life for those who are addicted and their family members; and
WHEREAS, substance use disorders impact 22.b million people aged 12 or older in the United
States (or 9.2 percent of the population), which is more than the number of people living with
coronary heart disease, cancer, or Alzheimer's disease combined; and
WHEREAS, people who receive treatment for substance use disorders can lead more productive
and fulfilling lives, personally and professionally; and
WHEREAS, studies have consistently found that individualized treatment is essential for people to
be successful in their path of recovery; and
WHEREAS, real stories of long-term recovery can inspire others to ask for help and improve their
own lives, the lives of their families, and the entire community; and
WHEREAS, it is critical that we educate our community members that substance use disorders are
treatable, yet serious health care problems, and by treating them like other chronic diseases, we can
improve the quality of life for the entire community; and
WHEREAS, to help achieve this goal, the U.S. Department of Health and Human Services, the
Substance Abuse and Mental Health Services Administration, the White House Office of National
Drug Control Policy, and Cape Fear Recovery Month Committee, Coastal Horizons, and
Wilmington Treatment Center invite all residents of New Hanover County to participate in
National Alcohol and Drug Addiction Recovery Month.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 2008 be recognized as "National Alcohol and Drug Addiction
Recovery Month" in New Hanover County and that the people of New Hanover County are called
upon to observe this month with appropriate programs, activities, and ceremonies supporting this
year's theme, "Join the Voices for Recovery: Real People, Real Recovery."

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
FALL LITTER SWEEP 2008
PROCLAMATION
WHEREAS, the North Carolina Department of Transportation organizes an annual fall statewide
roadside cleanup to ensure clean and beautiful roads in North Carolina; and
WHEREAS, the fall 2008 LITTER SWEEP roadside cleanup will take place September 20 through
October 4, 2008, and encourages local governments and communities, civic and professional groups,
businesses, churches, schools, families and individual citizens to participate in the Department of
Transportation cleanup by sponsoring and organizing local roadside cleanups; and
WHEREAS, Adopt-A-Highway volunteers, Department of Transportation employees, Department
of Correction inmates and community service workers, local government agencies, community
leaders, civic and community organizations, businesses, churches, schools, and environmentally
concerned citizens conduct annual local cleanups during LITTER SWEEP and may receive
certificates of appreciation for their participation; and
WHEREAS, the great natural beauty of our state and a clean environment are sources of great pride
for all North Carolinians, attracting tourists and aiding in recruiting new industries; and
WHEREAS, the cleanup will increase awareness of the need for cleaner roadsides, emphasize the
importance of not littering, and encourage recycling of sold wastes; and
WHEREAS, the 2008 fall cleanup will celebrate the 20~' anniversary of the North Carolina Adopt-
A-Highway program and its 6,000 volunteer groups that donate their labor and time year round to
keep our roadsides clean; and
WHEREAS, the LITTER SWEEP cleanup will be a part of educating the children of this great state
regarding the importance of a clean environment to the quality of life in North Carolina.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 20 through October 4, 2008 be recognized as "FALL LITTER
SWEEP" in New Hanover County.

BIG SWEEP DAY
PROCLAMATION
WHEREAS, New Hanover County is rich in natural resources and beauty; and
WHEREAS, water is a basic and essential need for all life; and
WHEREAS, trash fouls our waterways as well as our landscapes; and
WHEREAS, every citizen should contribute to keeping our environment clean and healthy by
working together to preserve clean water and the natural beauty of our surroundings; and
WHEREAS, North Carolina Big Sweep is a statewide community effort to retrieve trash from
North Carolina's waterways and landscapes.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 27, 2008 be recognized as "Big Sweep Day" in New Hanover
County; and
BE IT FURTHER PROCLAIMED that every citizen is urged to do his or her part to restore the
beauty and function of our beaches, lakes, streams, and rivers by volunteering in the Big Sweep
event.

An Ordinance of the
Board of County Commissioners of
New Hanover County
The Board of County Commissioners of New Hanover County Hereby Ordains
that Chapter 41, Parks and Recreation, Section 41-2 General Regulations, be
and is amended by the addition of a new subsection:
(d) It shall be unlawful for any person registered as a sex offender
in the State of North Carolina or any other state or with a federal
agency to knowingly enter into or on any public park owned,
operated or maintained by the County. A violation of this ordinance
shall subject the offender to the penalties set forth in Section 41-
5(a) of the County Code.
Except as specifically amended above, Chapter 41 shall remain unaltered, in full
force and effect.

"BOND ORDER AUTHORIZING THE ISSUANCE OF
X164,000,000 GENERAL OBLIGATION COMMUNITY COLLEGE BONDS
OF THE COUNTY OF NEW HANOVER"
WHEREAS, the Board of Commissioners of the County of New Hanover has
received and considered a resolution from the Board of Trustees of Cape Fear Community
College including a request that the Board of Commissioners provide community college
facilities at Cape Fear Community College; and
WHEREAS, the Board of Commissioners of the County of New Hanover deems
it advisable to make the improvements hereinafter described; and
WHEREAS, the Board has caused to be filed with the Secretary of the Local
Government Commission of North Carolina an application for Commission approval of the
bonds hereinafter described as required by The Local Government Finance .Act, and the
Secretary of the Local Government Commission has notified the Board that the application has
been filed and accepted for submission to the Local Government Commission; NOW,
THEREFORE,
BE IT ORDERED by the Commissioners of the County of New Hanover, as
follows:
Section 1. The Board of Commissioners of the County of New Hanover has
ascertained and hereby determines that it is necessary to provide facilities for Cape Fear
Community College, including the construction and renovation of buildings for classrooms,
laboratories, training facilities and administrative offices and the provision of related parking
facilities, and including the acquisition and installation of furnishings and equipment and the
acquisition of land or rights-in-land required therefor, and to pay capital costs of such
improvements.
Section 2. In order to raise the money required to pay capital costs of providing
the improvements as set forth above, in addition to any funds which may be made available for
such purpose from any other sources, bonds of the County of New Hanover are hereby
authorized and shall be issued pursuant to The Local Government Finance Act of North
Carolina. The maximum aggregate principal amount of said bonds authorized by this bond order
shall be $164,000,000.
Section 3. A tax sufficient to pay the principal of and interest on said bonds when
due shall be annually levied and collected.
Section 4. A sworn statement of the County's debt has been filed with the Clerk
to the Board of Commissioners and is open to public inspection.
Section 5. This bond order shall take effect when approved by the voters of the
County at a referendum.
The foregoing order was adopted on the 2"d day of September, 2008 and is hereby published this
3`d day of September, 2008. Any action or proceeding questioning the validity of the order must
be begun within 30 days after the date of publication of this notice.

