A special meeting of the Cape Fear Public Transportation Authority is scheduled for Thursday,
October 03, 2013, at 2:00 pm in Room 601 of the New Hanover County Government Center located at
230 Government Center Drive,Wilmington, INC 28405.
The next regular meeting of the Authority is scheduled for Thursday,October 24, 2013 at 12:00 pm in
the Wave Transit Board Room at Forden Station, 505 Cando Street, Wilmington, INC 28405.

N CONSENT AGENDA
The following items are attached for consideration. A brief explanation and recommendation
follows:
1) Approval of minutes from the July 25,2013 meeting (p. 3)
2) Meeting Schedule Change (p. 10)
In order to ensure that elected officials from the City of Wilmington could be in attendance at the
special meeting of the Authority and the New Hanover County Commissioners,the meeting
scheduled for September 12, 2013 has been rescheduled for Thursday, October 03, 2013. Formal
adoption of the amended meeting schedule of the Authority is required pursuant to NCGS §143-
318.12. Adoption of the amended meeting schedule is recommended.
3) Resolution allocating STP-DA funding(p. 11)
On August 28, 2013 the Wilmington Urban Area Metropolitan Planning Organization (WMPO)
resolved to allow the Cape Fear Public Transportation Authority to program funding to the region
under the Surface Transportation Program - Direct Allocation (STP-DA)for public transportation. In
the Authority's adopted budget, $350,000.00 in STP-DA funding has been allocated to the
preventive maintenance of the Authority's fixed route fleet. Local funding equal to $350,000.00 has
been programmed in the Authority's adopted FY 2014 budget. Adoption of the resolution is
recommended.
4) Resolution to modify the Metropolitan Transportation Improvement Program (MTIP) (p. 13)
Since originally being programmed in the MTIP and STIP, funding for the Authority's Operations and
Maintenance Facility project has been modified based on actual funding allocated by FTA and
NCDOT to the project. In order to have the project accurately programmed in the MTIP and STIP
the Authority is requesting minor modification to the MTIP and STIP. The change will not affect the
current project budget and is for programming purposes only. Adoption of the resolution is
recommended.

CALL TO ORDER
• Mr. Scheu called the meeting to order at 12:03 pm
• The board meeting began with a moment of silence followed by reciting the Pledge of Allegiance
PRESENTATIONS
• Mr. Scheu recognized Mr. Eby to present the safety awards
• Mr. Greenman presented Ms. Smith and Ms. Morris with a safe driving award
• Each driver was given a service pin, certificate, and a check for$25.00
PUBLIC COMMENT
• Mr. Scheu opened the public comment period
• Ms. Cox stated that the bus on route 108 is always full

• Mr. Meeks stated that when the routes changed in February, customer service suffered
• He stated that the drivers should offer information to new riders
• He thanked the authority for a good month
• Mr. Wilson said that customer service could be better
• He also said that the drivers are always 5-10 minutes late
• Mr. Wilson said there should be more stops in rural areas on the 107/301 route as well as the

• Ms. Sparks would like to see the buses run every thirty minutes
• Hearing no further comments, Mr. Scheu closed the public comment period
PUBLIC HEARING
• Mr. Scheu opened the public hearing for elimination of routes 107, 207 and 301
• Mr. Scheu recognized Mr. Eby to give an overview of the proposal to reduce service
• Mr. Eby stated the reduction was necessary to meet the financial restraints of the authority
• Public comments are attached
• Hearing no further comments, Mr. Scheu closed the public hearing
CONSENT AGENDA
• Mr. Scheu presented the August 2013 consent agenda for approval
• Mr. Adams made a motion to accept the August 2013 consent agenda
• Mr. Betz seconded and the motion carried unanimously
EXECUTIVE COMMITTEE
• Mr. Scheu stated that the committee had met to discuss the route reduction
• He stated that the collective bargaining agreement with bus operators was waiting ratification
• Details would be presented at the September meeting
PLANNING & OPERATIONS COMMITTEE
• Mr. Scheu recognized Mr. Adams to give the committee report
• Mr. Adams stated that ridership for July was down eleven percent
• He stated that there is one less bus route than the previous year which could account for some
of the reduction
• He also stated that the fare increase was partially responsible for the decrease
• Mr. Adams stated that Paratransit ridership is showing increases due to operating the out of
county transportation service
• Mr. Adams said that requests for marketing proposals should be back by were due on October
first
• He said the committee is working on updating the look of the trolley and is working with the
organization Bring it Downtown
• Mr. Adams also said the committee is following the process to acquire four additional Wave Pool
vans
FINANCE & BUDGET COMMITTEE
• Mr. Scheu recognized the Mr. Dolan to present the committee report
• Mr. Dolan stated that the committee is working on adopting a revised budget following the
meeting with the County Commissioners on September 12, 2013
• He stated that expenses and revenues for July were within the adopted budget
• He stated that the committee will continue to monitor cash flow and issues usually arise in the
December through January time frame

