The New Hanover County Board of Commissioners met for Agenda Review Meeting on Thursday,
October 31, 2013, at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center,
230 Government Center Drive, Wilmington,North Carolina.
Members present: Chairman Woody White: Vice-Chair Beth Dawson: Commissioner Jonathan Barfield,
Jr.: and Commissioner Thomas Wolfe. By consensus, the Board excused the absence of Commissioner Brian
Berger.
Staff present: Deputy County Attorney Kemp Burpeau: County Manager Chris Coudriet: and Clerk to the
Board Sheila L. Schult.
REVIEW AND DISCUSSION OF AGENDA ITEMS
Chairman White called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the Board's November 4, 2013, Regular Session meeting agenda. The Board
reviewed the following items with discussion as noted:
Consent Agenda Item 1—Approval of Minutes.
Consent Agenda Item 2 — Adoption of Brian Aneurysm Awareness Month in New Hanover County
Proclamation.
Consent Agenda Item 3—Adoption of Proclamation Recognizing the Big Read Project.
Consent Agenda Item 4—Adoption of Capital Project Ordinance and Budget Ordinance Amendment
14-027 Funding the Landfill Leachate Treatment System Upgrade. In response to Board questions,
Environmental Management Director Joe Suleyman reported that with new more restrictive limits for metal
discharge from the Environmental Protection Agency there is the requirement of a National Pollutant Discharge
Elimination System Permit. The three-year project is anticipated to cost approximately $2,000,000 with $500,000
being requested at this time to establish the finds for the capital project.
Consent Agenda Item 5 — Adoption of Resolutions Accepting Clean Water State Revolving Funds
from the North Carolina Department of Environment and Natural Resources for Heritage Park and Marquis
Hills Sewer Expansion. In response to Board questions, County Manager Chuffs Coudriet reported that the
resolutions are the formal acceptance of the finds for the Marquis Hills and Heritage Park sewer expansion projects
that was previously approved by the Board.
Consent Agenda Item 6—Adoption of Resolution Authorizing the Submission of a Grant Application
for Transportation Alternatives Program—Direct Attributable Funds.
Consent Agenda Item 7—Adoption of Budget Ordinance Amendments.
Regular Agenda Item 8 —Public Hearing and Consideration of Request by James C. Walker, CBR
Wilmington, LLC, to Rezone Approximately 11.43 Acres of Property Located at 4728 and 4800 Carolina
Beach Road from R-15 Zoning District to R-7 Conditional Zoning District to Develop a Residential
Subdivision (Z-928, 10113). In response to Board questions, Planning and Inspections Director Chris O'Keefe
reported that there was no opposition to the request when it came before the Planning Board and was approved
unanimously without conditions.
Regular Agenda Item 7 — Consideration of Health and Human Services Consolidation
Recommendation.
STAFF UPDATES:
• Sheriff Ed McMahon reported that the initiative between the City of Wilmington and County to deter
gang violence is currently being maintained within the budget by adjusting schedules and will continue
to the end of the year. The proposed Joint Housing Unit, seven deputies/officers from each entity,will
require additional finding with a proposal being brought before the Board at their November 18, 2013
meeting.
• Environmental Management Joe Suleyman presented the request on behalf of the Cape Fear Fair and
Expo to waive the Landfill tipping fee for approximately 10-15 tons. After brief discussion, the
consensus of the Board was to formally approve waiving the tip fee on the Consent Agenda at
Monday's meeting to be retroactive to Thursday, October 31,2013.
• County Manager Chris Coudriet reported that beginning November 1, 2013, Federal fiords for
the Supplemental Nutrition Assistance Program (also known as food stamps) has been returned to
2009 finding levels. The average benefit reduction amount is approximately $40 per month for each
case, or about$640,000 for 16,000 cases in New Hanover County. This is a federally nor program and
is only administered by the County through the Department of Social Sei ices.
