Meeting Minutes--Real Estate/Building Committee
The New Hanover County ABC Board Real Estate/Building Committee attended a construction meeting
hosted by LS3P Associates,LLC held at their Wilmington Office,2528 Independence Blvd, Suite 200,on
November 12,2013 10:30 AM in the main conference room.
1. Attendees:
NHC ABC Board: Board Members: Robert Martenis, Vice Chair & David Matthews; Staff:
Gary Cain, Retail &LBD Sales Operations Manager; and Dan Sykes CEO. Also representing the
ABC Board was T7 Land, Construction Manager.
LS3P Associates, LLC: Charles Boney, Principle; Christopher Lucas; Taylor Simms, Senior
Associate/Project Manager and Senior Associate/Field Auditor.
Bordeaux Construction Company, Inc.: Ben Warren, Project Manager; and Ben Brisson, on-
site Project Superintendent.
McKim & Creed: Richard Christensen, Civil Engineer
2. Mr. Warren provided information regarding several subjects as follows:
a. Outstanding Coordination and Design Issues:
i. Status on permits.
ii. Additional asbestos located in one house scheduled for demolition.
iii. Review of revised survey to access new tree location and related.
b. Work Progress since inception-% completed:
i. Site Work
1. Clearing of trees/underground and removal 99%
2. Asbestos Abatement(Original scope) 100%
3. Temporary Ditch Installation 50%
4. Topsoil stripping 30%
5. Temporary sediment pond 95%
ii. Building—not started.
c. The work in progress was discussed:
i. Architects to issue work order to have additional asbestos abated.
ii. Trees near buildings and road to be evaluated by T7 and County Tree
representative.
d. Work Progress(scheduled)for the next 30 days:
i. Site work:
1. Complete erosion control measures.
2. Complete demolition of houses.
Asbestos abatement:After the initial asbestos removal,additional asbestos was located under a sheet of
subflooring in one of the houses;this will need to be removed and re-inspected before they can proceed with
demolition of the houses.Mr.Martenis stressed the need to have these houses demolished and remnants removed.

ii. Building:
1. Bring building pad to grade.
2. Begin foundation installation.
3. Begin storm drain installation.
e. Submittals: Two items required action,but not on the Board's part.
f. Requests for Information(RFPs): There were none outstanding.
g. Project Substantial Completion date is 8/17/2014(no change).
h. Safety:
i. All persons entering the job site are to wear proper attire including long pants,
boots and hard hats.
ii. Personnel observed in non-compliance with receive progressive warnings and
will be asked to leave the job site for the third occurrence.
iii. Contractor reserves the right to remove anyone from job site without warning for
egregious safety violations.
3. Mr. Boney discussed an issue with the sewer service which comes in off Albemarle Street(north
side of property). He will work on a reasonable solution for this issue and he will keep the Board
informed.
4. The next meeting is scheduled for December 101h at 10:30 AM on-site (210 Judges Road
entrance).
5. The meeting ended shortly thereafter and several attendees were going to the job-site for further
discussion.
6. After the meeting ended, Mr. Land was going to the job-site to review issues with trees. [Mr.
Land sent an e-mail later stating that some trees need to be removed to maintain the progress of
the job. Replacements would be needed but the cost would be relatively small].