FACILITIES COMMITTEE
• Mr. Scheu recognized Mr. Petroff to give the committee report
• Mr. Petroff stated that the committee invited the Authority's construction manager to the meeting
• Mr. Farabow was available to address technical questions regarding the operations center
project
• Mr. Petroff stated that the project has faced numerous challenges due to the amount of rain
experienced in June and July
• He stated that utility relocation and unsuitable soils were also presenting challenges
• Mr. Petroff told the Authority that the committee and staff were determined to keep the project on
time and budget
• He stated that most of the utilities had been relocated
• Relocating AT&T infrastructure was proving to be a challenge and he informed the board that a
change order to pay for AT&T relocation was imminent
• Staff and the committee were working diligently to ensure that the cost was fair and reasonable
STAFF REPORT
• Mr. Scheu recognized Mr. Eby to present the staff report
• Mr. Eby gave a brief NEMT update
• Mr. Eby responded to a public inquiry at the July meeting from Mr. J. C. Brown
• He stated that the matter was considered a confidential personnel matter between Mr. Brown
and First Transit
• He assured the board that he was briefed on the situation without receiving confidential
information and was confident that First Transit was compliant with the law and the situation did
not warrant the Authority's involvement

CALL TO ORDER
• Mr. Eby called the 107/301 & 207 Reduction of Service of Public Hearing to order at 6:00 pm
PUBLIC COMMENT
• Mr. Eby opened the public hearing and stated the reason for the meeting
• Mr. Jackson stated that he needs the 207 to get back and forth to work
• He has no other way and hoped it could continue
• Mr. Roberts stated that he was there to represent the New Hanover County Veterans Council
and is the chairman
• The 207 route brings vets to the VA Super Clinic and within the next year there should be an
increase due to the completion of the clinic
• Mr. Roberts also said that several homeless veterans that do not have cars use the bus service
and the organization will follow up with a letter to be sent to the NHC Commissioners
• Mr. MalBean said that Wave has been a Godsend and Laney High School uses the 207 almost
daily to teach special needs students how to navigate the transit system to prepare them for
employment and to teach them to be independent after they graduate
• He said that this program is a new curriculum and if successful it would be expanded to the
county's other high schools
• Mr. MalBean stated that it felt like a sword through the heart when he found out Route 207 was
being eliminated
• Laney High School staff has put in countless hours to enter into agreements with employers to
support the program and losing it would be devastating
• He stated that the Authority needs to work with the County Commissioners to keep the route
• Mr. MalBean stated that Route 207 is the only bus that serves the northern portion of the county
• Mr. Rectenwald said that the reason he needs Route 207 is because he has to travel to jobs in
the county
• He also said requested that the Authority not eliminate the route
• Ms. El said there needs to be more frequent stops
• Ms. Dunn said she moved to Wilmington to do something that she always dreamed of doing, go
to college

• She said that she signed up for school at CFCC north campus knowing that there was bus
service.
• Ms. Dunn said she is doing everything she always dreamed of doing and now was told that her
dream might be snatched out from under her because she has no car and will not be able get to
school if Route 207 is eliminated
• She said all she has is Wave Transit.
• Ms. Dunn said that she sees the kids from Laney everyday on the bus and they are enthused
about riding the bus going to work each day
• She also said she would understand to remove the beach bus, a bus that only takes people to
the beach to spend the day, but this is their way of life
• Ms. Dunn said she doesn't think a single voice would matter, but if they all stand together maybe
something can get done
• Ms. Smith said that next semester she will be attending CFCC and does not understand the
proposal to eliminate the route
• She uses the buses to look for jobs and Route 107 is the only way she has to get to work and
does not want it eliminated
• Ms. Smith said she has no means to buy a car
• She will be attending CFCC's north campus and will need Route 207
• She said more stops need to be added on Shipyard Blvd
• She said that public transportation is supposed to serve the county
• Mr. Ranger said that it is not a good time to cut routes
• Mr. Hogan said he is a veteran and former CFCC student
• He asked why Wave Transit would want to cut off and isolate the northern part of the county
• Mr. Hogan said in the past he would have to travel to Durham to access the VA Clinic, but now is
able to catch the 207 to the VA Clinic
• Mr. Hogan said Wave is building a million dollar building and eliminating one bay could pay for
Route 207
• Mr. Hogan said that 207 runs empty during the summer, but is full in the fall
• Mr. Woolf said that Wave keeps cutting routes
• There are four buses running on Market Street and the 104 does not even stop
• Ms. Campbell said that the routes are condensed and not frequent enough
• More service needs to be provided to Brunswick County
• Ms. Campbell said she attends CFCC north campus and having routes running every hour is
inconvenient
• She said she witnessed the changes in February when the routes were changed
• Ms. Campbell said that some classes are exclusively at CFCC's north campus and it is wrong for
Route 207 to be on the chopping block
• She said it takes her fifteen minutes to walk to the nearest stop and there are no sidewalks
• Ms. Campbell stated that the routes scheduled to be eliminated are important and should not be
on the chopping block
• She asked the Authority to please reconsider

