The Chairman reported ., on his attendance upon the annusl meeting of the State Association of County Commissioners at Asheville June 22, through the 24, as s most satisfactory coverage o£ things important to us, among which were: " Lecture by Mr. Henry Lewis on 1953 Acts, amendments and repeals. Dr. Elen Winston, Welfare Administration; State Assistance to T.B.Hospitals. 1953 Sessional Iawe pertaining to the spending of money in our hands-investing'surplus funds in Government boxds, pre-numbering warrants covering payments through the Recordera Court. I3ability insurance, not needed except in certain cases when required. Election Lawe: Qualifications to vote, regiatration under the new law, voting machines an3 office holders. Asseseing new property and buildings. Health laws and Electrical Inspector's Permit for tax purposes; Conservation and Development aerial,maps. Dog vaccinetion-ownere , get no credit on taxea because of the cost of vaccination expense: Statute of limitations barring ten year old • taxes, repeal, not retroactive. Henry Lewis said delinquent taxes , two qears and over placeJn General FUnd. Ten Districts enlarged to Fourteen, six counties in Third District; only three Counties in our district repreaented at the meeting, Third District will be represented at Wrightsville Beach thia coming year, and a Iadies' program was proposed. Mrs. Horton was chosen to be Chairman of the Isdiea Entertainment Committee. With a little , personal effort it is believed next year will be the best yet held. Welfare group will call a meeting before September and will visit each county. Sa,ith was increased to $3,000.00 to equalize the same with assessments on ad3acent land and to correct an error, for the year 1953. W. A. McIntpre, Lumberton, N. C., asked for a refluid of taxFS paid on a valuation of $300.00 personal property exemption on household goods at Wrightsville Beach for 1952, claimed by his wife. The request was declined for the reason he claimed a personal property exemption in Robeson County £or 1952, and according to law the household is entitled to only one exemp$ion. Mr. H. R. Fhssell, Pt. Farm 53 Winter Park Heights, his request that the $300.00 assessment on land be reduced te °,6150:U0 was declined . as it was found that it ie assesaed in line with other property in that vicinity. W. A. Spencer, request for a reduction of the assessment of $1,000,00 on tracta'2 and 3 5pencer land, Cape Fear township, approximately QJ- acres, was deelined. It was found that the said land was assessed in line with surrounding lands. ' Miss Mamie Silverman, lot 34 Country Club Terrace. $6,000.00 assessment on house was reduced to $5,000.00 to equalize the assessment with that on other similar buildings. Mrs. Ary`Herring, lots 9 through 16, Atlantic Uiew, near Babies' Hospital, Wrightsville Sound. Asked for a reductio{i of assessment account of part of some of the lots were included in the right of way of the new highway. It uas found that the lots were increased in value b,y reason of the nex highway, suffi-cient to off-set aqy loss of value of lots taken by the highway. " • Seventh Day Adventiet Church, Pt. lota 5 and 6 Weeks Division, was granted an abatement of taxes on a valuation of $1,250.00 account of property used exclusively for Church purposes, and the same was ordered placed on the' - Tax Free list. Mr. H. A. Marks, President of the Comraunity Council appeared with Dr. B. Frank Hall and Mrs. Herbert Bluethenthal, members of the Gouncil, to vrge the Commissioners to contirrue relief appropriations to be disbursed ?-S,g through the Welfare.Department to take care of cases heretofore handled by Associated Charities, in t>,p? vi.ew of the Board's action to discontirrue relief appropriations to Associated Charities after June 30, 1953. Mr. Horton said that in his opinion families migrating here from-mther counties have taken advantage of our relief policies. Duplication of assistance, 90% are annual.habitual recipients and large majority not deserving and should be back in the Churches name for christian betterment. A letter uas received from the Ogden Volunteer Fire Department advising it would cost from $250.00 to 0300.00 to place the Jeep loaned to them in operating corriition, and it vould not justify them to s,pend that amount of money on it for its use for only a year, ami asked the County to sell it to them. Thereupon Mr. Love moved and it was seconded by hs. Davis and carried; that in oonsideration of the said,.Jeep being used in connection with the County-Volunteer Fire Departmenta Cooperative Program, the said Jeep be given to trie Ogden Volunteer Fire Department so long as it is uaed by their Department in connection with their fire fighting equipment, but when it ceases to be used as such the to revert to the County. • k e4 The following order of appointment of Mr.Tkiadddus D. Holland, Harnett townahip, was granted an abetement of poll taxes and not liated penalty charged against lot part of McClelland, for the year 1952, for the reason the same was left o£f his list by the tax listers in error and poll charged twice. Upon motion of Mr. Davis, seconded by Mr. Love, the recommendation of the Tax Assessors to reduce the $9,000,00 assessment on buildings charged against Dr. E. C. Anderson, block 114 to $7,500.00 for the year 1953, which was continued from meeting of June 25, 1953, was approved. The tank trailer the County loaned the Wrightsboro Volunteer Fire Department several months ago to supplement ? their fire fighting equipnent, was upon motion of Mr. Trask, seconded by Mr. Davis, sold to them for use in -- ?'? connection with their fire fighting equipment at a price of $20.00. It being understood and agreed by Mr. E. 8.,, Wright, Assistant Chief, the County will be given first opportunity to re-purchase the same at the same price in the event they should decide to dispose of it in the future. , Upon motion of Mr. Love, seconded by Mr. Davis, the Board approved and directed the payment of $2200.00 initial payment to the N?yrtle Grove Volunteer Fire Departanent on recommendation of the Fire Inspection Committee that they _. ? have acquired sufficient fire fighting equipment to meet the requirements. Davis, Health Officer, advising that the opinion of the State ?oard of Health is being sought to determine if mosqui4,o control is a necessary health department function, it being his opinion at present that inasmuch as mosquitos are important potential disease vectors a program for their control must be under the Health Department. Further discussion on the matter was deferred, at his request, until information on the question is received from the State Board of Health. ,
