RESOLUTION
APPROVAL OF PUBLIC OFFICIALS BOND
WHEREAS, pursuant to Chapter 58 of the North Carolina General Statutes, the Board of
County Commissioners conducts an annual review of public official bonds; and
WHEREAS, said bonds have been reviewed by the County Attorney and found to be in full
force and to be in proper format.
NOW, THEREFORE, the Board of County Commissioners does hereby approve the Surety
Bond for the Finance Officer, Sheriff, Register of Deeds, and Tax Collector. This designation of
approval is hereby incorporated within the respective bond as if set out in its entirety on the face
thereof.

RESOLUTION
DISPOSAL OF 1998 CATERPILLAR D7R BULLDOZER AS SURPLUS PROPERTY
WHEREAS, Environmental Management has a 1998 Caterpillar D7R bulldozer that has
exceeded its useful life and is no longer functional for the department's operations; and
WHEREAS, the Board of Commissioners approved the replacement of this equipment in the
2014 budget; and
WHEREAS, the equipment has been replaced with a new Caterpillar D7E bulldozer which has
been delivered to the department and is currently being used; and
WHEREAS, staff requests that the Board declare the 1998 Caterpillar D7R bulldozer as surplus
and authorize its disposal by public electronic auction or any other method authorized by North
Carolina General Statute (NCGS) 160A-Article 12.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New Hanover
County as follows:
1. The 1998 Caterpillar D7R bulldozer is hereby declared to be surplus property.
2. That the Finance Director's designated representative is hereby authorized to dispose of
the equipment by public electronic auction or any other method authorized by North
} Carolina General Statute (NCGS) 160A-Article 12; and that said representative be further
authorized and directed to execute necessary documents, transfer title, and perform all
necessary functions associated with this disposal.
3. The surplus property will be sold "as is" and "final sale." The acceptable forms of
payment are cash, certified check, money order, and Visa or MasterCard. New Hanover
County makes no express or implied warranties of merchantability of any surplus
property, or part thereof, or its fitness for any particular purpose regardless of any oral
statements that may be made concerning the surplus property or any part thereof.
} 4. A notice summarizing this Resolution and the sale of the surplus property shall be
} advertised on the County's website and/or in the Wilmington Star News at least ten (10)
days prior to the sale of the equipment.

Section 2: Explanation
During the process of reviewing escrow accounts,three escrow accounts were found that needed to be closed.
This budget amendment budgets the remaining funds in these three escrow accounts so they can be closed.The
funds were collected as impact fees for fire protection.The budget amendment budgets these funds in the Fire
Prevention account line in the Fire Services Fund.Funds were collected for fire prevention and must be spent
for that particular purpose.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of New Hanover
County,North Carolina,that the Ordinance for Budget Amendment 14-033,amending the annual budget

Section 2: Explanation
The Cape Fear Museum receives an annual appropriation for participating as a member of the Grassroots
Science Museum Collaborative. The FY13-14 adopted amount is$94,773. The State's FY13-14 grant is
$9,525 less than estimated in the adopted. The majority of the grant is used for salaries and benefits. Grant
funded staff hours will be reduced as a result. Due to the reductions in the last two years,the Museum has lost
the equivalent of a little over 1 FTE. Reduction in staff will impact the Museum's outreach planetarium
program which serves all 3rd grade students in NHCS.The equipment and curriculum has changed making this
program outdated.

Section 2: Explanation
The Low Income Energy Assistance Program(LIEAP)provides assistance to low income households to assist
in the cost of heating expenses. Eligible households receive a one-time LIEAP heating assistance payment
made directly to their heating vendor. The target population is persons age 60 and over and disabled persons
receiving a service through the Division of Aging and Adult Services. Household income must be at or below
130%of poverty. County departments of social services take applications during the specified time period of
December 1st through March 31st or until funds are exhausted. New Hanover County received more in their
allocation than was originally estimated. This program is 100%state and federal funds.Including this budget
amendment the total allocation for LIEAP is$1,034,803.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