CALL TO ORDER
• Ms. Scheu opened the 107/301 & 207 Reduction of Service of Public Hearing to order

• Mr. Scheu briefly described the 107, 301 & 207 reductions
• Ms. Kemppainen encouraged Wave to keep the 107/301
• She works at UNCW and rides the bus every day to work with other co-workers
• Ms. Cox agreed with Ms. Kemppainen in regards to the 107/301
• She also asked to keep the 207
• Mr. Meeks stated that he has been fighting for Wave all his life
• He supports the beach run and hopes that the county will come aboard
• Mr. Mills stated that the 207 has been cut off past GE and has to walk to Wrightsboro to catch
the bus

• Ms. McIver she said she works at CFCC and is asking to keep the 207
• She said that the students and employees depend on the bus
• Ms. McIver said that Wave should do fundraising in order to raise money
• She said to ask the community to help
• Mr. Robinson said he depends on the 207 & 107/301
• He said he plans to use the 207 more in the future and pleaded to keep both routes
• Ms. Nohe said she works at the Federal Point Help Center in Carolina Beach and they have
many clients that are out of work
• She said that the help center gives bus passes to their clients for work and job search
• She said the organization supports the 107/301 and worked closely with the Authority to
establish the route
• Ms. Nohe submitted a petition supporting continuation of route 301
• Mr. Wilson stated that every comment was commendable
• The 301 needs to remain and expand to the Seabreeze and Westchester area
• Mr. Wilson wanted to know why the 207 won't run to the airport
• He said going to the airport could generate revenue
• He also said that the 207 going down Blue Clay Road does not generate much ridership
• Mr. Padgett said he supports bus riders and since his truck has broken down he has to use the
service
• Ms. Barnes said she is a CFCC student and she travels several times each day between both
campuses on the bus
• She said she would greatly appreciate it if the service could be kept
• She said all possibilities need should be considered before a decision is made
• Mr. Hawkins asked why does Route 207 not operate seven days a week
• Mr. Eby said that CFCC and the VA Clinic were major trip generators which were not open on
weekends
• Mr. Scheu asked Mr. Eby to give a brief update on why there is no service to the airport
• Mr. Eby said that the Airport Authority Director submitted comments during the route
restructuring comment period stating that in his opinion bus service to ILM would be
underutilized
• He stated that without support from the airport, the possibility of providing service to ILM was
minimal
• Mr. O'Grady thanked everyone for coming
• He stated that the City of Wilmington contributes $1,200,000.00 annually to the Authority
• He stated that the current county budget would contribute $140,000.00
• He said Wave needs local money in order to leverage federal and state funds
• Mr. O'Grady also stated that a recent funding request by ILM for local matching funds was
contingent on county funding for the Authority
• He told the audience that the Authority and staff fully supported the routes and were working to
identify funding to keep them from being eliminated
• He stated that the county is an urban county and public transportation is critical in a county like
New Hanover
• Mr. Adams also thanked everyone for their input and support of Wave Transit
• Mr. Dolan said that local investment is crucial to keep the buses running and New Hanover
County support is critical to leveraging federal and state funds

