Horton, Chairraan and Commissioners Claud 0'Shields, Raiford Trask, J.M.Ha11,Jr.,Ernest R. Mayhan, and T. D. Love, County Auditor. The meeting was opened with prayer by the Reverend Samuel M. Houck, Pastor of Bethany Presbyterian Church. Copies of the minutes of ineeting of February 7, 1955, having previously been mailed to each member of the Board, .the same were upon motion of Mr. O'Shields, seconded by Mr. Mayhan, approved. An offer suhmitte3 by Mr. A. R. Threatt.to purchase tax foreclosure lot NWJ2 in block 27, 33x 165 feet, for„ $300.00, sas continued for negotiation on account of sale appraisal recommended by the Tax Assessor, t o whom it was referred, at from $350.00 to $400.00. ? -, This being the date and hour advertised by the Board to receive bids for furnishing materials, labor and erection of a temporary sand fence extending over a distance of 23,910 Pini9al feet in the unincorporated CU southern beach areas, in accordance with the specificationa advertised. 5eversl bi3ders were present and the / Chairman asked if all bids had been turned in or alternates understood before opening the same? Messrs Charlie Hazell and Riddick Revelle, Agents for Colonial Life and Accident Insurance Compar?y of '/\, Columbia, S. C. appeared to request permission to soZicittthe County Fanployees for r]nployees' Group Automobile, ? Travel and Pedestrain Insurance on a salary deduction plan if 75% of the eraployees can be secured, was upon motion of Mr. Hall, seconded by Mr. Mayhan, granted, after a motion offered by Mr. 0'Shields to take the . request under advisement until next Monday, failed of a second. Mrs. Alice Strickland, City Manager of Carolina Beach and Mr. Glenn Tucker asked that Henniker ditch be cleaned out by removing the small treea and other growth and keep it open to drain o£f the water in the Carolina-and Wilmington Beach areas and give consideration to draining the lake area to the ocean which was discussed. The same was taken under m nsideration. P+u'. Oliver Carter, Attorney on behalf of tfx. Woodrow Pridgen asked the Board to approve an agreement with the . 6111. Coastal Cab Compary to operate a taxi service an3 share in the business at the Airport under a simi]ar agreement lWd,Q with the Yellow Cab Company. Mr. Trask did not believe there was enough business there for two companies. It would not prove profitable, consequently would result in no service at all. It appeared that the onl,y agreement between the County and the Yellow Cab Company was a verbal understanding with Mr. Julius Wenberg, Manager of the Compan}i. Mr. 0'Shields felt that if the privilege was left open to all, there would not be enough business to maintain ary servece at all. Due to the absence of the County Attorney on account of sickness, the matter •was continued until next 14onday. . n Mr. Glenn M. Tucker, President of the all Seashore Highway Association appeared to urge the County Gom.missioners s?XT to give their support to the All Seashore Highway, and presented the following reso on requesting State Aid to all Coastal Counties in their efforts to reduce the menace of the Salt A4arch•Mosquito, which was upon motion ? of Mr. Hall, seconded by Mr, 0'Shields, unanimously adopted. WHERFAS, the development of the boundlese resources o£ year-around Coastal North Carolina is proceeding at a rapid pace, in spite o£ lack of adequate highway access and other disadvantages. WHEREAS, the greatest drawback in attracting business, industry and dsnur3sts to this year-around area is the ever-present menace of swarming Salt Marsh t•fosquitoes, (Aedes Sollicitans). WHEREAS, The Salt Marsh Mosquito, though not a carrier of malaria is a constant menace to health since its bites are the cause of thousands of stubborn and painful cases of skin infection, especially amongst the very young children. WHEREAS, this mosquito is a great menace to the £armer, his live stock and domestic animals, at times making it almost impossible to work in his fields or garden. ' WHEREAS, these Aedes Sollicitans can fly from 30 to 50 miles, making all local control futile, since ar?y go ? breeze can bring in huge swams from an uncontrolled neighboring County. , WHEREAS, mar?y coastal States have found it necessary and also most profitable to establish Salt Msrsh Alosquito Control Commissions, provided with funds and charged with the duty o£ Mosquito Control. NOW THIItEFORE BE IT RESOLVED that the Salt 14arsh Mosquito which is driving business and capital away from North. Carolina and is a definite menace to the Hea.lth and welfare oY both resiflents and visitors, must be eradicated or controlled and the New Hanover County Board of Couunissioners at its regular meeting on this 14, day of February 1955, does hereby request that the necessary bcecutive and Legislative action be taken to make State Aid available to all Coastal Counties in their ef£orts to eliminate or control the Salt Marsh Mosquito. , 'I 5 7 i9 Meeting of February 14, 1955, continued. , A petition of thirteen property owners to open and hard surface 47th Street in Winter Park, which runs from Wrightsville Avenue to Oleander Drive, a distance of approximately 900 feet, was upon motion of Mr. 0'Shields, seconded by I?ir. Niayhan approved and referred to the State Highway and Public Works Commission. Notice 4ras received from the State Highway abd Public Works Commission,that?at:its meeting Tield•in Raleigh January 27, 1955, BPproved the addition of the following roads to our County Highway system: .?i ? 