A letter was received £rom the Institute of Government advising that its county mesnbership dues for services to counties have been increased £rom one-fourth of one cent per inhabitant to one-half cent per inhabitant, which will be $316.36 for the fiscal year 1954-1955, was upon motion of Mr. 0'Shields, seconded by Mr. Love, approve3 as a budget item. i Mr. Love, on behalf of Mr. J.T.Outlaw, Executive Vice-President, conveyed to the IIoard thanks and appreeiation for the very fine cooperation extended the North Carolina Motor Carriers Association in connection with their 15th &nnual Truck Roadeo held at 81uet:ienthal Field June 2, through the 5th. Horton reported damage to the new toilet facilities recently installed at Hugh YacRae Park, by vandals pouring hot tar left over from painting the roof ofthe building, in the bowl ifi the ladies rest room, cracking the same and stopping-up the drain. Mr. Fd B. ldright, Secretary of the New Hanover County Fire Inspection Committee sutmitted the names of two newly organized Rural Volunteer Fire DeFartments who have raised more than $200.00 needed to qualify ? for the initial pa;,rment of $200,00 each,from the County for Rural Fire Protection: _?..- - 1. Fort Fisher Volunteer Fire Department, W,H.Hines,Jr., Chief, to serve the area from the Inland ldaterrray to Corn Cake Inlet, excepting toi+n limits of Carolina and Kure Beaches. ` 2, South Wilmington Volunteer I'ire Department, Carl Parker, Chief, to serve the area from the City limits of Wilmington south to Barnard's Cr.eek, west to Cape Fear River, east to Woodlawn Cemetery and limits of the ? Winter Park Volunteer Fire Department. The two above Uolunteer Nire Departments having been certi£ied by the EYre Inspection Committee as eligible to receive the initial payment of $200.00 from the County to matah a like amount raised by them, in accordance with agreement, payment of the same was upon motion of Mr. Davis, seconded by Mr. 0'Shields, authorized and directed. With the addition of these two departments, making a total of eight Rural Volunteer Fire Departments in the ?v County, Mr. Wright said 'we will have a complete Rural County-wide rire Protection. Mr. John Van B. Metts representing Stock Companies and Mr. H. C. Latimer,Jr., Mutual Insurance Companies, who Sh0l?were nacned to check the County's Fire Insurance coverage and official bonds, appeared to sutmit their report and recommendations. Called attention to no extended coverage on County property or Public Records, Ai`rport Terminal Building or Control Tower and buildings at the c:ounty Home, and recommended a blanket bond coversge in all cases requi.re3 by law, and separate coverage or regular type bond as needed. The report was received for further study. ' • / A layout of Courrty Home Buildirgs, type of construction and locations prepared by\the Home Insurance Compary of New York for the Wilmington Association of Insurance Agents, was upon motion of Mr. Davis, seconded by 14r. Trask, received for studytzn connection with the above report. A survey of the Heating Plants in the Court House and County Home in connection with the proposed conversion ?fro?a coal to oil firing,ana recommendations prepared by N,r. A. M. Stephenson, was presented to the Board by the Chairman and received for study during the preparation of the budget. A progress report was received from the Southeastern North Carolina Beach Association also report of the County Farm Agent for A1ay. Complaint of trucks and other heavy vehicles using the roadways through Hugh MacRa.e Park as a thoroughfare which is not only dangerous to the patrons of the Park, but will result in damageto the roadways which were ? Y not constructed for heavy vehicular use, also a complaint of excessive speed through that aroa along Oleander Drive was upon motion of Mr. Davis, seconded by 17r. "-DA1 I?A notice of termination of contract NOy(U)-77346 effective date as of June 30, 1954, covering utility service to the Marine Corps Auxiliary Ianding Strip was received from the Navy Department and held in abeyance pending satisfactory adjustment o£ open ditch conditions and matters pertaining to the completion of runway and taxi- strips lights, trees that obstruct the view from control tower to the end of the new extension of runway and taxistrips etc. D'CUpon motion of Mr. OtShields, secor.ded by Mr. Davis, the maximwn amount of the Governments obl.igation for its proportionate share of the cost in the upkeep, maintenance and operation of the landing areas, under the pro- posed agreement for the joint use of Bluethenthal Field, was approved by the Board at $10,000.00 for the first year, on a trial basis subject to renegotiation. Mr. Trask raised the question if aircraft from Beaufort, S,C., using the field would be a.propor charge against the Navy vnder the contract, waa advise3 by A9r. Smith that all aircra£t directed to Bluethenthal Field by the -Commander of the Marine Corps Air Base, Cherry Point, would be a proper charge. The matter of County Liability for major repairs vras discussed , and Mr. Trask complainec3 of the County getting nothing out oP t.he transaction except a lot of noise without compensation.