RESOLUTION ALLOCATING SURFACE TRANSPORTATION
PROGRAM DIRECT ATTRIBUTABLE FUNDING
WHEREAS, the Cape Fear Public Transportation Authority was created in July 2004 by Joint
Resolution of the City of Wilmington and New Hanover County to provide public transportation service
throughout the adopted boundary of the Wilmington Urban Area Metropolitan Planning Organization; and
WHEREAS, the Wilmington Urban Area Metropolitan Planning Organization provides transportation
planning services for the City of Wilmington, Town of Carolina Beach, Town of Kure Beach, Town of
Wrightsville Beach, Town of Belville, Town of Leland, Town of Navassa, New Hanover County, Brunswick
County, Pender County, Cape Fear Public Transportation Authority and the North Carolina Board of
Transportation; and
WHEREAS, on July 18, 2012 the Federal Transit Administration (FTA) and the Federal Highway
Administration (FHWA) designated the Wilmington Urban Area Metropolitan Planning Organization as a
Transportation Management Area (TMA); and
WHEREAS, Surface Transportation Program-Direct Attributable (STP-DA) funds are available for all
designated TMA's; and
WHEREAS, the Wilmington Urban Area Metropolitan Planning Organization Transportation Advisory
Committee has the authority to program all or a portion of STP-DA funds for locally administered projects;
and
WHEREAS, the Wilmington Urban Area Metropolitan Planning Organization has developed the STP-
DA Local Prioritization Processes for the distribution of the STP-DA funds; and
WHEREAS, the STP-DA Local Prioritization Process includes Fiscal Year 2014 Modal Investment
Targets for the remainder of STP-DA funds by 15% Roadway Projects, 15% Intersection Improvement
Projects, 20% Transit Projects, and 50% Bicycle and Pedestrian Projects; and
WHEREAS, the WMPO TAC has resolved to allow the Cape Fear Public Transportation Authority to
prioritize and recommend transit projects in FFY 2014 to be funded by the regional STP-DA allocation,
NOW THEREFORE, BE IT RESOLVED that the Cape Fear Public Transportation Authority
respectfully requests that three-hundred fifty thousand dollars ($350,000.00) in STP-DA funds for Federal
Fiscal Year 2014 be allocated to the Authority for capital funding for preventive maintenance as authorized
by Moving Ahead for Progress in the Twenty First Century (MAP-21). The Authority will be responsible for
managing and reporting the STP DA funds and for the twenty percent (20%) local funding requirement.

RESOLUTION REQUESTING A MODIFICATION TO THE METROPOLITAN
TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, The Authority is required by Federal Statute to program all projects through the
adopted local and state planning processes; and
WHEREAS, at the local level, the project must be approved by the WMPO Transportation
Advisory Committee; and
WHEREAS, at the state level, projects are approved by the North Carolina Department of
Transportation Board of Transportation; and
WHEREAS, allocation of funding for the Authority's Operations and Maintenance Facility has
been modified since its original inclusion in the MTIP;
NOW THEREFORE, BE IT RESOLVED that the Cape Fear Public Transportation Authority
respectfully requests that the Wilmington Urban Area Metropolitan Planning Organization Transportation
Advisory Committee amend the current MTIP for submittal to the NCDOT to modify the STIP to allocate

Speaking as the representative of over 1400 disabled veterans in the Wilmington area, this organization feels
strongly that the elimination of route 207 would greatly have adverse impact on our membership. In numerous
cases the Wave is the only way for veterans to visit the VA Clinic due to lack of individual methods of
transportation. The number of veterans utilizing the Wave will increase as the Clinic become fully operational
which is due to be accomplished by December of this year. We understand that some routes may have to be
eliminated however, your route 207 is enabling veterans who served our nation and have become disabled

Thank you so much for acknowledging my email. I am a student at CAPE FEAR COMMUNITY COLLEGE
and was sending this email in response to one that I received stating that the WAVE TRANSIT was going to
discontinue their route from downtown campus to North campus. I need this route because taking the transit is
my only means of transportation in Wilmington. I am not from here and do not have any associates or family
yet that will be able to help me get to and from school. I use public transportation as a means for everything
mobile. There is a whole program of classes that are not offered downtown and I am so grateful that WAVE
TRANSIT had this shuttle in place for students just like myself. Please take these factors; which are some of the
other students as well, into consideration when reaching a permanent decision. Thank you so very much. I am
sure we(students)wouldn't mind paying a full fare in order to get the route in place.

I urge you to reconsider elimination of bus route 207 which provides service between the Wilmington and

While students may not use it every day, the availability could be the difference between a student being able to

WAVE transit has obtained a lot of complaints for several things mostly there CUSTOMER service and how

To whom it may concern, with the economy and job loses, I think it would be wise to keep the Wave Transit
route to the North Campus at CFCC. People have lost their jobs and employment is only paying a certain
amount of weeks, no matter how long you have been on your job. So I say that to say many will be attending
CFCC and will be using public transportation, because taxes, insurance, and car payments are very expensive.
Also young adults use the public transportation due to parents work schedule. The parents can't always carpool
and this give them a sense of independentency.

Dear Wave Transit Board Members:
I was recently made aware of your discussion regarding the elimination of bus route 207 which provides
transportation between the main campus of Cape Fear Community College and the North Campus on Blue Clay
Road. While I can appreciate the need for cutbacks, I feel that the college generates a lot of business for
downtown through its' student body and that the impact to the students, however small, should be taken into
consideration. I can assure you that from both a student perspective and a parental interest, having students at
both UNC Charlotte, UNC Chapel Hill and Cape Fear is that a couple of areas of deliberation that an incoming
student and/or their parents will look at when deciding upon a college is the ease of access and safe&reliable
transportation between the college campuses. I feel that the overall short term savings may not be beneficial to
Wilmington businesses or CFCC in the long run. Thank you for your time.

