STATE OF EMERGENCY
TERMINATION
WHEREAS, on July 23, 2010 at 3:30 p.m., Vice-Chairman Jonathan Barfield, Jr. of the New
Hanover County Board of Commissioners determined and proclaimed a local state of emergency for
the County of New Hanover as a result of a major break in the water main on Compton Street in
front of the Sweeney Water Treatment Plant; and
' WHEREAS, the water distribution system of the Cape Fear Public Utility Authority is now
functioning under normal operations, the boil water advisory has been lifted, and mandatory water
conservation measures are no longer in effect; thus, a state of emergency is no longer necessary in
qNew Hanover County.
NOW THEREFORE BE IT RESOLVED,that the above-referenced proclamation for a local state
of emergency is hereby terminated effective immediately.

PROCLAMATION
DECLARING A STATE OF EMERGENCY
Section 1: Pursuant to New Hanover County Code Chapter 17, Article III, Section 17.71 and
Section 17.72, and North Carolina General Statutes Chapter 166A and Article 36A,
Chapter 14, a State of Emergency as defined in the New Hanover County Code
Section 17.71 exists in New Hanover County as a result of a major break in the water
main on Compton Street in front of the Sweeney Water Treatment Plant.
Section 2: The water main break has resulted in a loss of water and/or water pressure
I throughout the Cape Fear Public Utility Authority's service area requiring emergency
conservation efforts be imposed immediately to protect the health, safety, and j
sanitary conditions in New Hanover County.

Section 3: The Cape Fear Public Utility Authority(CFPUA) has implemented mandatory water
conservation measures. At this time all customers are advised that CFPUA has
increased its water use advisory to STAGE 4 MANDATORY WATER USE
RESTRICTIONS which prohibits all outdoor and non-essential use until further
notice. Violations can result in citations of $500 for each occurrence and/or
disconnection. As a result in the pressure loss, customers are being advised to boil
water prior to consuming.
j Section 4: I, Jonathan Barfield, Jr., Vice-Chairman, New Hanover County Board of
Commissioners, declares a State of Emergency in New Hanover County. During the
state of emergency, citizens are urged to comply with emergency management
advisories as issued by the County or the Authority.

Section 5: This proclamation shall become effective immediately and remain in effect until the
state of emergency is rescinded.
