The meeting was opened aith prayer by the Reerend Herman Winberry, Pastoi of VJinter Park
Methodist Church.
?-/Mr. D. D. Baggett Cour=ty Farm Agent presented his report for Decembert and L4r. Howell who will
ei:ter upon his duties as assistant Agent.

assistant Home Agent. Peyment of $6.64 for artic+es purchased b; the co•ored agent for
demonstrations and office supplies was approved for paymer.t.
A report of the Veteraxis' Service Officer for D`cember was received and filed.
Jgr. James B. Swails appeared on behalf of the locat E3ar Association to present a proposed act
Ao;e-the Boards approva, to estab,ish a i.aw Library for the public officials ar:d courts in
ivew Hanover County to be finar,ce3 by ar, additional fifty cents to be taxed as costs in each
and every crimii.al case, and each and every civil case wherein fina, disposition of said case
is made by tria• or otherwise in the Superior or,Recorders Courtsg except in such casea in
which the County is ad3udged to pay a,+ the costs. The ir.itia, costf it was said, would be

Messrs Junfus Counci" , Beery ft??.iams ar.d Grissoii A+len, representing the Junior Chamber of
Commerce, appeared to urge the Board to reconsider its action of.December 22, 1952t to
postpone revaiuation of property for two qears, and insisted that revaluation was needed to
obtain equa,ization of assessments. The matter was discussed at length, and Mr. 0'Shlelds
moved that the Board recorisider Mr. Trask's'motion of December 229 to postpone revaluation
for two years, his motion was seconded by Mr. 7ove, but when t5r. Trask and B4r.'Davia voted
against his motion, the Chairman stated that it was hls feeling that a two year postponement
was r,ot too long a period, based on past experiances, aud therefore •et it stand on the
origirz, motion.
Bfir. H. E. DeHart, Chief oP the winter Park Fire Protective Association appeared for a
oariPication of the obligations of his Association to rer.der service outside his territory.

that Volunteer Fire Departments are not required to go outside their areas to serve thise•who
have not qualified, excapt as set-up in the contract.

The Chairman told the Board he had dec'vined to approve a buria" permit submitted by John H. Shs?ws'

?" reason it did not appear to be an indigent case. His action met with the approva+ of ihe Board.
No ob3ections were iidicated by the Board to the app'ication of Herbert E. Bohanon for a State
k6- Permit to sel• beer at i16 S. Front Street.
' ? Upon motior, of L3r. Trask$xseconded by Dur. I,ove, the Board authorized and directed the preparation
,?of a bi]., that would give the Commissioners authority to fix fees in the Realster of Deeds Office
and probate fees in the office of the C•erk of the Superior Court.

bui"dingsg or buildings and +and, Old Red Cross Sanatorium property, he,submitted at meeting .
of December 29t He stated he Pras 3nfozmed the Board would not ask for further bidsg and would
?j agcept the bids submitted by himself ax.d Mr: Daniels. However it was the action of the Boa.rd
-/ that the bids receined be taken under consideratior,. After due consideration vias given, the
Board exercised its authority and rejected all tiids submitted, finding, that in its opinion, `
the buildings were worth more tliar: offered in said bids,and ordered that the same be re-advertised
for sale by sesled bids to be received '10:00 o'clock A.DG.? January ?9> '1953• .
