ASSEMBLY - - A special'meeting of the Board was called by the Chairman by letter to each member on September-6th as required by-G. S. 153-8. Those present were: Chairman J.M. Hall, Jr., Commissioners Peter H. Braak-, Ernest R. Mayhan and John Van B. Metts, Jr. I Commissioner L. E. Broadhurst was out of town and unable to attend the meeting. ? PURPOSE - ' The Chairman explained that the meeting had been called for the purpose of ? accepting a Certificate of Appreciation from the U. S. Coast Guard in recognition of notable services which have assisted greatly in furthering the aims and the functions of the Coast Guard. INVOCATION - The Chairman called the meeting to order and requested the Executive Secretary ? W. G. Houck to give a prayer of invocation. PRESENTATION - Lt. Cmndr. L. W. Goddu, Jr., who is being transferred to Washington Headquarters, introduced LL. Cmndr. Joseph C. Fox, who will take over his duties locally and Captain Wallace L. Hancock, representing Rear Admiral Henry J. Wuensch, Cmndr. of the Fifth Coast Guard District. After a brief r_esume of his pleasant tour of duty while in this District, Cmndr. Goddu presented the Certificate of Appreciation by the U. S. Coast Guard to Chairman of the Board of County Commissioners James M. Hall, Jr., who'accepted it on behalf of the Board. He thanked Commander Goddu for the recognition and requested-that he transmit the ? appreciation to the Commandant of the Fifth Coast Guar'd District. RESOLUTION - Upon motion of Commissioner Peter H. Braak, the follor7ing Resolution was unani- mously adopted, after being seconded by Commissioner Erriest R. Mayhan and the Executive Secretary was instructed to make proper distribuLion of the copies: WHEREAS, the Commissioners of New Hanover County have learned Lt. Cmndr. L. W. Goddu, Jr., U. S. Coast Guard is being transferred from Wilmington and therefore will be relieved of his duties of Captain of the Port of Wilmington, N. C. and Officer in charge of Marine Inspection, Wilmington, N. C. and WHERFAS, the Commissioners of New Hanover County recognize the outstanding con- tributions which Mr. Goddu has made to New Hanover County and the excellent manner in which he has conducted the affairs of his office. NOW, THEREFORE, BE IT RESOLVED that this Board extend its heartfelt good wishes ? to him in his new assignment at Coast Guard HeadquarLers, Washington, D. C. and expresses its appreciation to him for his compiete cooperation in ali matters deai- -ing with the Coast Guard in New Hanover County and as a token of their appreciation do hereby direct that a copy of this Resolution be spread upon the official minutes of New Hanover County and that a copy be delivered to Lt. Cmndr. L. W. Goddu, Jr., U. S. Coast Guard, and a copy forwarded to the Commandant, U. S. Coast Guard, Washington, D. C. This the 13th day of September, 1963• IS/ 1. M. Hall. Jr. Chairman J.