I have been taking the Wave Transit to get to the North Campus since fall of 2011. I would hate to see the Route
207 be eliminated. I also have friends that take the bus to get to there classes. I depend on the Wave Transit,
Route 207 to get me to my classes so I can have a education and finish school, along with my fellow classmates.
If you eliminate the Route 207, a lot of students will have a hard time completing school. Please look at the
students who have a low income and can not afford the vehicle of there own. You will be hurting students from
getting to there classes to get an education, including myself.

I am a concerned student at CFCC. This email is in regard to your possible elimination of the bus route to
CFCC campuses. I will not be able to be at the meeting which explains this email. I am a highschool student
who is taking college classes at CFCC's campuses. Taking in consideration that I ride my school bus to school
and go to college class there are days when high school classes are not in session but college classes are. The
Wave will be my only transportation to my college classes. I do not know how to drive, do not have a permit,
parents work all day, and not many friends who would give me rides. This decision to possibly eliminate the
bus route from CFCC campuses will hurt my education and i am sure other's education as well. I urge you to

I am an instructor at Cape Fear Community College in the Basic Skills department. I currently teach a class for disabled
adults in Murryville Business Park. I have 2 students who depend on the one or more of routes mentioned above that
are to be terminated to get to class. If those routes are discontinued these students will have no affordable
transportation to class. They have disabilities so they can not drive themselves and they rely on the bus system for all of
their transportation. It would be a shame to discontinue bus service to north Wilmington and the north campus of CFCC
as well.

This is not good. If this 207 N. route is eliminated there will students and employed citizens that will find
themselves in difficult situations trying to go to school to better themselves or trying to get to work to support
their families...or both. I was talking with a fellow Wave Transit customer the other day at the 2nd and
Princess main stop about this very subject.lust then the 207 passes with a bus full of passengers. I realize that
it is probably not Wave Transit who is in favor of this. But, It is more likely that the City doesn't want to add
any funding to keep the route open. Please let the City know that CFCC's students and the citizens that
depend on Wave Transit for transportation take this matter very seriously. For as I, I could not attend college if
anything ever happened to the Brunswick connector and I feel deeply for the passengers who find themselves
in this situation.

My name is Antonaeshia Andrews. I am currently a student at Cape Fear and bus 207 is my only transportation
to and from the North Campus. If that bus route was to be eliminated I would have no way to get to my classes
at North Campus; therefore, that would ruin my chances of finishing the classes and getting my degree. I am
sure I am not the only student that has this problem. It would do us a great deal if 207 route would not be
eliminated. It is a very important bus route to Wilmington or should be and Cape Fear students. If this was
mentioned before school started, students that depend on that bus could have made changes but now that can
not happen, which isn't fair to the students at all. I hope you all take the time out to really think about this and

Do not eliminate no. 207, the semester has just begun.Also I am positive, that there are many students completely
unaware of this route! What forms of advertising are currently looping NHC?
The students that are currently using this route are GRAVELY relying on it for transportation!They're GPA counts on it.
You all were in school once, transportation is a lifeline to these young and upcoming adults!
Finally, I believe that there are other ways to save money in Wave transit. If Wave is having budget issues then it should
look to the gov. Or school For funding to and from the north campus of CFCC.

Subject: 207 Bus Route KEEP it!!!
The bus route 207 must be kept because many people traveling on that route really need it. Many of the
riders have a low income and need a mode of transportation to and from their homes, work, or school. As you
know the bus rout also travels to the New Hanover County Jail and many of the visitors to those in jail can't
afford, at times, a way of visiting their loved ones and friends in the jail. Also many students from Cape Fear
Community Collage use the bus route to transport them-selves to and from CFCC's North Campus and Down
Town Campus. I my self use the bus route 207 to go to the north campus of CFCC and to get home from the
north campus. This route benefits many people and taking away the route would cause many people to suffer
and their lives would be hindered and more crazy. Some people don't need their lives more troubled but to be
kept simple and the 207 bus route helps to provide some simplicity in their lives.
PLEASE KEEP the 207 bus route!!!

21st and have class at 12pm on the 22nd but I would like to say I very much vote against eliminating the rout.
That is my only way to school when everyone else is working. I do not have a car, I don't even have a license. If
this does go through I will no longer be able to attend CFCC.

