CONUOCATION -
' The New Hanover County Board of Commissioners met in special session today
yyylin the Commissioners' Office of the County Court House at 12:00 otclock noon with the
Ilfollowing members in attendance: Chairman J. M. Hall, Jr., Commissioners Peter H. Braak, II
u Ernest R. Nayhan, and John Van B. Metts, Jr., and County Attorney L. Bradford Tillery.
?Commissioner L. E. Sroadhurst was unable to be present for the meeting.
?PURPOSE -
The Chalrman called the meeting to order and stated that the purpose of the i
called meeting was to consider the appointment of someone to serve the unexpired term of i
Register of Deeds left vacant by the sudden death of Robert L. Black, former Register
I of Deeds. ?i

,/WAIVER OF NOTICE -
The County Attorney advised the Board that it would be necessary to waive the
notice of a special meeting as provided by GS 153-8• Upon motion of Fir. Braak, seconded?
by Mr. Mayhan, the two days written notice required by the General Statutes was unani-
mously waived.
/APPOINTMENT -
The Chairman remarked that he supposed that each member of the Board had an
idea as to who should be appointed to complete the unexpired term and asked if there
were any nominations. Mr. Mayhan observed that the office of the Register of Deeds
is among the most important of public offices in this County. The office is charged
with the safe keeping of all public records pertaining to real estate conveyances,
vital statistics, birth certificates, marriage licenses and service discharges. The
public interests requires a high standard efficiency in performance of the duties of
this office. With her 34 years experfence.in the Register of Deeds office, I think
Miss Ada McCulloch's qualifications to serve in this capacity are better than anyone I
know and moved that she be appointed to serve out the unexpired term of the late Robert
L. Black, deceased. It was seconded by Mr. Braak and was unanimously passed. The
Chairman reported that Mr. Broadhurst had instructed him to cast an "aye" vote for him
and make the choice unanimous. .
? OATH OF OFFICE -
The Chairman summoned Miss McCulloch and advised .her of the appointment
which she accepted with gratitude and promised to fulfill those duties to the best of
her ab111ty. Miss Lois J. Ward, Deputy Clerk of the Superior Court, then administered I
the oath of office to Miss McCulloch after which each of the members of the Board greetec
her and thanked her for accepting the responsibility.
/RESOLUTION - NECROLOGY
Mr. Metts then offered a motion that the County Attorney be authorized to
draw a Resolution expressing the gratitude of the Board for the faithful performance
and devotion to duty of Mr. Robert L. Black and that a copy of the Resolution be spread
on the minutes of this meetinc and a copy sent to Nrs. Black. It was seconded by both ,
Ms. Braak and Mr. Mayhan and unanimously approved by the Board. j
WHEREAS, the citizens of New Hanover County learned with grief and shock
of the unexpected passing of Robert L. Black on November 10, 1962, and
WHEREAS, Nm. Black served with distinction in public life both as educator
and as Reyister of Deeds and was held in high affection and esteem by all who
came in contact with him.
N041, THEREFORE, BE IT RESOLVED that New Hanover County expresses its deep
sense of loss on the passing of Robert L. Black; that it extends its sympathy to
Mrs. Blac}c and the other members of the family in this time of bereavement; and
that a copy of this Resolution be spread upon the minutes of this meeting with
copies to be delivered to members of the family.
