Meeting Minutes
Port, Waterway &Beach Commission (PWBC)meeting participants: (attendance sheet
attached).
Chairman Weaver called the meeting to order at 4:00. The Chairman welcomed the group and
each introduced themselves. The August 2013 meeting minutes were approved and the PWBC
fund balance was noted at $7,131.98.
Old Business:
• The US Army Corps of Engineers (USACE) has provided final costs and volumes for
the Kure Beach(KB)/Carolina Beach (CB) Coastal Storm Damage Reduction
(C SDR)Project.
• Total Project Cost$12.5Millon (M)
• Federal Funds $ 8.1M
• Nonfederal Funds $ 4AM
• State $ 1.2M
• ROT $ 3.2M
• Cubic Yards (cy)Placed
• Carolina Beach 989, 200 cy
• Kure Beach 557,702 cy
• The USACE Wrightsville Beach (WB)FY14 CSDR planning efforts continue.
• Template volumes are being calculated.
• The budget portends a thorough template potential.
• A status meeting is anticipated in the next few weeks.
• The WB and Ocean Isle C SDR projects are planned as a joint solicitation.
• The Shallow Draft Inlet Reconnaissance effort is well underway.
• Land Mgt. Group has completed NC Division of Coastal Mgt. (NCDCM) file
review.
• Inlet specific data requests will be coming out soon to each inlet participant
(Bogue, Topsail, Carolina Beach, Lockwoods Folly and Shallotte).
• The second status meeting is schedule for 1 October 2013.
• The Reconnaissance Report is anticipated by the end of December with
deliverables including a range in costs and schedules for"at USACE inlet
parameters" and "with modified inlet parameters".
• The National Marine Fisheries Service (NMFS) hosted their public hearing at UNCW
on 9 September 2013 regarding proposed loggerhead turtle critical habitat.
o Supplemental economic and NMFS's comments are being prepared.
o All comments to USFWS and NMFS are due 16 September 2013

New Business:
• The NC Beach Inlet Waterway Assoc. (NCBIWA)fall 2013 meeting will have
sponsorship by the PWBC ($2000.00 co-sponsoring a luncheon event) and the spring
2014 meeting will have sponsorship by the beach towns.
• The fall meeting will be held on Monday& Tuesday, November 18 & 19 at the
Blockade Runner at Wrightsville Beach.

• The NC Water Resources Congress (NCWRC)fall meeting will be held on October 31,
2013 at the McKimmon Center, NC State University 1101 Gorman Street, Raleigh, NC

• Engineering has posted Request for Qualifications (RFQ)for Shoreline Transects.
Proposals are due 20 Sept 2013 and we anticipate quality interest.
• NHC's KB authorization contract notice to proceed was issued 1 Sept 2013. A pre-
permit application meeting is being scheduled.
PWBC General Discussion Points:
• Chairman Weaver made the Commission aware of news article compilations by Carteret
County and by the NC Division of Coastal Management. If interested, send one or both

• Mr. Shuttleworth questioned the volume of a potential CB C SDR at a 100%template and
the status of WRDA 2013.
• Based on the USACE's preconstruction planning estimates, restoring 100% of the
templates were estimated at 13M cy for CB and 750K cy for KB. (USAGE email
dated 17 Feb 2012)
• Based on a phone conversation with the Marlowe group, the initial House Water
Resources Reform and Development(WRRDA) 2013 language did not
specifically include the Senate's language supporting CB's
reauthorization. However, Committee markup is due on the 19th and Marlowe
and our delegation continue to diligently work Committee members.
Public Comment:
Mr. Barber notified the Commission of the Onslow Bay Artificial Reef Association
(OBARA)which is trying to secure a grant to enhance three sites off New Hanover
County. OBARA will be trying to secure matching private funds to support the potential
state grant. Mr. Barber has submitted an abstract for the fall NCBIWA meeting.
The meeting was adjourned at approx. 5:00 pm.