RESOLUTION
CALL FOR A BOND ELECTION
WHEREAS, the Board of Commissioners of the County of New Hanover has adopted the bond
order hereinafter described authorizing the issuance of $164,000,000 General Obligation
Community College Bonds, and such bond orders and the indebtedness to be incurred by the
issuance of such bonds and the tax to be levied for the payment of such bonds should be
submitted to the voters of the County of New Hanover for their approval or disapproval in order
to comply with the Constitution and laws of North Carolina;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of
New Hanover, as follows:
(1) The questions whether the qualified voters of the County of New Hanover
shall approve or disapprove (a) the indebtedness to be incurred by the issuance of the bonds of
the County authorized by said bond orders, which indebtedness shall be secured by a pledge of
the County's faith and credit, (b) the levy of a tax for the payment thereof, and (c) said bond
orders shall be submitted to the qualified voters of said County at an election to be held in said
County on November 4, 2008.
(2) The Clerk to the Board of Commissioners is hereby authorized and directed to
publish a notice of said election which shall be in substantially the following form:

NOTICE OF BOND ELECTION
NOTICE IS HEREBY GIVEN that a bond election will be held in the County of
New Hanover, North Carolina, on November 4, 2008, for the purpose of submitting to the
qualified voters of said County the question whether they shall approve or disapprove (1) the
indebtedness to be incurred by the issuance of bonds of said County of the maximum principal
amount of $164,000,000, which indebtedness shall be secured by a pledge of the County's faith
and credit, and (2) the levy of a tax for the payment of such bonds, and (3) the bond order
entitled, "BOND ORDER AUTHORIZING THE ISSUANCE OF $164,000,000 GENERAL
OBLIGATION COMMUNITY COLLEGE BONDS OF THE COUNTY OF NEW
HANOVER," adopted by the Board of Commissioners to authorize the issuance of said bonds
and the levy of such tax.
The $164,000,000 Community College Bonds are authorized to pay capital costs
of providing facilities for Cape Fear Community College, including the construction of buildings
for classrooms, laboratories, training facilities and administrative offices and the provision of
related parking facilities, and including the acquisition and installation of furnishings and
equipment and the acquisition of land or rights-in-land required therefor.
The ballots to be used at said election shall contain the words, "SHALL the order
authorizing $164,000,000 of bonds secured by a pledge of the faith and credit of the County of
New Hanover to pay capital costs of providing facilities for Cape Fear Community College,
including the construction and renovation of buildings for classrooms, laboratories, training
facilities and administrative offices and the provision of related parking facilities, and including
the acquisition and installation of furnishings and equipment and the acquisition of land or
rights-in-land required therefor, and a tax to be levied for the payment thereof, be approved?",
with squares labeled "YES" and "NO" beneath or beside such words in which squares the voter
may record his choice.
In the event a majority of the qualified voters voting at said election vote to
approve a particular order, the incurring of indebtedness and the levy of a tax related thereto, said
bonds authorized thereby shall be issued and taxes shall be levied for the payment of such bonds.
The polls for the election will open at the hour of 6:30 o'clock, A.M. and will
close at the hour of 7:30 o'clock, P.M. The precincts and polling places for the election will be

The registration records for said election will be kept open at the office of the
New Hanover County Board of Elections, 230 Government Center Drive, Suite 180, in
Wilmington, from 8:00 o'clock A.M., until 5:00 o'clock, P.M., each weekday, through October
10, 2008. The telephone number for the Board of Elections is: (910) 798-7330.
Application forms for voter registration may be obtained during regular business
hours from the New Hanover County Board of Elections at the address indicated above, the New
Hanover County Main Library at 201 Chestnut Street in Wilmington, the Myrtle Grove Branch
Library at 5155 South College Road in Wilmington, the Northeast Regional Library at 1241
Military Cut-Off Road in Wilmington, or the form can be downloaded at www.nhcvote.com.
Voters may submit completed application forms to the Board of Elections in
person or by mail. The last day of registration for Election Day (November 4, 2008) shall be
October 10, 2008. In order to be valid for the bond election the completed form, if mailed, must
be postmarked by October 10, 2008.
Persons wishing to register and vote after the registration deadline may appear in-
person at a one stop voting site, complete the voter registration form and provide proof of
residence by presenting valid documents showing current name and address. One Stop Voting
begins October 16, 2008 and continues through November 1, 2008. Voters who register during
the One Stop Voting period must vote during the One Stop Voting Period and NOT on election
day. New Hanover County will have six One Stop Voting sites open for the 2008 General
Election. The sites and hours are:
