HomeMy WebLinkAbout1954-05-03 Regular Meeting1 509 Meeting of April 26, 1954, continued. : A sketch of a proposed emblem for installing on the side to the entrance to Hugh MacRae Park was presented by the Chairman, bearing the motto, "Progress ghrough Cooperation", with an azalea blossom in the center encircled by a cross section of County Activities and interests = Agriculture, Industry,. Schools and Churches, Beach Resorts and Port Shipping. The emblem could also be used ori our stationery and envelopes by* mearis of a small seal fit-in attachment tb our postage star!p machine as an advertisement feature, and the possibility of adopting the same as the County's official seal, he suggested. " As to the suggestion of adopting the emblem as a county seal to replade the present seal, Mr. O'Shields moved and it was seconded by Mr. Davis to postpone the same for further consi3eration. Thereupon, Mr. Horton named Mr. O'Shields and Mr. llavis i.o look into the matter of adopting the sAme as the County's seal and report back to the fioard. Mr. O'Shields said, he would not accept'the appointment to take that responsibility, but would gi.ve his personal opinion on it. Mr. Davis said, he wnuld have to give it more ; thought before replauing the present seal, but thought the emblem good from a standpoint of advertisirg. ? It was brought to the attention that a number of complaints have been made of the removal o£ shrubbery ?,?'?`? /from family plots at the County's Oak Grove Cementery. Some £amilies have enclosed plots which if were left up to the County could be put in con3ition for maintenance in a better way, and to that end the matter was referred to the County Attorney as to our lagal status. The Chairman announce5 that we have $2,300.00 in the 1953 dog tax fiind, and asked if we shall go along with • C/ the Dog Warden Progrem, stating we have a bw lding at the old Red Cross•Sanatorium site, and with the erection (?hkm? of a fence around the premises , would be suitable for a dog pound. Thereupon 14r. Davis moved and Lt was seconde3 by Mr. O'Shields and cari'ied, that we start the machinery in motion to employ a dog warden and ( start the program of picking-up stray dogs in the £ight against rabies for the comi.ng swamer months. A meeting of the New Hanover County Volunteer Fire Departments at Winter Park is scheduled for 8:00 P.M,, Tuesday 27th, w" announced. The regular meeting was then adjourned and the Commissioners as the Board of Equalization and Review met to wind-up its work on the following cases which were pending from the last meeting: 3,,. The assessnents were compared with other similar apartment tnzildings and discussed witg their Attorney at length, but no change iri assessments were made at this time. With reference to the use of the emblem for advertising purposes or adoption as the County's seal, which the Chairman presented to the Board at the last meeting, was again brought up and discussed. Mr. O'Shields expresse3 his feelings in the matter to the effect, the primary purpose of the seal is not to exploit its use for advertising schemes, but the emblem or design in question, could be appropriately used for advertising purposes, but objected to its uae to replace the County seal, and referred to the dignity and simplicity of the gresent old seal and £elt it-shonld not be changed. Before taking ar?y action as to its possible use it was requeated that total cost of designing the emblem, proposed fit-in attachment to the postage stamp machine for advertising etc., be secured and sulami.tted to the Baerd at the nexte meeting. • ? A letter of reply to Mr. John A. Westbrook, Airport Manager, from National Airlines was received concerning the cancellation of a north and a south bound flight through Wi]mington, ef£ective D^ay 1,-said the Confair equiFanent with which they have been serving Wilmington since last fall is quite expensive to operate and the additional business they hoped to develop had not materialized. 2'tie Board having written the Airline to have their representative call on us concerning this matter, a reply this week is expected. A petition of eighteen property owners asking that old car line road which runs from Hinton Avenue to Sebrill Avenue in Seagate, Harnett township, on which six houses are located, be added to the County Highway 5ystem for State Maintenance, was received and upon motion of Mr. Love, seconde3 by Mr. 0'Shields, approved and referred to the State Highway and Public Works Comnission for m nsideration. . Upon motion of Mr. Lave, seconded by Mr. Davis, the Board suthorized the sale of tax foreclosure lot in block #119, 33 X 132 feet in size, next to the SW corner of Sth and Ann Sts., to the Ephesus Seventy-Day ? Adventist Church for $500.00. Also, upon motion of Mr. Love, secon3ed by Mr. Trask, approved and authorized the sale of tax foreclosure lots 6 and 7 in bloclc 30, Carolina Place to G. Dudley Humphrey, Trustee for a price of $1,000.00. All of above subject to approval by the City Council'. The Chairman and Clerk of this Board are hereby authorized and directed to execute deeds in the name of the County transferring the above mentioned lots or parcels of land to the said purchasers upon approval of the sale by the City and payment of the purchase price. An audit report of the ABC Board prepared by J. Neveland Brand, CPA., for the nine months period ending March 31, 1954,,was received. The following census report of John C. Easterling, Secretary o£ the Local Government Commission at Raleigh, for signature, Ahursday,April 29, ? for delivery to the purchaser, which concludes the $2,993,000.00 school bond issue authorized by the Bond Election of May 312 1952. An invitation was received from Henry J. Wt?yte, Hospital'Administrator, to visit Community Hospital during National Hospital Week, May 9, through the 15th. They crill have their o££icial program on Friday May 14th at ? 8:15 P.M., he advised. qD No objections were raised by the Board to the Unitad States Engineers granting the State Highway and Public viD Works Commission permission to construct a fixed bridge across the Cape Fear River at Tarheel Ferry, Bladen - County, from a standpoint of navigation. A copy o£ the minutes of the meeting of the Board of 1rustees of Community Hospital for December 16,1953, were received and filed. A copy of Constitution and Hy-I.aws adopted by the New Hanover County Rural riremen's Association, April 29,1954, was received. A copy of the 1953 annual peport of the New Hanover County Agricultural Stabilization and Conservation, ?was received and fsled. ? ?March report of the Conaolidated Board of Health, and Airport cash receipts for April 26, and 30, were _OLreceived and filed. /Mr. Sam Blake appeared to aslc for an apgrop"ristion'to help meet an outstanding balance of $1,300.00 ?lot indebtedness for Dredging Carolina Beach Inlet. He said the Inlet-is maintaining its channel depth an3 is entirely satisfactory. N,r. Blake told the Board their funds ran-out when within 200 feet of completion of the project and he borrosed $1,300.00 from the Bank of Carolina Beach to complete the job, same to be repaid out of private subscriptions pledged. Only $10.00 of the amount pledged has been collected, and therefore appealed to the Board £or help. It was suggested that the County appropriate $500.00 toward the indebtedness if•the Town of Carolina Beach would give a li.ke amount. However, after discussion Mr. Blake was asked to see what he could do toward raising the funds and come back with his report at a subsequent meeting. a Mr. Horton reported Mr. Harry McGirt, Tax Assessor, sick at James Walker Hospital. Petellis, 2838 Sout4t Firont Street again appeared to complain of the increase in hls? real estate and personal property taxes, was asked to secure a ststement of his listings over the period complained of and the Board will correct ariy error that may appear in it. A letter was receive3 from the office of National Airlines, Niami, Fla., in replyto our protest concerning their curtailment of National's flipkits in and out of Wilmington, advising that Mr. Morris their Vice President, ?? has been out of his of£ice, and will be away for possib],y another week, but our letter would receive his 1r immediate attention upon his return. In this connection the Chairman announced that Piedmont Air;i.nes had provided an additional flight last month and will add another on the 16th of this month, which ti•rill, in some way; compensate for curtailment of flights by National. White a member of the lJecr Hanover County Fire.Inspection Committee and approves by the said Committee, was upon motion of Mr. Thurston C. Davis, seconded by P9r. Claud 0'Shields, adopted: Be it hereby Resolved that the New Hanover County Board of Commissioners designate the following defined two districts, in order that these districts may oomply with the B41eti.n issued by the Idorth Carolina Fire Insurance Rating Bureau on "Community Fire Defenses for Communities not having a 9tandard Water Works System" (Feby 1932) to receive credit approval`by0 the Aorth Carolina Fire Insurance Rating Bureau under the provisions of the above Bulletin.
