Pursuant to recess taken Monday, June 28, 1954? the Board met at 10:00 o'clocl: A.M. ,
Present: R,T.Horton, Chairman and ComMissioners Claud O'Shields, Thurston C. Davis, Hal J. Love, Raiford Trask,
County Attorney Cicero P. Yow and County Auditor T.D.Love.
The meeting was opened with prayer by the Reverend Joseph P,C.Johnson, Pasyor of Fourth Street Advent Christian
Chur ch ,
Copies of the minutes of ineeting of June 28, 1954, having previously been mailed to each member of the Board,
the same were upon motion of i•ir. Davis? approved. ` .
A 3elegation of timber land owners, representatives of Bradleyls Creek, Nyrtle Grove, and Winter Park
Volunteer Fire Departments, Paper Nii.ll interests appeared, also a petition of 246 citizens and small timber land
--? owners, urging a continuation of the State-County Cooperative Forest FYre Protection Service £or the year 1954-1955.
And the question was discussed at length. Mr. Trask said he was against the State system unless it would change
its policy to permit and include systematic seasonal burning of grass and underbrush which would keep down the
accumulation of straw and brush, as the best protection to the trees. If the State will not agree to this, he
would recorrmend the purchase of a plow to be used with our tractor for establishing fire lanes and maintenance of
oub forest fire protection service. Mr. Horton expressed himsel£ as being in sympathy with the matter, but our
problem is where are we going to get the fun3s, liquor funda have been ear.=narked for othet purposes and we have
no other means to meet the expense. Mr. F'red B. Graham, Vice-President an3 Manager of the Third Street Branch
of the Wilmington 5avings and Trust Compary, speaking for himse7f without advancing an opinion, said he thinks
the tax rate is helgli enough, provide what service you can but don't increase the tax rate. Mr. Davis felt that
inasmuch as our county is the second or third smalles county, we can meet the situation with our own resources.
In answer to a question by Mr. 0'Shiel3s, The County Volunteer Fire Departments indicated they would cooperate
i,rith the State in its Forest Fire Protection Program on the sume basis of their appropriation of last year.
After further discussion Mr. 0'Shields move3 that inasmuch as the Volunteer H`ire Departments have sigmifie3
that they iaill cooperate with the State Program andwill withdraw their request for $35.00 monthly increase
and their appropriation remain the same as last year, which would ammnu2t tc less than the total amount
appropriated for fire protection last year, that we go ahead with approval of $L„ 960.00 our share of the State
Cooperative Program. His motion was seconded by 14r. Love and a vote was taken. Mr. Trask and Mr. Davis voted
against the motion for the reason no provision is made for seasonal burning. A tie was declared and the Chairman
feeling that systematic seasonal burni.ng would result in more trees and minimwm danage, voted no and the motion ,
failed to carry,
The Chairman read a copy of a letter from this Board to the City Council concernirg the filling o£ a vacancy in
'. the Tax Office in the clasification of Assistant Tax Collector, occasione9 by the untinely death o£ 19r, iJilliam
Brotirn, and offered the following recommendations: Combine the t3ack Tax and Current Tax Of£ices in one with
4;r. J. E. Canady as Assistant to t•'s. Morse. This would give added personnel in the current tax office iahere
we understand it is most needed. Due to the fine job of clearing-up the delinquent ta;tes to such a small degree
in nwcber, we feel there will be ample time to carry on both of these duties, as we understand the law both are
under the head of tne Tax Collector at a11 times.
6!e hesitate to make ar?y set salary recomraendation, but we do feel that the added duties should be compensated
to some degree as one personnel will be eliminate3 in the overall picture.
The Chairman announced the £oregoing iaas agreed to and recoirnnended by the City which was agreeable to this
Board.
The Chairman announced that the 1954-1955 budget estirilates were ready for subinission to the Board with the
exception of the Board of Education's budget which has not yet been formerly submitted, and has therefore delayed
completion of the general budget.
A letter was received from the Star-Neias Ivewspapers con£irming their agreement to puUlish Idew Hanover County
advertising for the £iscal year beginning July 1, 1954, at the rate of $180.00 per month for the twelve month
period covering the required advertising of the County's delirquent taxes, license notices, and such other
business as required by law for publication, exclusive of advertising of sale of foreclosure notices, tas suits,
classified advertising, and any advertising not required by law, I
The Ghairman told the Board advertising of land for sale for taxes would start 30 days earlier this year.
Mr. 0'Shield6 than raised the question, if colored newspaper advertising of delinquent payments, iaould be a
R,&5 duplication? Mr. Trask moved that no 3uplication be made in advertising land for ta.aces, and award the contract

