With reference to the manner in which bids for the purchase for a tractor £or the airport was handled ?' following the action o£ the Board at meeting of April 26, 1954, T'r• 0'Shields expressed himself as feeling. that no complications should arrise in the awarding of bids in the flzture. To keep down any complications, " the wording of bids should be clear and thorough, and corrections, if any, be made before advertising. The Chairman announced that Mr. and N,rs. Bryan Russ, former patients at Jokn C. Wessell 14iberculosis Sanatorium, who'-were sent to the State Senatorium at McCain, and who left there without being discharged with the hope of being re-admitted to our T.B.Hospital, were place3_in Black Mountain Sanatorium May 27, 1954. A letter was received from hfrs.Rosalie P. Owens, Secretary of the Band Parents Club thanking the Board for its help in making it possible for the Wilmington Junior Hi Band to get uniforms this year, which, she said - ? they have really enjoyed . Upon motion of Nr. Love, seconded by Mr. Trask, an appropriation of $100.00 was granted the.Florence Crittenton Home, Charlotte, N. A communication was received from the County Insurance Committee recommending extended coverage insurance 1 on all of the County Buildings, and advised that in accrodance with imsti'uctions have bound insurance and/or additional insurance on the following buildings: N,ain Airport Terminal -$160,000.00, Control Tower ? $25,000.00, in the Home Insurance Company; New Section of Court House $100,000.00, Old Section of Court House $50,000.00 in the Worcester N,utual Insurance Company. From the preliminary check they £elt that the ' contents of the Court House are grossly underinsured, and possibly,contents of some of the other buildings, • and no coverage on caluable records. •_ ? A letter was received from 14r. T. A. Early, Inspector o£ Correctional Institutions, complaining of the over- crowded.co rrlitions of the Jail and no room and segregation facilities,for isolating three negro juveniles confined in the jail axaiting trial by or3er of the Judge Presiding 14ay Criminal Term, Superior Court. ---? The Three negro boys, one aged 14 and two aged 15, referred to, were being held in jail temporary because of the charge against them until :their cases could be reached. No one could reach a true picture of conditions on one or first visit. At least a years study of the matter should be made. We 3on't have the funds to enlarge the jail at this time or to provide other quarters than we have. The jail is approved by the Federal Authorities and we are doing the best we can to meet requirements. Instructions were given to reply to his 3etter along the lines herein given. The Chairman announced final meeting and arrangeayents for the State Association of County Commissioners and Ut,County Accountants at Wrightsville Beach August 15th through the 18th, and outlined the program which will be maileci out first week in July. He told the Doard the Iadies Program will be a high light on this years program and our Board has been ear-marked to handle it. The Governor will send four representatives to discuss the Segregation question, school budget etc., and all will then assemtile to prepare recommendations to the Legislature. Commissioners Horton, Davis and Trask were assigned the responsibility to provide necessary reservations for the convention in addition to hotel rooms. Mr.'O'Shields will be Master of Ceremonies. Mr. Inve Rules and Regulations. Mrs. I,ouise Love, tdrs. Horton and the wives of the CoTmnissioners will take care of the Ladies Entertaimnent. A letter was received from Mr. L.C.Amos, President of the State Association of County Commissioners advising he had called I-1rs. Ellington of the Ocean Terrace Hotel for a reservation, an3 she was kind enough to accept them even though she only had nine rooms not yet reserved and suggested that we set-up some reservation pool as early ' as possible in order that reservations coming in from all over the State may be properly handled. ?Upon motion of :r. Davis, seconded by Mr. Love, no objections were irr3icated by the Board to the Civil Aeronautics , Administration renewing its lease for the use of the.Instr.ument Landing System Sites License at the Airport for ? period beginning with July 1,1954, and ending June 30, 1955, under the terms of its contract 1Vo. C2ca- 2333-A and Supplement No. 1 thereto. A letter was receive3 from Governor Wm.3.Umstead, advising that he has called a Civil Defense Conference to be held in Ra.leigh, at the Sir Walter Hotel, at 10:30 a.m. on Thursday,June lOth and 'urged attendance of this important meeting, believing it will be helpful and that it is necessary to further the development of a sound, effective Civil Defense Program in North Carolina. ' A request of Ilir. William G. Sroadfoot,Jr., Chairman of Agrmcultural CoTmnittee Finance, £or an appropriation of $1,000.00 to help finance the annual Junior Dairy Cattle Show and Fat Stock Show and other agriculture promotion activities of the Committee, was received for consideration during the preparation of the budget, A petition of eighteen property owners to pave Carlton Avenue in Cape Fear Township iahich runs from US 117 west