the Library.

RECOGNIZING MONTFORD POINT MARINES It UE
CONGRESSIONAL GOLD MEDAL OF HONOR RECIPIENTS

WHEREAS, President Franklin D. Roosevelt issued an Executive Order in June 1941 to
begin integration of African Americans into the Armed Forces; and
WHEREAS, between 1942 and 1949, more than 20,000 African Americans were trained
at Montford Point Camp near Camp Lejeune, North Carolina to be the first to serve as
United States Marines; and
WHEREAS, these Marines fought and defended our country in World War II, the
Korean War and in Vietnam, as well as fought battles of discrimination and racism
through their courageous pursuit of Civil Rights; and
WHEREAS, on June 27, 2012, the U. S. Congress presented the Congressional Gold
Medal of Honor to the Montford Point Marines in Washington, DC; and is ZZ

WHEREAS, Francis M. Hooper, Jr., Ivan J. LeBlanc, Arthur Obee, Howard H. Spencer,
Wilson Thigpen, and James B. Wilson were among the nearly 400 men to receive this
honor in Washington, DC; and
WHEREAS, after serving in the military, these men continued their careers, raising IL IL W
families, and eventually retiring in New Hanover County.
NOW, THEREFORE, BE IT RESOLVED, by the New Hanover County Board of
Commissioners, that these brave men be recognized as heroes and congratulated for
their distinguished service to our country.

� I WHEREAS, Carolyn H. Justice has represented the 16 District of Pender and New Hanover
Counties for five terms as a State House Representative of the North Carolina General Assembly;
and
WHEREAS, Ms. Justice was born in Wilmington, NC, and raised her two sons with her husband Bill ='? - -
Justice in Hampstead, NC; andI;
WHEREAS, while opening her own business, Carolyn Justice started a community newsletter which
eventually evolved into today's Topsail Voice. She covered the Pender County Commissioners ii-
meetings for the publication and then later served as a Pender County Commissioner from 1994 —
2002; and
WHEREAS, Representative Justice has served on many House of Representatives committees
1 either as a Chairman, Vice-Chairman or Member during her tenure including but not limited to �. I t•
Commerce and Job Development, Elections, Ethics, Appropriations Subcommittee on Natural and
i= Economic Resources, and Environmental Review Commission; and
WHEREAS, in 2007 Representative Justice received a "Defender of the Environment" award from

the Conservation Council of North Carolina for her work on the pollution of air, soil and water, aused
by the swine farming industry in eastern North Carolina; and =
WHEREAS, after serving the communities of Pender and New Hanover counties with honor and j_1
integrity for ten years she has decided not to seek re-election.
! `I NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
=ii does hereby express sincere appreciation to Carolyn H. Justice for her distinguished service in

RESOLUTION
I
DECLARATION OF OFFICIAL INTENT TO REIMBURSE EXPENDITURES
WHEREAS, in connection with the purchase of 2012 Custom Fire Pumper for Fire Services, the
1 New Hanover County Board of Commissioners (the "Board of Commissioners"), on behalf of
s the County, DOES HEREBY DECLARE as follows:
1. This declaration of official intent is made pursuant to Section 1.150-2 of the
Treasury Regulations to expressly declare the official intent of the County to
3 reimburse itself from the proceeds of debt to be hereinafter incurred by the County
for certain expenditures paid by the County; and
2. The County desires to expend its own funds for the purpose of paying certain costs
of acquiring a 2012 Custom Fire Pumper to be used by Fire Services Operations, for
which expenditures the County reasonably expects to reimburse itself from the
proceeds of debt to be incurred by the County; and
i
3. The principal amount of debt expected to be incurred for the purpose of paying the
costs for the purchase of the 2012 Custom Fire Pumper is in the amount of$575,972;
and
4. This resolution shall take effect immediately upon its passage.

Section 2: Explanation
This budget amendment is necessary to record the installment loan proceeds and associated expenditures
to purchase an additional Custom Fire Pumper for Fire Services Operations. The installment financing
agreement will be brought back at a later date for approval. In the FY 12-13 budget,the Board approved
one debt service payment for the purchase of the Custom Fire Pumper.

PREAMBLE
AN ORDINANCE CONFIRMING ZONING AND OTHER LAND USE REGULATIONS FOR
CERTAIN AREAS OF NEW HANOVER COUNTY,NORTH CAROLINA PURSUANT TO
SECTION 3 OF HOUSE BILL 1169 SESSION LAW 2012-124
{ BE IT ORDAINED AND ENACTED by the Board of County Commissioners of New Hanover County, State of
a
North Carolina,as follows:
WHEREAS, Session Law 2012-3,HB 5, deannexed and repealed annexation of areas in New Hanover County that
i had been claimed by annexation into the City of Wilmington;and
i
WHEREAS, Session Law 2012-3, HB 5, confirmed County control over areas claimed for annexation by the City
of Wilmington in the Monkey Junction area;and
3
WHEREAS, New Hanover County previously established zoning over the area identified in Session Law 2012-3,
HB 5;
NOW, THEREFORE, BE IT ORDAINED that zoning regulations and any other land use regulations and the
administration and enforcement of those regulations are as they were in effect on the day prior to the effective date
of the annexation ordinance repealed by S.L. 2012-3.
