2011-09-29 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 32 AGENDA REVIEW MEETING,SEPTEMBER 29,2011 PAGE 269 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, September 29, 2011, at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington,North Carolina. Members present were: Chairman Jonathan Barfield, Jr.; Vice-Chairman Jason R. Thompson; Commissioner Ted Davis, Jr.; Commissioner Richard G. Catlin; Assistant County Attorney Sharon Huffman; Clerk to the Board Sheila L. Schuh and County Manager Bruce T. Shell. Commissioner Brian M.Berger arrived at 4:03 p.m. REVIEW AND DISCUSSION OF AGENDA ITEMS Chairman Barfield called the meeting to order and announced that the purpose of the meeting is to review and discuss the Board's October 3, 2011, Regular Session meeting agenda. The Board reviewed the following items: Consent Agenda Item 4 — Adoption of Budget Ordinance Amendments. In response to Board questions, Budget Director Cam Griffin clarified the following budget ordinance amendments: • 12-051 - Social Services—the State reduced the allocation for state subsidized daycare by$71,913 and increased assistance payments to Temporary Assistance for Needy Families by$3,183. • 12-059 — Emergency Management—budget amendment is to increase expenditure budget related to Hurricane Irene, salaries and supplies. The Board requested staff provide them with a breakdown of the amounts before the meeting;the amount does include Sheriff Deputies. Regular Agenda Item 5 — Consideration of Domestic Violence Awareness Month Proclamation. Commissioner Davis will read the proclamation into the record. Planning Director Chris O'Keefe presented an overview of the following Planning item: Regular Agenda Item 7—Public Hearing and Request by Staff to Amend Sections 11, IV, V, and VI of the County's Zoning Ordinance to Improve Classification of Industrial Uses and to Create a Special Use Review Process for Intensive Industrial Uses Text Amendment(A-391, 06/11). Staff is requesting to amend Sections 11, IV, V, and VI of the County's zoning ordinance to improve classification of industrial uses and to create a special use review process for intensive industrial uses to include: • Amending the intent of the I-1 and I-2 Districts. • Redefining industrial uses into categories of intensity rather than specific uses. Higher intensity use will require a Special Use Permit. • Create an exception to allow existing uses to remain"conforming"under certain conditions.
