Cou"ty over the 29 years as Health Officer aTd'that -the--same be spread upo*+ the mi^utes
of this Board.
? The fol].owing stateme-t was prese-ted by Bir. Davis v^ho moved its adoption, a-d was seco-ded
by Mr. 0'Shields a"d ordered recorded;.in the mi-utes:
RE* F00D TAX EXFMPTION For some time there has been rumored that the prese-t State Legislature would be asked to
elimi-ate some, if -ot aill of the prese-t tax exemptions«Ir his speech last Wed-esday
beYore the Assembly, Gover-or Scott made me-tio^ of the fact tha,t, "..It is obvious that
more mo-ey will be -ecessary to meet -ew ?-d co^ti^uirg ^eeds, but I am hopeful that this
ca^ be accomplished i^ large measure by a^ticipated i^crease in reve-ues, by removal of
certai^ tax er.emptio"s ... a^d more u-iform collections.^"
You will ^otice, ge^tleme-, that the Governor specifical7.y me^tioned "...the removal of
certai^ tax er.emptio^s.t0
, how, following this thought further, it has beer stated by a^umber of u^official sources
• that amorg the exemptio-s that some wou]d 1_ike to see elimi^ated is the tax exemptio" on
' food for home co^sumptio^. T?otPiing, official has bee- said regardi-g this specific situatio^,
but where there.-is so much talk about a certai^ thing, as there is about the elimiratio^ of
the er,emptio^ of the tax or food for home co^sumption., it behooves all of us to give serious
co^sideratio^ to the talk.
• We are all aviare of the prese-t high cost of food. NJe are also a.ware that ma-y families
everywhere, but particularly i^ our ovi- cou^ty, are hard pressed to fi-d e-ough mo"ey to
pay their pres9^t grocery bills, a^d in some cases families must go without certain foods
because they ire u^able fi^a-cia7ly to purcha_se certai- food items because of the cost.
Now if the tax is put on food for home consumptio- , it vaill mea^ that dome will have to
go without ma-y of the food items they are buyingr a,^d still others will be forced to cut
down on peThaps the very -ecessary food items. In other vrords, a tax o- food for home
co"sumptior would tend to work a hardship on our citize^s, a hardship which seems totally
un^ecessary .
VJhile ruthing official has been stated alo-g this line of thi^k1ng, i^ my opi^io-, it is not
too early for this Board to make clear its feeli*+gs o- the subject of a^y move to remove the
- tax exemptSo- or food for home corsumptior. I thi-k we should clearly ard without equivbcatio+^
go or record as bei-g opposed to a-y such er.emption elimi-atio*+. I^ the eve"t this exemptio-
is not referred to i^ the State Assembly, we vJi12 have at least do^e our .part 1^ the
protectio^ of the people we represert; and, i^ the eve-t it is proposed, we will be o- record
as opposi+^g any such move.
With these thoughts i^ mind, I ask that this Board, as of today, go o- record as bei^g opposed
to the renoval of the State of PTorth Carolina Tax Exemptio^ o^ Food for home corsumptio-+, a-d
in the event that it is proposed, this oppositio^ be forv, arded to our Represe-tatlves in
the State Assembly.
