Chairman Weaver called the meeting to order at 4:00. The Chairman welcomed the group and each introduced themselves. The September 2013 meeting minutes were approved and the PWBC fund balance was noted at $7,131.98. The room occupancy tax fund balance as of 1 July 2013 was —$36.5M. Mr. O'Grady noted the balance would rise as the Mason Inlet Preservation Groups' individual five-year assessments were recouped. Next month's PWBC meeting will be held across the atrium in the Harrell Conference Room. Old Business: • The US Army Corps of Engineers (USACE)Wrightsville Beach (WB)fiscal year (FY)14 coastal storm damage reduction (CSDR) planning continues. • A preliminary project footprint has been developed (—Arrindale Street to Moores Inlet Drive). • A preliminary template volume has been estimated at [700,000 cubic yards (cy) placed]. • The Masonboro Inlet borrow area is again the planned sand source. • The target for advertised Plans and Specifications is October with a planned Notice to Proceed in mid-December. • The WB CSDR will be bundled with the Ocean Isle CSDR. • The cutterhead environmental dredging window is 15 Nov—30 Apr. • The Shallow Draft Inlet Reconnaissance continues. • The second status meeting was held on the 1 Oct 2013. • Land Mgt. Group has completed NC Division of Coastal Mgt. (NCDCM) and USACE file reviews. • A DRAFT Reconnaissance Report is anticipated by the end of October with a final in mid-December. • Tom Reeder(Director, NC Division of Water Resources) announced a 50/50 cost share by the Division with local participants seeking General Permit authorizations. o Individual Permit authorizations would be the full responsibility of each stakeholder. • The National Marine Fisheries Service(NMFS) has extended its public comment period for the proposed loggerhead critical habitat. • A third public hearing is anticipated along the Outer Banks region. • All comments to NMFS are now due 29 November 2013. • NC Beach Inlet Waterway Assoc. New Business: • FY14 WB CSDR. • US Dredging Fleet Availability. • As a result of"Sandy"; the US dredge fleet response in the northeast is likely to have an effect on FY14's competitive bids. • Jacksonville District USACE has advertised two dredging projects this fall and both were not awarded (+25% of the USACE estimate). • Environmental Windows. • There is concern that both WB and 0113 cannot be finished in this year's environmental window. • The USACE has considered a 15-month contract with two environmental windows. • A regulatory meeting was held in Morehead City on 3 October 2013 to discuss a potential one month extension in the spring through May 2014 and/or an early start in October 2014. • WB and 0113 prefer the project be done this winter with an extended spring 2014 window. • The agencies were willing to potentially consider an extended spring 2014 window of one month with caveats. • Likely additional resource monitoring. • No longer than a one month extension (May 31). • Cannot consider an early 2014 fall window at this time pending unknown summer turtle nesting numbers. Mr. Barbour noted Colonel Bakers' comments from the NCBIWA Board meeting earlier in the day. The Colonel feels the WB CSDR project will continue to progress adequately in spite of the DC dysfunction. • Kure Beach CSDR NHC Authorization. • Pre-application meeting is scheduled for 15 October. • Permitting approach mimics the successful Carolina Beach efforts. Ms.Swearinger asked if Kure Beach will have representation. Staff advised that John Batson has been invited and confirmed. • Request for Qualifications (RFQ), Shoreline Transects. • Interviews are scheduled for 16 Oct 2013. • Firms include: • Gahagan and Bryant • McKim and Creed • TI Consulting • Moffatt&Nichol Ms. Swearinger asked a potential cost range. Staff responded the first year would be more expensive due to the historical data compilation but that the ROT would be covering the cost. Once a firm is selected and the scope and fee negotiated, the PWBC will be updated. Chairman Weaver asked that Staff share the scope with the PWBC when available. Mr. Kellam asked if Figure 8 was included in the scope. Mr. Shuttleworth asked if a unit price by transect could be applied estimating a Figure 8 profiling program. Staff responded that the scope of work will be shared with the PWBC but the scope does not include Figure 8. Staff further responded that the survey contract's primary purpose is to meet each non-federal sponsors' annual shoreline surveying responsibilities as described in each Project Cooperation Agreement (PCA) between Wrightsville, Carolina, Kure and the USAGE. These three projects are US Congressionally authorized, publicly sponsored and publicly funded C SDR projects. • The USFW S has proposed listing the Red Knot(migratory shorebird) as threatened under the Endangered Species Act. • USFWS contact information was provided if members wished to comment on the proposed designation. • During seasonal migrations, inlets are resting and foraging areas; similar habitat uses as the piping plover. m rIPAVOW Ro DEr o, DEL FUEGO • Carolina Beach Reauthorization • The US House has passed WRRDA 2013 language. • The US House version is stricter than the Senate's language. • There is still an opportunity for revisions during Conference. Public Comment: Ms. Riley noted potential US Congressional movement to slow implementation of the BIGGERT —WATERS FLOOD INSURANCE REFORM ACT OF 2012. Mr. Kellam questioned NHC CBRA zones. Mr. Rogers responded that there were many errors in the initial maps and new errors in the proposed corrected maps. The designation does not stop development only federal financial contributions. "The legislation was implemented as part of a Department of the Interior(DOI)initiative to minimize loss of human life by discouraging development in high-risk areas, reduce wasteful expenditures of federal resources, and preserves the ecological integrity of areas Congress designates as a Coastal Barrier Resources System (CBRS) and Otherwise Protected Areas (OPAs).
