WHEREAS, "National Preparedness Month" creates an important opportunity for every
resident of New Hanover County to prepare their homes,businesses, and communities for
any type of emergency including natural disasters and potential terrorist attacks; and
WHEREAS, investing in the preparedness of ourselves, our families, businesses, and
communities can reduce fatalities and economic devastation in our communities and in
our nation; and
WHEREAS, the Federal Emergency Management Agency's Ready Campaign, Citizen
Corps and other federal, state, local, tribal, territorial, private, and volunteer agencies are
working to increase public activities in preparing for emergencies and to educate
individuals on how to take action; and
WHEREAS, emergency preparedness is the responsibility of every citizen of New
Hanover County and all citizens are urged to make preparedness a priority and work
together, as a team,to ensure that individuals, families, and communities are prepared for
disasters and emergencies of any type; and
WHEREAS, all citizens of New Hanover County are encouraged to participate in citizen
preparedness activities and asked to review the Ready Campaign's websites at Ready.gov
or Listo.gov(in Spanish)and become more prepared.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 2011 be recognized as "National Preparedness Month" in
New Hanover County, and encourage all citizens and businesses to develop their own
emergency preparedness plan, and work together toward creating a more prepared

FALL LITTER SWEEP 2011 PROCLAMATION
WHEREAS, the North Carolina Department of Transportation organizes an annual fall statewide
roadside cleanup to ensure clean and beautiful roads in North Carolina; and
WHEREAS, the Fall 2011 LITTER SWEEP roadside cleanup will take place September 17 -
October 1, 2011, and encourages local governments, communities, civic and professional groups,
businesses, churches, schools, families, and individual citizens to participate in the Department of
Transportation cleanup by sponsoring and organizing local roadside cleanups; and
WHEREAS, Adopt-A-Highway volunteers, Department of Transportation employees, Department
of Correction inmates, and community service workers, local government agencies, community
leaders, civic and community organizations, businesses, churches, schools, and environmentally
concerned citizens conduct local cleanups during LITTER SWEEP and may receive certificates of
appreciation for their participation; and
WHEREAS, the great natural beauty of our state and a clean environment are sources of great pride
for all North Carolinians, attracting tourists and aiding in recruitment of new industries; and
WHEREAS, the cleanup will increase awareness of the need for cleaner roadsides, emphasize the
importance of not littering, and encourage recycling of solid wastes; and
WHEREAS, the fall 2011 cleanup will celebrate the 23rd anniversary of the North Carolina Adopt-
A-Highway program and its 5,760 volunteer groups that donate their labor and time year-round to
keep our roadsides clean; and
WHEREAS, the LITTER SWEEP cleanup will be a part of educating the children of this great state
regarding the importance of a clean environment to the quality of life in North Carolina.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 17 — October 1, 2011 be recognized as "Litter Sweep" time in New
Hanover County.

WHEREAS, every citizen should contribute to keeping our environment clean and healthy by
working together to preserve clean water and the natural beauty of our surroundings; and
WHEREAS, North Carolina Big Sweep is a statewide community effort to retrieve trash from
North Carolina's waterways and landscapes.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 24, 2011 be recognized as "Big Sweep 2011 Day" in New
Hanover County, encouraging every citizen to do his or her part to restore the beauty and

RESOLUTION
EXCEPTION TO COMPETITIVE BIDDING REQUIREMENTS
WHEREAS, to maintain standardization and compatibility with other equipment that has been
installed on the SABLE helicopter owned by the City of Wilmington, staff is requesting approval
to purchase additional equipment for the second SABLE helicopter from Broadcast Microwave
Services, Inc. (BMS) and AeroComputer as sole source vendors; and
WHEREAS, General Statutes 143-129(e)(6) provides that purchases of apparatus, supplies,
materials or equipment are exempt from bidding when:
A. performance or price competition for a product is not available
B. a needed product is available from only one source of supply
C. standardization or compatibility is the overriding consideration; and
WHEREAS, this exception to the bidding requirements referred to as "Sole Source" must be
approved by the Board prior to purchase.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of New Hanover
County approves the purchase of a BMS Microwave System and an Inertial Measurement Unit
from Broadcast Microwave Services, Inc. (BMS) and AeroComputer respectively as sole source
vendors in accordance with the sole source provisions outlined in GS 143-129(e)(6).
