SPECIAL BUDGET DISCUSSION

ASSEMBLY
Complying with recessed meeting of July 2, 1962 the New Hanover County ,
Board of Commissioners met in Special Session for the purpose of considering the
Budget Requests for the next Fiscal Year 1462-1963 with the foliowing present: J. M.
Hall, JY'., Chairman John Van B. Metts, Jr. Peter H. Braak, Leon E. Broadhurst,
Er.nest R. Mayhan; County Attorney L. Bradford Tillery and County Auditor T. D. Love',Jr.?
(CALL TO ORDER -
The Chairman cailed the meeting to order and announced that the purpose was
to consider the Budget items proposed for the 1962-1963 Fiscal Year. He gave an ?
opportunity for any member to make suggestions as to how to proceed with the discussions.'
He suggested that the items in which the City of Wilmington and New Hanover County had
a joint mutual interest be decided on first so that definite conclusions might be drawn I
from the joint meeting for Monday, July lbth, at 11:00 A. N. in the City Council
Chambers. Nr. Metts observed that while Advertising was not properly a joint function,
it is true that groups or committees interested in various activities come before one
Body or the other and make a plea for assistance inferring that if one will go along wit
their request the other has promised to do likewise. He was of the opinion allocations
of the Advertising Fund be made, then stick to the allocations. The Chairman reminded
the Board that Advertising and Industrial Development were grouped together and couldz
not exceed a total of $50,000.00. He said that probable Industrial Development would,
require a minimum of $26,000.00. j?
? ADUERTISING ALLOCATIONS - After discussing the relative advertising merits of the various events pai&
out of the Advertising and Development Account, the following was agreed on as proper
for this year.
Azalea Festival Committee $3,500.00.
SENCBA 1,000.00 CAP Friendship Days 750.00
Wilmington Athletic Association (Including guards) 1,500.00
Chamber of Commes'ce (Advertising $5,353; Promotions $1,000) 6,353•00
SENCLand Development Association 1 100.00
State Ports Magazine 50.00
Fort Fisher: Centennial Committee $2,445•50 Net $2,000),
Restoration Committee $3,000.00 5,000.00 i
Court House Decorations 50.00 i

Mr. Metts offered the motion that the above allocations be made for the 1962-1963
, annual Fiscal Sudget, it was seconded by Mr. Braak.• Mr. Broadhurst said that he could
not go along with the allocation of $5,000.00 for Fort Fisher and voted against the motiol4.
The Chairman declared it carried by majority vote. ,

Ali the other items under County Aid were approved as recommended by the
Auditor with the following exceptions: Drag Line $5,000 instead of $2,400; Volunteer
Fire Departments $11,760.00 and Wilmington College $25,000 -? (estimated) but not more ,
than the $.05z'.
?COLORED LIBRARY -
The Red Cross Street Sranch of the Wilmington Public Library was briefly
discussed and as a result the Executive Secretary was instructed to report at the
next Budget meeting what they had done during the past years. (A resume of their
reports was made and given each B@ard Member.)

RECESS -
The Board,by unanimous common consent agreed to assemble again for considera-
tion of the Health and Weifare Departmentst Budgets at 8:00 P. M. in the Commissioner's
Room of the Court House and instructed the Executive Secretary to invite the Director
of both the Health and Wetfare Departments in for consultation, and recessed uni31
