WHEREAS, a petition has been filed with the Board of County Commissioners of the County of New Hanover requesting that the above described road(s), the location of which has been indicated on a map, be added to the Secondary Road System; and WHEREAS, the Board of County Commissioners is of the opinion that the above described road(s) should be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the Division of Highways of the Department of Transportation for the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the Division of Highways is hereby requested to review the above described road(s), and to take over the road(s)for maintenance if they meet established standards and criteria. New Hanover County 2014 Congressional Priorities as Submitted to the North Carolina Association of County Commissioners for Consideration of Inclusion in their List of 2014 Congressional Priorities Revisions to Biggert-Waters — New Hanover County supports any and all efforts to delay the implementation of the Biggert—Waters Flood Insurance Reform Act of 2012 that would result in steep rate increases for some National Flood Insurance Program policyholders for a period no less than one year to allow Congress to address and remedy these concerns. Congress is urged to • Direct an independent examination of the National Flood Insurance Program's actuarial rates to ensure that they are fair and equitable and once implemented lead to the program's solvency; and • Consider how participation in a Federal Storm Damage Reduction project or compliance with specific State building codes and enhanced construction standards can successfully mitigate loss and lessen community-wide damage even in in flood prone areas. Reauthorization of Water Resources Development Act of 2013 - New Hanover County urges the reauthorization of the Water Resources Development Act of 2013, and more specifically the 1 reauthorization of the Carolina Beach project, as a critical federal project in the stabilization of the North Carolina shoreline. Local Government Bond Interest Income Taxation Exemption — New Hanover County supports retaining the federal government income tax exclusion for municipal bond interest. Elimination of this exemption will lead to higher costs to borrow funds which will lead to an increase in property tax rates and ultimately the undertaking of fewer projects, resulting in fewer associated jobs. Marketplace Fairness Act - New Hanover County supports the Marketplace Fairness Act amendment granting state and local governments the authority to enforce already existing sales and use tax laws on remote or online sales. The Bill does not create a new tax but requires online and catalog merchants to collect the existing state and local sales taxes. This debt has been issued and the related projects have been completed. Interest and bond premiums in excess of budgeted 1 amounts remain in the$123M School Bond Capital Project Fund and must be transferred to the School Special IRevenue Fund for proper closure of the capital project fund. This transfer has already been budgeted in the School Special Revenue Fund for use in FY 14 school debt service payments. This budget amendment will approve the closure of the$123M School Bond Capital Project Fund and will move the excess interest and bond premiums to the School Special Revenue Fund. Burke, Ph.D., along with his students Christine L. Ingram, William G. Koch, Caroline Napier Wine and the Cape Fear Community College Summer Humanities Class of 2013 worked diligently researching New Hanover County's deed books, located in the Register of Deeds office, analyzing and compiling slave deeds data dated back to 1734; and WHEREAS, this information is crucially relevant to the early history of New Hanover County, affecting citizens here and abroad; and WHEREAS, it is our obligation to maintain and preserve the historical information contained in the New Hanover County Register of Deeds, and to ensure that all future generations have access to historical information and data; and WHEREAS, New Hanover County has taken the responsibility to add this book as a resource for accessing slave deeds recorded in the Register of Deeds office.
