Horton, Chairman and Commissioners Claud OtShields, Raiford Trask, J.M,Hall' Jr.,Ernest R. Mqyhan, Cicero P. Yow, County Attorney and T. D. Love, County Auditor. . The meeting was opened with prayer by the Reverend J. E. A1].ard, Pastor of Yqrtle Grove Baptist Church. . Copies of the minutes of ineeting of January 10, 1955, having previously been mailed to each member of the Board the same were upon motion of N,r. Mayhan, seconded by Mr. Trask, approved. Upon motion of Mr. Traek, seconded bq Mr. Mayhan, the Board accepte3 an offer submitted by H.H.Mnllette, to purchase ¢n tax £oreclosure lots part of 5 and 6 in block 119, 33x 132 feet in size, at a price of $500.00, upon approval 1Yl of title by his exAmining attorney, sub3ect to approval by the City. Upon motion of Mr. Hall, seconded by Mr. Mayhan, the general contract to repair the eroded shorelinexdamaged by the hurricane of October 15th, 1954, at Freenan's Beach, Wilmington Beach and Fort Fiaher, by the construction ? A of sand dunes for a distance of 23,910 lineal feet along the said public strand, dimentions to be 30 foot base, 15 foot toP, 4 feet hiBh, amounting to aPProximate13' 79,700 cubic Yards fill at $24,202.50 to be Paid out of Federal funds, was awarded to Hanover Company in accordance with the contract. It being understood and agreed that the General Contractor ( Hanover Company) will sublet contracts to W.S.rluiderburg and S. E. Gooper Compary who will furnish one piece of equipment each, and Coastwide Construction Company, to enable them to shsre in the work. All four having been approve3 to receive Federal Aid grantLpayments for similar reha.bilitation work. Dr, Fred H. Coleman, Coroner, appeared to complain of the remuneration of his office being entirely out of balance with the duties and should be changed from a fee basis to a straight salary. Not hsving aufficient ? information to pureue the matter at this time, he was requested to secure a break-down of fees paid him for services over the past yoar and submit the same to the Board for consideration. .? Mrs. Mary L. McAllister, Southeastern District Demo nstration Agent Supervi.sor, appeared to announce the resignation of Mrs. Edith R. Wallace, Assistant Home Demonstration Agent, to become effective Janunry 15, 1955. Was upon motion of Mr. 0'Shields, seconded by Mr. Hall, accepted with regret. And instructions were given to write her a letter of appreciation for the fine sorvices she has 'rendered thia County. An offer submitted by Mr. R.L.King to purchase tax foreclosure lots 6 and 14, in block "A"Greenfield Terrace at a price of $236.20 , eame being assessed at $200.00 against which $47.20 taxes are due, was upon motion of Mr. Hall, seconded by Mr. O'Shields, accepted sub3ect to approval by the City. ? An offer submi.tted by Mr. E. E. Bugg to purchase tax foreclosure lot part of 5 in block 37o 33 x 165 feet in ^?Q size, located 66 feet from the Northwest corner of 8th and Wright Streets, fronting on 8th 5treet, at a price » of $450.00 was upon motion of Mr. Trask, seconded by Mr. Hall, accepted on recommendation of the Tax Assesaor ae to value, subject to approval by the City. A copy of " A Release to Press " item by Mr. Franklin W. Bell, Director o£ Civil Defense was received, stating in part "On behalf of the Civil Defense Administration for Wilmington and New Hanover County, I warttto coumend the members of our Board of Fducation who have adopte3 the proposed Civil Defense plan to teach First Aid classes as apart of the regular Curriculum in the school of New Hanover County". Concerning the installation of sirens and tests, a capy of a letter written by Mr. Bell to'Mr. Collin MeKinne, Communications officer, North Carolina Council of Civil Defense, Raleigh, N. C., to the effect that NIr. N.J.Kohl, General Salea Ehgineer, and possibly a FCDA representatine will visit us in the near future to make a survey of the County. Advising flzrther that the City Ehgineer has had a great deal of experience and is prepared to do what is necessary regarding installationa, therefore ve will not send an engineer to observe the test to be held in Charlotte. A report on current taxes collecte3 for the following months of 1954, u8s received:from Mr. C. R. The Chairman told the Board that the dragline had been moved to Barnards Creek for drainage work in the area between Barnards Creek and Whiskey Creek, which will take approximately six months to do the 3ob. ?? No objections were indicated by the Board to the United District Engineer granting Nr. N.W.Naultsby a permit jofor construction of a bulkhead, fill and wharf on the northeast side of the Atlantic Tntracoastal Waterway, approximately 1000 feet southwest of the Wrightsville Beach Bridge. Also a permit to Mr. Si1as V. Sneeden for construction of a wharf and mooring basin on the north side of Motts Channel, approximately 200 yards east of the Atlantic Intracoastal Waterxay at Wrightsville Sound. Payment of $44.00 to National Association of County Officials for eleven subscriptions to the County Officer Magazine and membership in the National Asaociation of County Officials for one year commencing January 1, 1955, was appeoved. The Chairman announced that he will attend the joint meeting of the Board of Directors and Legislative Committee o£ the State Association of County Commissioners at the Institute of Government building at Chapel Hill this evening at 7:30 to be joined by Commissioners J.M.Ha11,Jr., snd Ernest R. Mayhan, 2hesday, for attendance upon the school for newl,y elected County Conmissionera, for a two day session, January 18th and 19th. Yow, County Attorney and T.D.Love, County Auditor, The meeting was opened with prayer by the Reverend S. M. Houck, Pastor of Bethar?y Presbyterian Church. Copies of the hiinutes of ineeting of January 17, 1955, having previousl,p been mailed to mch member of the Board, the same were upon motion of Nr. O'Shields, secorxled ]Zr Mr. 1rask, approved. Pvrsuant to request made by Dr, Fred H. Coleman, Coroner, at meeting of danuary 17, 1955, for an incrense in pay ?. for his services as 8oroner, and that the same be changed from fees to atraight salary, Mr. Trask moved and ^ it was seconded by Mr. Mayhan and carried, that the Coroners salary be aet at $1,800.00 per year plus $200.00 per year allowance for travel expenae, the same to be in lieu of all fees or other compensation for hie services as Coroner. And our representatives in the Legislature are hereby requested to introduce and give their support to the passage of a bill to that effect. Upon motion of Mr. Trask, seconded by Mr. 0'Shields, the Board approved a recommendation by Commissioner Mayhan, -? ?,g?that the Coroner be requested to rotate any burial arrangementa that may come within his official duties, among the varilous underte.ker's establishments in the County. ^?, C Mr. Horton, Mr. Hall and ilir. Mayhan reported upon the attendance upon the two-day school for County Conunissionera at the Institute of Government Januarq 18, and 19th, Upon motion of Mr. Mayhan, aeconded by Mr. Hall, the Board endorsed the passage of an Act aponsored bg the ?CCY Legislative Committee of the State Association of County Commissioberso to create a flirtd for the hospitalization of Public Assistance recipients and recommended that our representatives in the Legislsture give their support to the passage of the Bill. • r . n?,?A^'`Another State-wide Bill dea.ling with Social Security in addition to County Retirement uas brought up for ? discussion, but postponed pending Peceipt of more information. The Board approved the passage of an Act requi.ring Building Permits for County Construction at $500.00 minimwn, similar to the Forsyth Bill. A note of thanks was received from Louis T. Moore, Chairman of the New Ham ver Historical Commission for ???'a the restoration and re-location of the stone market at Kure Beach, which said marker commemoratea important facts in connection with the Battles of Fort Fisher in December 1864 and January 1865. An invitation was received from the All Seashore Highway Asaociation, Inc., to attend its annual Election oP 1?G Officers Luncheon at the Sanatary Restaurant, Morehead City, 12:30 P,M., Tuesday, Sanuarp 25th,1955, Upon motion of Mr. 0'Shielda, the Chairman was named to represent the Coucrty. _?rYA statement of Expenditures and Revenue receipts was received from the County Auditor for the six months period ending December•31,1954, ehouing 45% of the General FLind•and 48% of other flxnds axpended. Collected - 60% of.the total levy. ' • Upon motion of Mr. 0!Shields, seconded try Mr Trask, the Board authorized and directed the payment of $1,331,25 , ? to.Robert C. Cantwell.Agent., for four years premium on the Clerk o£ the'Superior CourtIs Official bond to ,? enable the County to save $168.75 on the four year tarm, xhich otherwise would amount to $375.00 annually, Said saving would equal 15% on the deferred payments. It was flurther authorized'that payment of the same or so much thereof that may be necessary be paid out of the emergancy £und to meei: this expense. ' Upon motion of N;r. 0'Shileds,seconded•by Mr, Hall, authority uas given to set-up not exceeding $500.00 out ? of the emergancy fund for the expense of maintenance and operation of Tractor and Plow for foreat fire prevention work, and $230.35 ordered transferred from the emergency fluid to Court House Maintenance for cost of Judges' Chair purchased for the Recordere Court. • L_
