Instructions were given to secure six maps of the County requested by him for use in connect9.on with the survep and tests. Upon motion of Mr. Mayhan, seconded by Mr. Hall, the Board on recommendation of Tax Supervisor T.D.Love, extended the 1955 te.x listing time (which was acheduled to end at 5:30 P,M., January 31st) through / Saturday, February 5th, 5:30 P.M. And voted to go on record not to allow ar{y extension of time for listing ? taxes next year after January 31, 1956. This action was taken to enable the County Auditor's Department to secure the final figures necessary for the tsx rate and complete the tax books in time for collection in - accordance with the lax. The Chairman reported to the Board objections made by Mr. Phillips to the dragline matk crossing his land in 1ap> Nasonboro township in connection with the drainage project in the area between Bernards and Whiskey Creeka, _ claiming he had no riotice of the same. Mr. Hall suggested that advanced notice be given the property owners in the designated areas invloved in the future. The Chairmun reported progt`eas_in the construction of temporary-sand dunes in the unincorporated areas at Fort Fisher Beach 7,900 line'al feet oompleted leaving 1000 feet between the pier and monument, Kure Beach,5,700 lineal ?A feet completed out of 7,200 feet, Freeman Beach 4,950'lineal feet completed out of 6,950 feet. It ie hoped to have all the work completed within approximately two weeks, Breaks of from ten to twenty fest gaps in the dunes: would be provided in the areas. We should decide on the type of sand fence atop the ssnd hills that could be raised when required as the sand builds up, and recommended a lattice type of fence reinforced with wire which was approved and advertisement for bida for constructing the same according to specifications to be prepared. The Chairman further announced first invoices for payments for portion of the work completed will be sent out this week. Expect to finish the work Wednesday of this week. Said there is not too much sand collecting in certain areas, and would go back and touch up in and around the City limits of Kure Beach southwardly about 200 feet on hardpan eacposed in this area where needed to stop the wash, and urged that the Commissioners look the xork ovex. Invoices on the Butlar Hangar repairs will be sutmitted this week. ' ' A letter was received from Dr. Ellen Winston, Commissioner State Board of Publlic Welfare, urging the Commissioners to attend a hearing of the State Board of Public Welfare before the Joint Appropriation Committee Z?p at 2:00 o'clock Thursday afternoon, February lOth, in the Education Building, Raleigh, concerning a proposed ? cut in old are assistance furxis, which would mean a reduction in grants for all our needy aged in the State. Also to attend a morning conference at 11:00 o'clock to review the over-all budget situation attd any public welfare legislation in which we may be interested. The Chairman announced the annualyone day district meeting of County Conmmissioners to be held by the Institute of Government at Fayetteville February 249 County Conmmissioners authority to grant tax releases, rebates and refluids will be discussed together with a numbes of other topice of interest. Commissioner Mayhan and Tax Supervisor Love indicated they would attend the meeting with the Chairman. Upon motion of Mr. Mayhan, seconded by Mr. Traek, Pierre Mallett Holmes, 205 Grace Street, 72 years of age and ??? Wesley Hill, 211 Gore Row, 75 yevs old? two phjcsically disabled citizens, and Social Security recipients, were upon recommendation of the Superintendent of Public Welfare, grante3 admission to the County Home as irmmates on a part pay basia for maintenance. ` ,,yPayment 8f $285.85 to G. Mr. George H. Hutaff appeared to compl,ain of depredationa committed by gangs and trespassers and stealing going on ? at his freezing plant back of the old Red Cross Sanatariwn site adjoining the Airport, and asked that the fence the Government put up there between his property and the Coursty be repaired to keep tresspassers out; and stated further that he could give employment to 50 or 100:.@irls at his plant if he could get police protection and the premiaes ma.de safe for his enployees,, ffas taken under consideration, and he was told the Sheriff would be requested to keep a watch on the place and conditions there, A petition of eleven property owners to grade, pave and maintain a road in Harnett township which runs from Oleander Drive to 14asonboro Loop f?nad (100 yards beyond Webb's.Radio Shop on Old existing road), approximately 7/10 mile in length on which seven houses are located, was upon motion of Mr. Hall, aeconded by Mr. Mayhan, -? approved. Mrs. Alice Strickland, City Manager of Carolina Beach and Mr. Glenn Tucker asked that Henniker ditch be cleaned out by removing the small treea and other growth and keep it open to drain o£f the water in the Carolina-and Wilmington Beach areas and give consideration to draining the lake area to the ocean which was discussed. The same was taken under m nsideration. P+u'. Oliver Carter, Attorney on behalf of tfx. Woodrow Pridgen asked the Board to approve an agreement with the . 6111. Coastal Cab Compary to operate a taxi service an3 share in the business at the Airport under a simi]ar agreement lWd,Q with the Yellow Cab Company. Mr. Trask did not believe there was enough business there for two companies. It would not prove profitable, consequently would result in no service at all. It appeared that the onl,y agreement between the County and the Yellow Cab Company was a verbal understanding with Mr. Julius Wenberg, Manager of the Compan}i. Mr. 0'Shields felt that if the privilege was left open to all, there would not be enough business to maintain ary servece at all. Due to the absence of the County Attorney on account of sickness, the matter •was continued until next 14onday. . n Mr. Glenn M. Tucker, President of the all Seashore Highway Association appeared to urge the County Gom.missioners s?XT to give their support to the All Seashore Highway, and presented the following reso on requesting State Aid to all Coastal Counties in their efforts to reduce the menace of the Salt A4arch•Mosquito, which was upon motion ? of Mr. Hall, seconded by Mr, 0'Shields, unanimously adopted. WHERFAS, the development of the boundlese resources o£ year-around Coastal North Carolina is proceeding at a rapid pace, in spite o£ lack of adequate highway access and other disadvantages. WHEREAS, the greatest drawback in attracting business, industry and dsnur3sts to this year-around area is the ever-present menace of swarming Salt Marsh t•fosquitoes, (Aedes Sollicitans). WHEREAS, The Salt Marsh Mosquito, though not a carrier of malaria is a constant menace to health since its bites are the cause of thousands of stubborn and painful cases of skin infection, especially amongst the very young children. WHEREAS, this mosquito is a great menace to the £armer, his live stock and domestic animals, at times making it almost impossible to work in his fields or garden. ' WHEREAS, these Aedes Sollicitans can fly from 30 to 50 miles, making all local control futile, since ar?y go ? breeze can bring in huge swams from an uncontrolled neighboring County. , WHEREAS, mar?y coastal States have found it necessary and also most profitable to establish Salt Msrsh Alosquito Control Commissions, provided with funds and charged with the duty o£ Mosquito Control. NOW THIItEFORE BE IT RESOLVED that the Salt 14arsh Mosquito which is driving business and capital away from North. Carolina and is a definite menace to the Hea.lth and welfare oY both resiflents and visitors, must be eradicated or controlled and the New Hanover County Board of Couunissioners at its regular meeting on this 14, day of February 1955, does hereby request that the necessary bcecutive and Legislative action be taken to make State Aid available to all Coastal Counties in their ef£orts to eliminate or control the Salt Marsh Mosquito. ,