I cannot go to the public hearings regarding the elimination of routes 107 and 301; however, I would like to suggest that
maybe if these routes had had more posted bus stops along them and a simpler timetable, they might have done better
in terms of ridership.
• Google Maps and the list of stops on wavetransit.com suggest that you cannot board these routes at most
intersections along College Road/Carolina Beach Rd. The gap between stops appears to be over a mile in some
areas. That is obviously a disadvantage when it comes to building up ridership in areas where no bus route
previously existed.
• The schedules for these routes are hard to understand. From what I can tell, route 107 operates an alternating 1
hour/2 hour frequency... and route 301 operates only every 3 hours. Perhaps if these routes had operated every
hour like the rest of the system does, they would have done better.
If Wave Transit can't justify making these routes more frequent with more stops - presumably because it doesn't think
the riders will come -then it shouldn't try to operate fixed routes at all on these roads. It should be operating a demand-
responsive service along College Rd and Carolina Beach Rd south of Monkey Jct. Please don't completely abandon this
area, as there still are elderly/disabled/low-income people who need some kind of service to/from places along these
roads.

To whom this may concern:
I ask of you to not cancel out Route 107. When y'all changed the 106 routes and a bunch of others earlier in
the year I ended up losing my job because I had no way to get to work. If this route gets cancelled it will take
me literally 2 1/2 hours to get to work instead of 25 minutes. This is the BEST route you have come up with in
a long time and now you want to cancel? Why?? There is no need for it. Listen to the people instead of taking
away what is helping us all..
There are more important issues like getting your buses situated downtown as to what bus goes on what side
and not having them stop in the middle of the street to load and unload your riders because it's just too
clustered downtown. There's even issues with no shelters at bus stops or just poles in the ground in a spot
that isn't even cleared for your riders to stand.
Don't cancel Route 107. It would be a big mistake. And I really don't feel like finding another job and living in a
shelter again. It is nice to have a job and a place to live. I really do hope you listen to us and not $$. By
listening to us will up your ratings which are very far down in this city.

I am contacting you again in regards to the contact that I was able to establish with Commissioner Woody
White regarding your loan forgiveness, your funding request and the considerations of eliminating certain
routes by the end of this year... the 207 being one of them.
As was expressed in the first hearing and to each of you, this is not a light issue for residents and students
relying on this and other routes of your organization.
Although "several" OTHER issues arose in our contact, Woody White informed me that the elimination of the
207 is primarily your decision to eliminate OVER the 301 and/or the 107 routes (AS INDICATED IN THE
OPENING QUOTE OF THIS EMAIL and in the accompanying forward emails).
This is an informative and continuing action to have you reconsider this alleged and up-for-the-chopping-
block choice. Especially if the other routes "costs MORE" to keep running over the 207 lines.

residency in Wilmington but because of my status as a person, as a human being and the close relation this

To offer more of my personal response, I will "italicize" your previous notes, and include my thoughts

Me: As far as my understanding go, Cape Fear Community College is the ONLY "community college"
in Wilmington.Therefore, whether the buildings being constricted today entered its planning
stages 6 years ago or not, it seems as if the "county taxpayers" dollars, that are specifically
for "community colleges", will go directly and ONLY go to CFCC.
Your suggestion as to whether CFCC should decide to provide and implement a route to and
from and between it's own campuses would be an excellent action on behalf of CFCC's singularly
and dual campus-attending students! As a CFCC Board member as well, "how likely is that to
happen?" and wouldn't it be a better decision to keep the WAVE routes active until an
"alternate" transport route is up and running in the Wave's 207 routes place?

Me: I am definitely not the "most knowledgeable" on matters of County Management, but it seems
that a public institution of education; like CFCC, and the convenient and efficient operation of a

in respects to their own residential dwellings. They are BOTH necessities, and BOTH, are

Me: Although, these ALL may very well be "responsible" questions to ask and consider in your
decision(s), the patrons of WAVE would like and need to keep the services active and may not be
very "interested" in "WHY the WAVE took on a loan?", when regardless of having THAT
answered/questioned first, they received the loan anyways and are now in default and was likely
to have made/taken that loan in reliance to... the "usual, consistent, routine and
regularly dispersed funds allotted from you and your colleagues (the County of Commissioners).
In terms of their "executive raises", the removal of their usual funds should not be method used to
question WAVE TRANSIT MANAGEMENT. That is for the NC Auditor and other auditing-
associated agencies to investigate and receive the answer to... ESPECIALLY when the less
affluent patrons and residents of WAVE are the susceptible, impending victims of service
elimination....
In ONLY my "personal" opinion, .... in general .... and from my NYC background, having a
unionized, sufficiently paid workforce keeps both the employees and the patrons happier. In terms
of service AND availability. And maybe... that IS another question that is "responsible" of you to
ponder, and requires an answer.... BUT here, in this matter.... it is being inappropriately
considered post-receipt of their loan and NOW has the livelihoods of impending, foreseeable
victims, your residents and voters in this case, hanging in it's balance of determinability between
this county's decision makers... and it is not fair nor reasonable to us either.
Please consider extending to WAVE the loan forgiveness and the funds in order to preserve what little
transportation IS allotted to us, pedestrians and students. Please consider being the initiator of the CFCC
campus shuttle and remove our current mental agony and anguish about what the end of this year and our future
will be in regards to these lines.

