Ha11,Jr.,Chairman and Comm.i.ssioners Frnest R. Muyhan, L. E. Broadhurst, James E. Holton,Jr., Berry A. Nilliams, John Bright Hill, County Attorney and T. D. Love County Auditor. • , The meeting was opened with prayer bq the Reverend M. C. Dunn, Pastor of Trinity Methodist Church. Copies of the minutes of ineeting of September 30, 1957, having previously been mailed to each member of the Board, the same were upon motion of Mr. Mayhan, seconded by Mr. Broadhurst, approved. A request of Mr. W. E. Haddison, 4210 Peachtree Street to have a ditch cleaned wt that runs thru the block from ' Peachtree Street to the Nex Highway at Winter Park, which he said has been cleaned out by the County in the past, was referred back to Mr. Dave Rivenbark for rechecking. Mr. Ivuis T. Moore, Chairman of the New Hanover County Historical Commisaion presented himself before the Hoard - and requested permiasion to publicly ti+ish Mr. Woody a fond farewell on this his last meeting before retirement, Ny oti?-' "notl, said he, "like telling him" goodbqe9"and then putting him on the shel£ and forgetting his maW devoted hours of service rendered this County ao faithfully, and s man this County should not forget" He then presented Mr. N. H. McGirt, vho was 'Chairman of the Board of County Comnissioners at the time Mr. Woody was appointed Clerk to the Board in 1916. He reminded us that Mr. Iroody had served this County for 41 years in an ' efficient and loyal capacity. Many times difl he prove his ability and integrity of character in trying times.•Re mentioned several occasions when his advice and good common sense proved of valuable and unusual assistance in solving the difficulties. "He has more common senae°and poise than the President of the U.S,A" , he said. •• Mrl, J. M. Ha11,Jr., Chairman of the Board of Commissioners then thanked Mr. Woody for the cooperation and friend3y way he, Mr. Woody, had handled the office of FScecutive Secretary. Mr. Hall then presented Mr. Woodq a complete • fishing outfit on behalf of the Board in appreciation, saying,"These are the implements of the trade, which Mr. - Woody intends to follow," He instructed that this record be inaerted in the minutes of this meeting. A1r. Woody - very graciously t4tanked the Board for the fishing outfit'and remarked that during his long experience there had • been mar?y strangers come into his life, hut after learning to know thea, he always found them to be fine upright, men. He closed with the remark that "sometimes there had been unpleasant taklcs to perform, but that it took•a little of the bitter to make the sweet seem saeeter.", and thqt his 41 years had been a very pleasant experience. • . . ? ?? Mrs. Alice Strickland, FScecutive Secretary of SENCBA, appeared to invite the Cormnissioners tb attend a meeting C4"Y\1 of the Governing Bodiea of the Area to discuss damage done by the recent high tides and wind, with the view of securing help thru Civil Defense for rehabilitation work in the areas. Ns. T. D. Love, County Auditor and Tax Supervisor reported on his attendance upon the recebt Annual meeting of the National Association of Assessing • Officers in ?allas, Texas. He urged a prompt start on our Rsvaluation work toward getting the figures on our •-Tpfp?w Tax Hooks and to determine the percentage of values to be used for t,axes in the preparation of the Yax Books for next year, and to that end the Board extended an invitAtion to the Mayore and other representatives o£ our Muni-• ? cipalaties, Wilmington CoLj.ege, Board of Fducation, Chamber of Commerce, lJilmington Real Estate Board and N,r?4 Henry Lewis, Assistant Director of the Institute of Government to meet with us at 11:30 A. M. Monday week, Oct- tober 21, to discusa the matter. ' Upon motion of Mr. Mayhan, seconded by Mr. Broadhurst, the Board on recomnendation of the Chairman, authorized ,? ' the payment of $800.00 out of the Ffiergency Flmd to Henry Von Oesen Associates Consulting Ehgineers, on a•par- ;/•-,-r ,tial payment basis for the services rendered in the preparation of Plans and Specifications for Air Conditioning• , the Court House under agreement of April 1955, which•was later held up pending adjuatment of certain Funda needed to go thru with the proJect. And, to delete arly agreement for the proposed survey to determine the requirement for a boiler at Community Hospital. /The Chairman reported second Hoiler at the Community Hospital had failed and he had employed the Wilmington Iron Works and Mr. George A. Moore to put the same back in operation, and had aecured an electric heater tQ take care {?6?P• ?.of the sitvation in the meantime. Upon motion of Mr.