2013-09-16 Special Meeting NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 32 SPECIAL MEETING,SEPTEMBER 16,2013 PAGE 711 ASSEMBLY The New Hanover County Board of Commissioners met for a Special Meeting with the Wrightsville Beach Board of Aldermen on Monday, September 16, 2013, at 6:30 p.m. in the Council Chambers at the Wrightsville Beach Town Hall, 321 Causeway Drive, Wrightsville Beach,North Carolina. Members present were: Chairman Woody White: Vice-Chair Beth Dawson; Commissioner Jonathan Barfield,Jr.: Commissioner Thomas Wolfe. Commissioner Brian M. Berger was absent. Staff members present were: County Attorney Wanda Copley; County Manager Chris Coudriet; Clerk to the Board Sheila L. Schult; Assistant County Managers Tim Burgess and Avril Pinder; Public and Legislative Affairs Manager Carey Ricks: and Shore Protection Coordinator Layton Bedsole. Wrightsville Beach members present were: Mayor David L. Cignotti; Mayor Pro Tem Bill Sisson: Alderman Susan Collins;Alderman Elizabeth King:and Alderman Danvl Mills. Wrightsville Beach staff members present were: Town Manager Tim Owens and Town Clerk Sylvia J. Holleman. Mayor Cignotti welcomed everyone present and announced that the purpose of the meeting was to allow Wrightsville Beach residents an opportunity to meet the County Commissioners and ask them questions. The following persons addressed the Board: • Sue Bullock, Holiday Inn Resort, requested the County begin finding lifeguards as has been done in the past. She voiced concerns about the impact pending increases to the flood insurance program will have on residents and requested the Board contact our congressional legislators. • Neal Briggi, West Henderson Street, voiced his concern on bridge construction and closures and the impact on traffic and requested the Board work closely with NCDOT. • Bill Roggi, Lees Cut Lane, requested the Board look at ways to connect the bike trails within the County through grants and finding when possible. • Lisa Weeks, Channel Drive, requested an update on the current beach nourishment projects, the fixture plan for Wrightsville Beach Elementary School and possible finding for Wrightsville Beach as was provided recently to Carolina Beach for their boardwalk. • Joe Priest, Water Street,requested an update on the amount of the County's current debt sei ice. • Zeke Partin, Lees Cut Lane, spoke on the opportunity the County has had to refired current bonds to save millions of dollars. She voiced her concern on the impact of removing the tax exempt status for municipal bonds will have on the County and encouraged the Board work with our Legislators to block that effort. • Mai-or Pro Tem Bill Sisson voiced his concern if the County is mandated to assume secondaiv road construction from the State and requested the Board work with our State Legislators and county association to raise opposition. ADJOURNMENT Mayor Cignotti expressed appreciation to the Commissioners and staff for meeting with the Wrightsville Beach residents.