P_5 to connect with the southwest end of paved road, Newtons Iane, was upon motion of ",r. Davis, seconded by Mr.Love, ? approved and referred to the State Highway and Public Works Cormnission for consideration. Mr. Trask raiseci the question that the petitioners were providing only a 50 foot right-of-t•ray, iahereas the State required 60 feet, and did not believe the same would be approved by the State on that basis. In order to avoid future controversy over that matter, Ns. O'Shields asked that we secure a ruling from the State Highway Commission on that question. Love, the Board, on order of the Court, suthorized the payment of $250.00 each, for services rendered the Defendent by Attorneys David 5inclair and Elbert A. Brown, appointed by the Honorable Clifton L. WHEREAS, at a joint session of the Board of Fducation of New Hanover County and the County Commissioners of New Hanover County held in Wilmington, North Carolina, on the first day of June, 1954, t1'ie following resolution was upon motion of Mr. Trask, seconded by i•Sr. Ianep, psssed: "In view of the Supreme Court's decision reversing sll previous rulinga on segregation in the schools - decisions that for the past fifty years have been repeatedly upheld by ahte, non-political justices of this same Court - and in view, also, of the desire among a great majority of both our Negro and White.citizens to retain the present system of equal but separate school facilities where students of each race may receive more attention and learn more readily and profoundly from teachers o£ their own race, we therefore urge the Governor of North Carolina to recommerd such legislation as may be necessary to maintain our present system of segregated but equal schools in this 3tate. The meeting was opened with prayer by the Reverend Stanleigh Jenkins, Pastor o£ the Church o£ the Good Shepard, (Episcopal). ' Copies of the minutes of ineeting of June 1, 1954, having previously been mailed to each member of the Board, the same were upon motion of A9r, O'Shields, seconded by Mr. Love, approved. Mrs. Alice Strickland, Manager of Carolina Beach, appeared with a delegation of ladies following a meeting of the group at Carolina Beach which included members of the United Daughters of the Confederacy, Ocean Garden Club and others, to request the Commissioners to clear-off and plow the "Hattle Acre" ground surface.at Fort Fisher, ?remove all roots and square-off rocks inside the fenced area and add sufficient top soil preparatory to planting flowers, grass and shrubs for the beautification of the area. The Ocean Garden Club having agreed to beautify the grounds with funds allotted to them by the State UDCs after the ground is in proper corriition, and continue such service there,in accordance with a communication read and presented to the Board by Mrs. W.L.Farmer, Beautification Chairman of the Ocean Garden Club. The project was also urged and endorsed by the Carolina Beach Chamber of Comnerce. Upon motion of Mr. Davis, seconded by Mr. Inve, the Board agreed to do the necessary proliminary work requested,at the earliest possible convenience. - E. L. Hunn, D'ayor Pro-tem of Kure Beach appeared to urge the opening of the drainage ditches adjacent to the ? Town limits cf Rure Beach to drain off the standing water in swamps bordering the Town. He was advised by the Chairman that the matter had been turned over to Mr. O.R.}Iecht, Soil Conservationist to make a survey of the / situation, and it was also requested that a petition of the property owners be secured £or the dragline operation, ri:ght-of-way. N,ankie IIodges appeared to reqmest a further reduction in the assessment on her property in block 140 '(114 S. 3rd St.) which was reduced by the Board of Fqualization and Review by $1,000.00, April 5, 1954, 7'hat being all the Board can do, and if she is not satisfied, appeal could be made to the State Board of Assessment, she was advised. . With reference to a petition sutanitted to the•Board at meeting of June 1, to pave C1arlton Avenue in Capo,Fear township wherein the property owners offered a fifty foot right-of-way instead of sixty feet reqtured by the State Highwey and Public Works Co:omission, a letter was received from the Highway Commission advising that it is necessary that the fixty foot right of way be given before the road can be paved, or otherwise improved. IIpon motion of Mr. Davis, seconded by Nir. Love, instructions were given to write the Honorable F. Ertel Carlyle ?congratulations for having won the nomination in the May 29th Primary, to succeed himself as a member of 4 Congress from this District, and the Honorable Samuel J. Frvin,Jr., Associate Justice of the Supreme Court upon his appointment to the United States Senate by Governor 46n.B.Umstead, to succeed the late Senator Clyde R. Hoey, Also, a letter to the Honorable W.Kerr Scott, U.S.Senator, Nominee in the May 29'th pz'imary. A statement of expenses for holding the Primary and Special School Election May 29, 1954, showing a total of $8,352.37 of which amount $2,685.07 is to be reimbursed by'the Board of Eaucation, leaving a net cost to the County of ?C5,667.30 ?? was upon motion of N,r. 0'Shields, seconde3 by Mr. Davis, approve3 for payment. ,