We, the residents of here, have come out and the attended the meetings, sent emails and spoke about out
concerns and fears of these routes eliminations.
As an additional fact for thought:
Reportedly, within the last several months, CFCC had been approved a six hundred thousand dollar allotment to
"clear out the molding" in some of their older buildings and have received financial support necessary to
"keep" the purchase of their new "boat" on the Cape Fear River,
BUT funds for the ONLY public, "un-contracted" service (available to student and non-student residents), to
and from BOTH campuses is now up for elimination?
I'm not sure about how the dispensing of funds is made throughout New Hanover County, but I do believe the
ones OVERTLY meant for PUBLIC USE and practicability should take precedent and be made
and kept available for all the residents especially through a public service like Wave Transit Authority.
I am also attaching my initial letter regarding the possible upcoming eliminations that need not be implemented.
If you browse through the timeline of Wave's transit events over the last few years, a consistent theme, is
service availability and route availabilities. How is a medium sized city/town like this, going to keep having
funding and service issues with their only mass transit system available?
Please unanimously agree to allocate the necessary funding for the continued services that this organization
contributes to the all of Wilmington and its surrounding areas.

The bus route to the North Campus of CFCC should NOT be eliminated. They have 9,100 new students to start
this term. My husband is one of them and we share a vehicle. I work from 9-7 everyday and usually need my
car. All of the classes that he is majoring in are only available at the North Campus. I know several other
students that use this bus route to get there as well. Cancelling that bus route would be a mistake and would
also make several students have to drop classes, therefore prolonging their graduation and entering the
workforce.

Dear County Commissioners,
:NIy name is Virginia Nohe and I am President of the Help Center of Federal Pointe. NVe are an emergency short-
term assistance, for individuals living in the community. NVe help our clients with food, medication, emergency
lodging and transportation. NVe have approximately 350 clients.
Many of our clients do not have cars and have lost their local employment because of the economic downfall of the
country. How do they get over the Snows Cut Bridge to find employment?
Their solution came in February when Nave started a bus route to Pleasure Island. The Help Center immediately
bought tickets to help our clients, if they needed it, to find a job. NVe have many veterans who love being
independent and are able to take a bus to the Veterans Hospital.
NVe have older Seniors N ho like taking the bus even if its only to NValmart.
The bus is the only way the citizens of Pleasure Island can get off the island if they don't have a car.
Under separate cover, I am dropping off a petition from the Help Center clients and also one from a retail store in
the area. From the Help Center you can see how many need the bus to get to work. Are the commissioners going
to deny them this opportunity?

I am a biology instructor at Cape Fear Community College's North Campus on Blue Clay Road. I have been
asked to write comments on the behalf of several of my students who are concerned with the proposed plan to
close Route 207 that nuns from downtown Wilmington to CFCC's North Campus. My students and I are
concerned with this closure, as for many of these students, this is their only mode of transportation and thus
their only means for traveling from downtown to our North Campus in order to attend classes. There are many
people who rely on this route for this reason. After talking with several students who ride this bus on this route
in the morning, they tell me that this bus is completely full of CFCC students trying to get to classes. Many of
my students, in particular, are highly motivated students who are older and have come back to school to further
their education in order to better their lives. I feel it is a sad day when budget issues threaten to prevent
this. The students who I have talked to tell me that since this bus is their only means to get back and forth to
school, they will be forced to not be able to attend classes. The biology class I teach at the North Campus is
unique in that due to laboratory space constraints, the class sizes are very small. This is something the students
do not get at the downtown campus, as classes there are held in very large lecture halls so the class sizes are
much larger. Having a small class size allows students more individualized attention than taking the course
downtown, which is to their great benefit. This allows students to be much more successful in the course. I
strongly urge you to reconsider the idea of shutting down the transit route to CFCC's North Campus -Route
207. I feel this would greatly impact a large number of our students and remove the possibility of many
students furthering their educations.

"country" appearance unlike other strip mall lined major arteries of the county, but the residential
population of this area is denser than it would appear. This northern area certainly contains a very
large proportion of lower income and elderly residents. It's especially vexing to know that a large
Wave terminal is being constructed very close to - well, RIGHT ON - Route 207 but the plan is to
discontinue service on up Castle Hayne Rd. This doesn't make sense.

