2011-05-12 Work Session NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 32 STRATEGIC PLANNING WORK SESSION/WEBEX,MAY 12,2011 PAGE 187 ASSEMBLY The New Hanover County Board of Commissioners met for a Strategic Planning Work Session on Thursday, May 12, 2011, at 4:40 p.m. in the Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington,North Carolina. Members present were: Chairman Jonathan Barfield, Jr.; Vice-Chairman Jason R. Thompson; Commissioner Ted Davis, Jr.; Commissioner Brian M. Berger; Commissioner Richard G. Catlin; County Attorney Wanda M. Copley; Clerk to the Board Sheila L. Schuh and Assistant County Managers Andre' Mallette and Chris Coudriet. Chairman Barfield welcomed everyone present and stated that the purpose of the meeting was to meet with the Azimuth Group through WebEx to gain input from the Commissioners on the focus areas and initiatives for the final draft of the strategic plan. Managing Partner of the Azimuth Group, Inc., David W. Eisenlohr was present through WebEx and reviewed the following information with the Commissioners: • Vision—A vibrant, prosperous, diverse coastal community, committed to building a sustainable future for generations to come. • Mission — New Hanover County is committed to progressive public policy, superior service, courteous contact,judicious exercise of authority, and sound fiscal management to meet the needs and concerns of our citizens today and tomorrow. • Strategic themes: • Superior Public Health, Safety, and Education—evolved from promote public health and safety and support superior education. • Strong Financial Performance—evolved from ensure financial performance. • Intelligent Growth and Economic Development — evolved from implement intelligent growth and enable robust economic development. • Productive Strategic Partnerships — evolved from maximize strategic partnerships and enhance local autonomy. • Effective County Management—evolved from maintain effective management. • Core values: • Integrity • Accountability • Professionalism • Innovation • Stewardship • Strategic focus areas: • Promote Public Health and Safety • Support Superior Public Education • Enable Robust Economic Development • Implement Intelligent Growth Strategies • Maximize Strategic Partnerships • Enhance Local Autonomy • Maintain Effective Internal Management • Ensure Strong Financial Performance • Strategy map: • Five strategic focus areas • 26 strategic objectives about five focus areas • Over 225 individual initiatives • Key performance indicators • Strategic initiatives for the following areas were presented: • County Commissioners • Senior Staff • Public Safety Services • Health and Human Services • Community Development Services • Recreation and Leisure Services • General Administration • Next and final steps: • Receive board feedback • Finalize the key performance indicators • Develop the implementation plan • Prepare and Present the Strategic Plan Mr. Eisenlohr reported that three departments were not available for focus group input, Legal, Tax and the Sheriff s Office, and that he was in the process of gathering input from them to be included in the draft plan.
