2014-03-06 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, MARCH 6, 2014 PAGE 32 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review Meeting on Thursday, March 6, 2014, at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Woody White; Vice-Chair Beth Dawson; Commissioner Jonathan Barfield, Jr.; and Commissioner Thomas Wolfe. Commissioner Brian Berger was absent. Staff present: County Manager Chris Coudriet; Assistant County Attorney Sharon Huffman; and Clerk to the Board Sheila L. Schult. REVIEW AND DISCUSSION OF AGENDA ITEMS Chairman White called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the Board’s March 10, 2014, Regular Session meeting agenda. The Board reviewed the following items with discussion as noted: Consent Agenda Item 1 – Approval of Minutes. Consent Agenda Item 2 – Acknowledgment of New Hanover County State of Emergency Proclamation and Termination of State of Emergency in the County of New Hanover Proclamation. County Manager Chris Coudriet reported that the Board is being requested to acknowledgethe New Hanover County State of Emergency Proclamation and Termination of State of Emergency in the County of New Hanover Proclamation in response to Winter Storm Leon. Consent Agenda Item 3 – Adoption of Resolution Designating Map Review Officers for the City of Wilmington and New Hanover County, Carolina Beach, Kure Beach, and Wrightsville Beach. Consent Agenda Item 4 – Acceptance of January 2014 Tax Collection Reports. Consent Agenda Item 5 – Adoption of Budget Ordinance Amendment. Regular Agenda Item 6 – Consideration of Adoption of Proclamation Recognizing the Week of March 20, 2014 as Girl Scout Week in New Hanover County. Vice-Chair Dawson offered to read the proclamation into the record. Regular Agenda Item 7 – Winter Storm Debrief and Update. County Manager Chris Coudriet reported thatEmergency Management/911 DirectorWarren Lee and Environmental Management Director Joe Suleyman will provide a winter storm debrief and update. Regular Agenda Item 8 – Public Hearing and Consideration of Special Use Permit Request By ACI Pine Ridge, LLC to Develop a Mixed-Use Development on a 37.9-Acre Parcel Located at the 100 Block of Porters Neck Road (S-617, 1/14). Regular Agenda Item 9 – Public Hearing and Consideration of Request to Amend Article II Section 23: Definitions; Section 61.4: Traffic Impact Analysis; Section 121: Filing and Notice for an Appeal; and Section 122: Powers and Duties of the Zoning Board of Adjustment of the New Hanover County Ordinance to Address Inconsistencies as a Result of Legislation Passed During the 2013 North Carolina Legislative Session (A-418, 2/14). Regular Agenda Item 10 – Adoption of Ordinance Aligning the New Hanover County Code with North Carolina General Statutes. STAFF UPDATES: Carolina Beach Boardwalk Project: Carolina Beach Town Manager Michael Cramer provided an update on the Carolina Beach Boardwalk revitalization project reporting that the Coastal Resource Commission voted 9 to 0 to allow Carolina Beach to proceed with the southern portion of the project. Due to concerns voiced by one property owner, the remaining portion was not approved but staff was directed to work with the Averette family toward a satisfactory compromise so that the remaining portion could be approved. Health and Human Services Functional Collaboration Meeting Schedule: Strategy and Policy Manager Beth Schrader reported that due to inclement weather, two meetings of the Health and Human Services Functional Collaboration committee were cancelled. She requested an additional month be added to the schedule to allow the committee to make up the two meetings with the presentation to come before the Board at their May 5, 2014 meeting. Garner Report Presentation: Assistant County Manager Tim Burgess reported that Jay Garner, Garner Economics LLC, will be making presentation to the Board of the Economic Development Report on April 2, 2014 at 2:00 p.m. in the Assembly Room at the Historic Courthouse. The Wilmington City Council has also been invited to attend, as well as the public. Mr. Garner will also be making a presentation to the economic development steering committee that morning. He thanked the employees of the Departments of Social Services and Health for their hard work.