1. Old Car Road, from Hinton Avenue to Sebrell Avenuet Seagate. ' 2. Cardinal Drive, Timber Iane and Long Leaf Drive, on US-74 between US-17 and Wrightsville Beach. - 3, Cross Street lmown as Henriksen Road, Winter Park. The State Highway Commission further advised that it could not see its way clear to approve the addition o£ the road north of Ogden which runs from highway US-17 to J.C.Nolts residence, as the investigation shows that the service rendered will not justify this expenditure at this time. Mr. Horton would not recommend junking the old sirens if they could be used, and would fill-in weak spots where needed. Signals could be worked out to distinguish between warnings and fire. However tkere are no £unds in the budget to meet the expense at this time. Mr. Hall suggested that the matter be given consideration at budget making time. Was interested in the municipalities reaction and asked that more time be given to consider it. Mr. Horton would like a county-wide test be made. After furthes .discussion the matter was taken under corisideration, feeling it would be given serious consideration with the..-incorporated areas o£ the county, ? )A letter received from Phillips Pipe Line Compar?y of Bartlesville, Oklahoma, making application for permit to run a pipe line under the River Road to connect the Texms Company's Dock With a portion of land they are acquiring from the Texas Company for the construction of a marihe terminal, was approverl and referred to the State Highway and Public Works Commission,and to the Chairman to follow it through with the Third Division State Highway Commissioner. • A cotmnunication was received from the City Clerk advising that the City Council at meeting of February 1,1955, refused to accept the following.offers submitted to purchase City-County tax foreclosure property: .- Parcel No. 102. Sloan for 450.00 91, Block 489, part lot.. 5, 33 X 100 feet to J.H.S1oan for? 270.00 Block 83, 29 X 8216" and parcel Adj., 33 X 8216" to Waddell Watters for • ? 450.00 " " 18' Block 37, Pt. lot 5, 33 X 165 to J.E.Bugg for 450.00 Due to delay in handling offers to purchase tax foreclosure property and the unsatisfactory procee3ure in reaching an agreement between the City and the County as to an acceptable price, and feeling that a systan should be worked out by which such property can be turned over to some person to handle would be a 100% better coverage and expedite the handling of such property. It was suggected that Mr. J. E. Canady, former back tax collector who is familiar with the property would be an appropriate person to turn it over to handle. However the matter was deferred to a joint meeting with the City Council with the view of adopting a better ' understanding and system to expedite the handling of the jointly owned City-County Tax foreclosure property. The Chairman told the Board the last of the invoices for the sard dune construction work in the unincorporate3 beach areas have been submitted leaving a balance of $2,085.62 unexpended funds on hand, and will ask r General Fdward F. Griffin to hold same in abeyance and transfer the amount,•in.that category to some other rehabilitation project in this aounty, which met with the approval of the Board. The Chairman reminded the Commissioners of the meeting with 4e Navy Department in Washington 10:00 o'clock ?????9?1A.M,, We3nesday, February 16th on the airport joint use agreement matter. That the Joint Use Agreement between the Government and New Hanover County should be modified in substance. as £ollows: " a. The Maximum obligation of the Goverrunent shall be $10,000.00 per annum and the minimum obligation shall shall be $5,000.00 per a:uium. Such minimum is established in consideration o£ the assumption by the County of responsibility for the upkeep and maintenance of the Government-owned lands, runways and facilities as provided in paragraph 5 for which the County is not otherwise obligated. b. In the discharge o£ its obligation of maintenance and upkeep, the County shall not be obligated to perform any item or repair or replacement, the cost of which would be ordinarily chargeable under good acoounting practice to capital account, if the actual cost thereof is in excess of $500.00 per year. c. The Government is to be granted free ingress and egress to the Government-oaned jet fuel stores and the exclusive use of sufficient surrounding property to permit compliance with safety standards during the transfer and hapoling of such fuel. 2.Except as herein stated the proposed joint use Agreement sha11 be and remain the same in substance. 3.The Government will take ?rompt steps to provide for correction of the existing drainage problem, and £ailure of runway lighting system.
