Acting Chairman Andrewcalled the meeting to order at 4:00.
ThePort Waterway Beach Commission (PWBC)approvedtheJanuary/FebruaryMeeting
minutes (emailed 14Janand 21 Feb2014respectively)andthe meeting’sattendance sheetis
attached.
Acting Chairman Andrew noted today’s meeting isto discuss FY 14’s4thQuartergapfunding
of Carolina Beach Inlet’smaintenance dredging as requested by the US Army Corps of
Engineers(USACE). The USACE’s inlet dredgingestimatesdated 22 January 2014are
th
attached.The USACE requesteda4Qt.funding levelof $206,900.00 thatwould be cost
shared50/50by the NC Division of Water Resources (NCDWR).

Carolina Beach Inlet(CBI)Funding
Staff reiterated thatthe County continues to evaluate options for funding the
maintenance dredging of Carolina Beach Inlet. In an effort to manage
expectations, staff will bring forward results once management has decided on the
appropriate path.Staff reminded PWBC membersof the revisedFY15
percentages of participationthateach agreed to carry back to their respective
Boards for consideration. For ease of reference, the revised participation follows.

motion was made,seconded and unanimously approved. The motion was to
request each representative to take back to their respectiveBoardsthe
consideration ofgapfunding at the same percentage of participation as requested
for FY15. Based on the USACE’sfundingrequest,the following table represents

The PWBC requested staff to reach out to theNCDWR and relay the actions
th
being considered forFY14, 4Qt.maintenance dredging at Carolina Beach Inlet
(pdf attached).
NC Water Resource Congress
Attached is the latest itinerarydeveloped by the Marlowe Group for those
participating in the Washington DC trip next week.
Chairman Andrew further reminded the PWBCthat the next meeting will be back on schedule in
April(9 April 2014).
The meeting was adjourned at approximately 4:50.

In an effort to continue our successful partnership with the NC Division of Water
Resources, the New Hanover County Port, Waterway and Beach Commission members are

taking the USACE requested funding needs for maintaining Carolina Beach Inlet (FY14, 4
Quarter) to their respective Boards’ March meetings.
New Hanover County appreciates the Division’s continued efforts facilitating the
ongoing management/maintenance of our coastal infrastructure features. New Hanover

County will advise the Division once a FY14, 4 Qt. funding path has been determined. Feel

Subject: UPDATE - Long Term MOA / Dredging Cost Estimates & Schedule
All:
At the January 10, 2014 Long Term MOA Implementation Meeting in New Bern, the Corps
committed to providing cost estimates for dredging the major shallow draft inlet of NC through the
remainder of their FY. Attached are those estimates, along with their latestdredging schedule.
It is our understanding that the Corps has sufficient funds on hand to complete the scheduled
work at Lockwoods Folly Inlet, Carolina Beach Inlet and Bogue Inlet in the period January March
2014. During that same time period, they will need State / Local funding to complete the work at
New Topsail Inlet, New River Inlet, Rollinson Channel and Oregon Inlet. I have a request into the
Corps to verify the on hand funding information. I will update you all as soon as I hear back from
the District.
All April June 2014 and July September 2014 work will require State/Local funding, unless
unforeseen Federal funding becomes available.
For those communities that wish to provide funding for inlet maintenance, please notify Tom Reeder
in writing (letter or e-mail) of said intentions:
