Library Advisory Board
January 16, 2014
Assembly:
The Library Advisory Board met in Regular Session on Thursday, January 16, 2014 at 2:00
p.m. in the Board Room of the New Hanover County Public Library, 201 Chestnut Street,
Wilmington, NC.
Members Present: Gwendolyn Brown, Ellen O’Malley, John Osinski, Deloris
Rhodes, Harriet Smith, Elizabeth Stanfield, Emilie Swearingen,
Virginia Teachey, Bradford Walker
Members Excused: Kemp Burdette, Denise Chadurjian, Conrad Luhmann
Members Absent:
Library Staff Members: Harry Tuchmayer, Paige Owens
FOL Rep: Pattie Bonner
The meeting was called to order by Vice Chair, Virginia Teachey at 2:00 p.m.
Public Comment and Agenda Review
No members of the public were present.
Vice Chair, Virginia Teachey asked if any members of the board would like to remove or add
any item(s) from the Agenda.
Being no changes, the board accepted the Agenda.
Approval of Minutes of Previous Meeting
The minutes from the last board meeting on November 21, 2013 had been sent to the board prior
to the meeting for review. The minutes were approved as written.
Motion: Elizabeth Stanfield MOVED, SECONDED by Harriet Smith, to approve the
November 21, 2013 minutes as written. Upon vote, the MOTION WAS CARRIED
UNANIMOUSLY.
Chairman’s Comments
Vice Chair, Virginia Teachey, will be running the meeting today due to Chair, Conrad
Luhmann’s illness. She was also able to step in and present the LAB report to the County
Commissioner’s at their December meeting. The presentation was well received by the board.

FRIENDS’ REPORT
Harriett Smith introduced Patti Bonner who is the President of the Friends. Ms. Bonner will be
attending all future meetings as the Representative to the Friends.
FOL Rep. Bonner presented the following report:
On 1/14/14, Author Tim O’Brien’s speech was a huge success. People were lined up for
hours for his book signing.
The Downton Abby event drew crowds of over 300.
Upcoming Series include:
o 1/25/14 - 2pm @ NE – Lifestyle Wellness. This panel will share their
experiences with lifestyle choices we can all make that will improve our health
and wellness.
o 2/10/14 – 6pm @ NE – Hollywood East. Learn about the film industry in our
area.
o 2/23/14 – 2pm @ NE – A Haunting Beauty: Vietnam through the Eyes of an
Artist. An illustrated talk by Vietnam veteran, Jim Magner, based on his book.
o 3/8/14 – 2pm @ NE – Plastic in the Ocean. Bonnie Monteleone will share details
about this project housed at UNCW. See images and footage taken from the
North Pacific Garbage Patch, and plastic marine debris from the North Atlantic.
Lean how this impacts the ocean and all marine life.
o 3/15/14 – 2pm @ NE – Plastics in our Creeks and Sounds. Ted Wilgis, Coastal
Education Coordinator, shares a fun and interactive program for kids on
environmental issues with our oceans and marine life.
o 4/26/14 – 2pm @ NE – “The Storied South”. Dr. William Ferris will speak about
his latest book.
DIRECTORS REPORT
Harry Tuchmayer distributed the Director’s report to the board prior to the meeting.
In addition to the items covered in the report, he reported on the following:
A second storage trailer at Northeast has been added to store books for the FOL Book
Sale.
The Learn for Life series has exceeded our expectations with over 300 course sign-ups in
just one week.
In addition to the incredible promotions of library events by Ann Langan with the
Friends, we now have Carey Ricks with the County’s PR Dept. assisting us with
promotions. The extra adverting that Mrs. Ricks is able to provide has increased our
attendance at programs and events.
Over 100 patrons have already responded to an Impact Survey focusing on the public’s
use of computers in the library.
We are partnering with a community group and the County Parks Dept. to create a Seed
Lending Library. Justine Roach our Business/Law Librarian is heading up the project.
The concept will allow patrons to check out seeds with instructions on how to plant and
grow them. The kick off will be held on February 22nd at the Main Library. Funds were
also provided through the Friends of the Library’s Mini-Grant program.

Prior to the meeting, the board received a listing of all meeting dates. After review and
discussion, the following locations were selected for upcoming meetings.

Policy Committee Report
Paige Owens reported that the Policy Committee has reviewed the Library’s Registration Policy
for obtaining Library Cards and would like to make the following recommendations:
Resident Adult Cards – Extend expiration date to 36 months. Currently the cards are
good for 12 months before they have to be updated.
Adding a 6-month Non-Resident Card for $15. This will benefit those working or
living in area for a limited time at a reduced rate. Currently we only offer a 12-month
Non-Resident card for $30.
Transitional Cards limited to a one item checkout. Transitional cards are distributed
to patrons who do not have a fixed address. The card currently allows a 2 item check out.
No change was made to the six month expiration.
Create an Educator Library Card. A card for New Hanover County teachers that
would feature; increased check out limits, material limited to educational use only, issued
for the current school year and expiring on June 30th of said year.

Motion: Brad Walker MOVED, SECONDED by Harriet Smith, to accept the Policy
Committees changes to the Library’s Registration Policy as recommended above. Upon vote,
the MOTION WAS CARRIED UNANIMOUSLY.
Requested Budget
Harry Tuchmayer distributed copies of the Requested Budget and provided a brief review.
Adjournment
There being no further business, Vice Chair Teachey adjourned the meeting at 3:55 p.m.