I am a long-time employee of Cape Fear Community College (downtown campus) and I know the
importance of the 4207 bus route to both students and other employees. Beside the convenience of not having
to drive to each campus, with the price of gas today, it also is a less expensive alternative to getting to the
"other" campus. I would really hate to see this service be discontinued. Obviously, I can understand that
running a "large" bus with only a few customer is expensive, I just wonder if an alternative could be provided
such as running one of the "mini" buses. I also know that some of our students rely on bus service for their

Dear Sir,
I am writing due to my recent awareness of the defunding of Bus routes for our local Veterans. It is my
understanding that the routes that carry our brave warriors to the VA clinic as well as CFCC will be stopped due
to the lack of funds.
I find this to be not just a financial issue but one of morality. We have countless illegals taking advantage of
our welfare system receiving free food, health and dental care as well as assistance with housing. Not only
illegals as we all know the fraud in the welfare program is rampant and growing as our town is. This is merely
one example of waste that money for our heroes could be pulled from.
I am pleading with you to keep these routes open indefinitely.
My family's veterans (my Grandfathers) are dead. But having 6 generations local from Wilmington I see the
horrible impact this will have.
Is it more important for people to go to the beach? Shopping? Or for those who have fought for us to stay free
to recieve the very necessary, basic human needs via medical care? I hope that you will see this as important as
my 6 generations and hundreds of friends do. Thank you for your consideration and thoughtfulness for our Oh
so brave Men and Women who sacrificed so much for us. We can , at the least, provide them crucial
transportation.

Speaking as the representative of over 1400 disabled veterans in the Wilmington area, this organization feels
strongly that the elimination of route 207 would greatly have adverse impact on our membership. In numerous
cases the Wave is the only way for veterans to visit the VA Clinic due to lack of individual methods of
transportation. The number of veterans utilizing the Wave will increase as the Clinic become fully operational
which is due to be accomplished by December of this year. We understand that some routes may have to be
eliminated however, your route 207 is enabling veterans who served our nation and have become disabled
receive much needed care.

WHEREAS, on April 25, 2013 the Cape Fear Public Transportation Authority and ECS Carolinas,
LLP entered into an agreement for Construction Materials Testing; and
WHEREAS, the agreement outlined the scope of services and fees associated with basic services
and additional services; and
WHEREAS, unsuitable soils present on the site require additional monitoring and testing than
included in the original scope of services;
NOW,THEREFORE, in consideration of the foregoing and their mutual covenants hereinafter set
forth, AUTHORITY and ECS CAROLINAS, LLP agree to add the following services to ECS
PROPOSAL/CONTRACT 22.16945. For a fee not to exceed four-thousand two-hundred dollars
($4,200.00), ECS Carolinas, LLP will provide an amount not to exceed an additional one-hundred twenty
hours on site for the purpose of monitoring and testing of soils. Additional laboratory testing in an

contractor for the purpose of billing. Soils testing compliant with the original agreement will continue as
agreed upon.

Dear Mr. Hayes:
In the spring of 2013 The Cape fear Public Transportation Authority began a pilot program with
Laney Nigh School called Specially Designed Academics, This important program allows
developmentally disabled students an opportunity to learn how to utilize public transportation under the
direction of special education teacher. Upon completion of the program, students will possess the skills
needed to utilize public transportation in order to become independent contributing members of the
community.
Since launching the initiative earlier this year, the program has become incredibly successful.
Wave Transit now enters the campus at certain times to ensure the safety of the many Nl--I.CS students
who take advantage of the program. The program's success has also garnered the attention oftlte Malting
Waves Foundation which is providing financial assistance to this important initiative.
Our understanding is that Specially Designed Academics has been so successful that it is planning
on expanding to the county's other three high schools. Un fort untely,the current program and future
expansion is in jeopardy. On September 12,2013, the New I lanover County Commissioners are expected
to decide if they wisli to continue to financially support fixed route public transportation in the
unincorporated areas. Should they choose not to Wave Transit service to Laney and Ashley High
Schools will be eliminated, In addition to the Kiss of'the transportation initiative under-Specially
Designed Academics, many parents who lack access to reliable transportation tray lose their opportunity
to participate in their child's educational experience.
If you share out-support for public transportation in the unincorporated areas of New Hanover
County, we would greatly appreciate a resolution or a letter to Chairman White from your board letting
him and his colleagues know how important the services of Wave Transit are to your organization. Thank
you for your consideration of this request and for your dedicated employees who work tirelessly with the
Specially Designed Acadernic:s program. They are a valuable asset to the community their dedication
changes lives daily.
