The event will be held April 9 - 13, 2014, and is estimated to generate ten (10) tons of waste, resulting in the waiver of approximately $590 in tipping fee revenues. The waste will be transported by Coastal Ladies Carting. The landfill has waived a total of $69,307 in tipping fees (1,175 tons) fiscal year to date. The Environmental Management Director recommends approval of the waiver request, with a maximum cap of ten (10) tons eligible for the fee waiver. Board of Commissioners - April 7, 2014 ITEM: 4 AGENDA: April 7, 2014 NEW HANOVER COUNTY BOARD OF COMMISSIONERS AN ORDINANCE AMENDING THE FISCAL YEAR 2014 BUDGET BY BUDGET AMENDMENT 14 - 068 BE IT ORDAINED by the Board of County Commissioners of New Hanover County, North Carolina, that the following Budget Amendment 14 -068 be made to the annual budget ordinance for the fiscal year ending June 30, 2014. The Board approved the application for this grant on November 4, 2013. The grant requires a match in the amount of $22,500. The developer of Middle Sound Village is contributing $15,000 towards the project and the County will use $7,500 from the escrow account which is intended to be used for development of recreation, park or open space area. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. The CIP Program assists low income persons with heating and cooling related crisis. The CIP Program is part of the Low Income Home Energy Assistance Program block grant. Households apply for the benefits at the local social services agency. Each county receives an allocation to fund the CIP Program based on the poverty level in the county and the county Food and Nutrition Services case load numbers. Counties have the option to set an annual minimum allowable assistance amount up to a maximum of $600. Payment amounts vary based on the crisis and the amount needed to alleviate the energy crisis. These additional funds will potentially assist a minimum of 56 additional households. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. Jessica Green, Rape Crisis Center Advocacy Program Coordinator, will be present to receive the proclamation. In addition to the proclamation, New Hanover County provides $10,000 in funding to the Rape Crisis Center. Board of Commissioners - April 7, 2014 ITEM: 5 NEW HANOVER COUNTY BOARD OF COMMISSIONERS SEXUAL ASSAULT ACTIVISM MONTH PROCLAMATION APRIL 2014 WHEREAS, Sexual Assault Activism Month is intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member of New Hanover County; and WHEREAS, the Rape Crisis Center staff and DEDICATED volunteers served more than 500 new sexual violence victims and their loved ones in the past year providing free and confidential support, advocacy and counseling 24 hours a day, 7 days a week and 365 days a year; and WHEREAS, we must work together to educate our community about how to support survivors and encourage every person to speak out when witnessing acts of violence however small; and WHEREAS, with leadership, dedication, and encouragement, there is compelling evidence that we can be successful in reducing sexual violence in New Hanover County through prevention education, increased awareness, and holding perpetrators who commit acts of violence responsible for their actions. NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that the month of April 2014 be recognized as "Sexual Assault Activism Month" in New Hanover County; and BE IT FURTHER PROCLAIMED that the Board of Commissioners pledge themselves and asks our citizens, professional and volunteer, to TAKE ACTION NOW to assist the Rape Crisis Center's UNTIRING efforts to eliminate sexual violence from our families, our neighborhoods, and our community. The Board of Commissioners also pledges and asks our local businesses and citizens to participate in Sexual Assault Activism Month campaigns and events in order to spread awareness and take action. Schult, Clerk to the Board Board of Commissioners - April 7, 2014 ITEM: 5 - 1 - 1 NEW HANOVER COUNTY BOARD OF COMMISSIONERS REQUEST FOR BOARD ACTION MEETING DATE: April 7, 2014 REGULAR DEPARTMENT: PRESENTER(S): Lisa Wurtzbacher, Finance Director CONTACT(S): Lisa Wurtzbacher SUBJECT Public Hearing on Proposed $20,000,000 Financing of Improvement Project BRIEF SUMMARY: At the regular meeting of the Board of Commissioners on March 24, 2014, the Board adopted a Resolution of the Board of Commissioners of the County of New Hanover, North Carolina, Authorizing the Negotiation of an Installment Financing Contract, Directing the Publication of Notice with Respect Thereto and Providing For Certain Other Related Matters. The Board determined that it is in the best interest of the County to enter into an installment financing contract to pay the capital costs of renovating the County's historic administrative office building, making improvements to the Cobb Annex, constructing a new service center for rental car companies at Wilmington International Airport, and paying the costs related to the execution and delivery of documents related to the County's fee simple interest in the Historic Administrative Building site to secure the County's obligations under the Contract. A public hearing must be held concerning the Contract, the Deed of Trust, the proposed $20,000,000 Improvement Project, and any other transactions associated with this matter. No action is necessary at this meeting. Staff will bring forward the Resolution and document forms at the April 21, 2014 meeting for approval. Board of Commissioners - April 7, 2014 ITEM: 6 NEW HANOVER COUNTY BOARD OF COMMISSIONERS REQUEST FOR BOARD ACTION MEETING DATE: April 7, 2014 REGULAR DEPARTMENT: PRESENTER(S): Wanda Coston, Community Development Planner CONTACT(S): Wanda Coston and Chris O'Keefe, Planning & Inspections Director SUBJECT Public Hearing: 2010 Community Development Block Grant (CDBG) Economic Recovery (ER) Program for New Hanover County: CDBG Closeout BRIEF SUMMARY: In accordance with CDBG Program regulations and requirements, a public hearing must be held to closeout the 2010 CDBG -ER Program for New Hanover County. The County was awarded $500,000 in Economic Recovery funds. Five very low income, owner occupied households received housing assistance. Two houses were reconstructed - one for a female- headed household and one for an elderly couple - on their existing parcels. One elderly male was relocated and a house was constructed for him on a different parcel. Two owner occupied, elderly, female- headed households also received housing rehabilitation assistance. The average cost to rehabilitate the two houses was $38,090. The average cost to reconstruct/relocate (construct) three houses was $101,837. The total cost to implement the County's CDBG -ER Program was $443,743. The proposed language establishes a 5 -year validity period. The Planning and Inspections Director is assigned the responsibility of granting extensions to this validity period for qualifying situations. The amendment will eliminate conflicting delineations of a COD line by ensuring the accuracy of the line at the time of project approval. It will also create a period of validity for the COD line in order to provide property owners and other stakeholders certainty with respect to the setbacks from the conservation resources. At their March 6, 2014 meeting, the Planning Board voted 5 -0 to recommend approval of the text amendment. One person spoke in support of the amendment. No one from the public spoke in opposition to the amendment.