•Holton, seconded byrMr. Broadhurst,•the Board confirmed and• \approved the action of the Chairman in taking care of the situation. Upon motion of Mr. Holton, instructions were given to explore the possibilities of correcting the heating system at the Community Hospital from cosl to oil or gas, feeling that gas would be cheaper and less maintenance cost. ??'OjP• The Clerk was instructed to get information on type of fliel for heating the boiler, installation and maintenance. A letter concerning the important information with•reference to eatablishment of places for County Govertunent•to•(?,Vwj?? continue to fluiction under conditions of possible disaster was received from General Edward F. Griffin, Director• of the State Covncil of Civil Defense and filed for reference. . ?i A communication offering the services of the Chamber of Commerce Tax Committee on tax problems and to confer xith 'Lhh".,Go-- local authorities upon anp matter which might uarrant auch action, was received from Mr. C. M. Harrington, Chairman,e,&"""' _ of the Tax Committee xith appreciation,and to be given notice of the meeting acheduled for 11:30 A.M., Momday October -77 21, 1957. f A report of the Grand Jury for the September 1957 Criminal Term of Court was read by the Chairman and comment on their recommendations as to the Sheriff's Department was deferred until such time the same has been investigated. Mr. Holton asked the Sheriff, who was present at the meeting, if any demand or request for relief or additional ' help had been made on the Hoard by him. He, The SheriSf, replied "No". An invitation was received from Major William E. Smith, Infantry Unit Advisor, U. S. Aiv;y Advisor Group (USAR),N. ?n " to'attend a parade honoring the retirement of Major Francis G. Moffitt at 8:45 A. M., Monday, October 24, 1957 at the New Hanover High School parade grounds at 13th and Ann Streets. ,,, ? iA letter of appreciation and thahks was received from Mr. Frederick F. Shoemaker, Rte. // 2, Box # 122, for the workm performed by Mr. A. H. Seauell, Veterans' Service Officer, i.n obtaining a nsvy pension for him, a nev-comer to North Carolina. "He rendered auch wonderflil cooperation and asaistance. I tru]y could never have obtained this pension by my own effort alone, and I am most grateflil to you in f1u'nishinB auch caPable assistsnce,° he said. A pr 1 86 Meeting October 7, 1957 - Continued Payment of $4,900.00 was received from t,'he Hartford Steam Boiler Inapection and Insurance Compaiy in setllement o£ claim for loas caused by an accident to boiler at Community Hospital on or about 6pri1 20, 1957. This was turned over ? to the County Auditor for proper credit to be appropriated to Coamrunity Hosbital boiler expense. P. R. Reese, Communitq Hospital Administrator, appeared to report..second boiler trouble at the Hospital, Saturdaq and no steam in the Institution. He also complained about the pumpa not fltnctioning proper]y an(i inadequate water lines to flurnish sufficient water supply to the Hospital. Instructions were given to confer wSth the proper Citq Water Dep- artment authorities about running a larger line to the meter and aecure necessary information and estimates on Y." line from meter into the Hospital and such other information necessary to correct the aituation. Mr. Holton asked about the progress of the new Hoapita,l Board, and feels that they should come up in a reasonsble time with their recommendations. Upon motion, the Hoard congratulated Commissionera Mayhan, Williams and P. M. D. Campbsll nresented a complsint to the Board about the a5'sessed valuation placed on some property he owned on the east side of 9th street b3tvieer Stran and Nixnn in Block # 328. It is notay on the tax booics at $4,500 for the , dwellings and $1,000 for the'iotN. He thought that a more•equitabls figure for the tr,o was $4,000 but certainly not more than $L„ 500 for both. It was brought out that the original assossed valuation placed on,the propetty vras $6)500 and that an adjustment of $2,000 had been mcide after investigntion and considering the aroa and the fact that because / L,