to the Star-News Neiaspapers, his motion was seconded by Mr. 0'Shields and carried.
A letter was receivel from Radio Station W.G.N.I. announcing the inauguration of a new program to Ue called
° The hlews Parade" on July 5th and solicited-our cooperation . Y•ir. O'Shields was not in £avor of reporting
to them, but ary reporters they r,ay assign in that connection wi11 be welcome.
A letter was received from MrS.T.J.l:orris, President of North Carolina Sorosis, presenting its plea for the Museum,
' S,,,#stating the t4useuan was begun by the 5orosis about 25 years ago and has been manned by Sorosis nembers since its
1/?10 origin; and asked that we contirnxe to give the same apFaropriation as has been given in the past. She expressed
a desire for a r.iore accessible and cleaner rooms in which to house the Aiuseum. The City, Mr. Horton said, has
left with Mr. Benson, City Manager, the possibility of securing other quarters.
A communication was received from Mr. J.K.Batchellon , CDR CEG USN, Assistant District Public Works Officer,
United States Naval Base, Charleston, S. C., advising that at the time their change order letter of termination
of contract NOy (U) 77346 covering utility service £or construction at the MMassine Corps Air Landing Strip at
??`? luethenthal Field, it was contemplated the construction would be completed by June 30, 1954, Inasmuch as
? information subsequently received indicates that the construction work will continue into the month of July,
their letter of June 15, 1954, ?may be disregarded. A similar leiter with u later termination date will be
forwarded as soon as consti'uction work is conpleted.
Annual report of back tax collections showing outstanding June 30, 1953, $34,362.05 plus 1952 delinquent taxes
added OctoUer 15, 1953? $40,680.25; Ua7.ance uncollected as of Sune 30, 1954, $25,114.54, was received fron the
Te.x Collector.

A copy of a letter to the Central Niutual Insurance Compar?y, Van 4lert, Ohio, was receivod from A;r.r,E.Livingston,
Agent, to the effect th3t three County Insurance policies uith that ComparV will be amended to cover both fire
and extended coverage insurance on a conplete county schedule as of June 28, 1954.

Afeeting of July 6, 1954, continued.
The Chairman told the Board a saving of approximately $75.00 per year in the lighting rate will realized at i;he
County Home by reason o£ the re-arrangetaent and improvements to the wiring system.
A letter from Mr. Thomas R. Orrell seeking information concerning a petition for improve.ments and extension of the
old Nil.litary Road in Federal Point township fro:, the Ethyl Dow Road, filed December 12, 1949, was received and
instructions were given to furnish the information requested. •
A letter was received from Niz'. C. E. Brown, Division Engineer of the State Highway and Public Works Coimnission,
in answer to our letter of Sune 25, relative to maintenance and repai.rs to the wa7kway bridge over Banks Channel
-?? from W ightsville Beach to Harbor Island. Advised that since the State Highway and Public Works Commission has
_%)V constructed and maintains a walkway for pedestrians on the 5tate Highway bridge over Banks Channel, the walkway
hridge on the south side is not necessary from a pedestrian standpoint but is use3 mostly for fishing and pleasure.
Therefore, don't be?ieve the State Highway and Public Works Coranission can take over the repairs and maintenance
of this vralkway bridge.
Upon motion of t'r. Trask, seconded by b9r. Love, the ]3oard voted to petition the State Highway and Public lJorks
` Cosmission to construct a bridge across Cape Fear River at Dawson Street, and instructions were given to request
?- ? the City to give us it's support in this effort.
