The New Hanover County Board of Commissioners met for a Special Meeting on Friday, December 14,
2012, at 1:02 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230
Govermnent Center Drive, Wilmington,North Carolina.
Members present: Chairman Woody White: Vice-Chair Beth Dawson: Commissioner Jonathan Barfield,
Jr.: Commissioner Brian M. Berger arrived at 1:03 p.m.
Staff present: County Manager Chris Coudriet: County Attorney Wanda Copley: and Clerk to the Board
Sheila L. Schuh.
APPOINTMENT OF THOMAS WOLFE TO FILL THE VACANT SEAT ON THE NEW HANOVER
COUNTY BOARD OF COMMISSIONERS
Chairman White reported that the resignation of Rick Catlin from the New Hanover County Board of
Commissioners,which was effective December 3, 2012,leaves a vacancy on the Board. Per North Carolina General
Statute 153A-27 the county shall consult the county executive committee of the appropriate political party before
filling a vacancy. The Executive Committee of the New Hanover County Republican Party has submitted a letter to
Clerk to the Board Sheila Schuh, dated December 13, 2012, recommending Derrick Hickey to fill the vacancy: a
copy of which the Board has received.
In response to Board questions, County Attorney Wanda Copley confirmed that the General Statute has
been satisfied by the Board.
Chairman White requested direction from the Board.
Motion: Commissioner Berger MOVED to appoint Derrick Hickey to fill the vacant board seat on the New
Hanover Comit-v Board of Commissioners. No SECOND was received, therefore the MOTION FAILED.
Vice-Chair Dawson stated that when she was elected to office she vowed to do her homework and make
tough decisions highlighting that the New Hanover County Republican Party Nominating Committee, after a very
thorough vetting process, recommended Thomas Wolfe to fill the vacancy. She stated that she was impressed with
the work Mr. Wolfe has done in the communit-v and most recently, as Chairman of the New Hanover Comit-v ABC
Board.
Motion: Vice-Chair Dawson MOVED, SECONDED by Chairman White, to appoint Thomas Wolfe to fill the
vacant board seat on the New Hanover County Board of Commissioners. Upon vote, the MOTION CARRIED 3
TO 1. Commissioner Berger voted in opposition.
Chairman White reported that the oath of office will be administered to Mr. Wolfe at the beginning of the
Board's December 17,2012 meeting which begins at 9:00 a.m. The appointment will be valid until the Board's first
meeting in December 2014.
ADJOURNMENT
There being no firrther business, Chairman White adjourned the Special Meeting at 1:11 p.m.
